    A black and white snapshot of the Colonial Revival Style home of James J. Rovison, located at 2104 Parkwood Avenue (at Floyd) in the Old West End Area of Toledo, Ohio. Built in 1892, The architect of the home was David Stine. James J. Robison was the Secretary-Treasurer of the Ohio Savings and Bank Company. Extensive renovations were done to the home in 1920 by Frank Stranahan. Photo was taken by Howard Mackenzie in June of 1977

    There are several issues that need a rethink, but particularly troubling is 'Opening Doors' and the Local Area Service Network [LASN] reforms. These reforms were undoubtedly intended to improve assessment and responsiveness at entry, resulting in a more coordinated and collaborative local service system. The intention was not ill-conceived, and the principles-in-abstract are entirely supportable, but implementation has been seriously problematic. This is beyond dispute, but what has gone wrong
