    <i>Agrioglypta hastantiae</i> Sutrisno, sp. nov. <p>Figs 1A–C, G–I</p> <p> <b>Diagnosis.</b> <i>Agrioglypta hastantiae</i> <b>sp</b>. <b>nov</b>. is easily distinguished from the closest species <i>A. excelsalis</i> (Walker, 1866) by a black trapezoidal medial line on the forewing, running from the mid-costa towards the end of the discal cell, and continues with a white ovate band as well as a black-tinged at both edges from M 3 towards CuA 2 and turned into whitish-yellow from CuA 2 toward the dorsum (Fig. 1A). On the other hand, a dark triangle medial line of the forewing on <i>A. excelsalis</i> continuously run from the mid-costa towards the dorsum (Fig. 1D). In addition, the male genitalia of this new species shows uniquely dense scaled at central and margin part of valva and the tip of fibula recurved (Fig. 1B).</p> <p> <b> Description. <i>Male</i> (Fig. 1A):</b> Forewing length 7 mm. Head with frons black at middle, white-yellowish edge, and vertex black. Labial palpus subascending with long, rough black scales, yellow-tinged from middle to apex, and white scales at ventral from middle to basal. Maxillary palpus prominent, first and third palpomeres covered with yellow scales, while second has black scales. Proboscis white and well-developed. Antennae filiform, extending to approximately full forewing length, while dorsal surface covered with a longitudinal row of black scales, ventral surface with minute yellow cilia. Thorax black at dorsal and white at ventral part, patagia black with white scales at middle and yellowish-white tegulae. Legs white, epiphysis covered with black scales. Forewings triangular, with white terminal cilia and dark scales at apex and tornus. Hindwing with a yellow straight discal bar and a snow white fringe running from tip of Sc+R 1 toward tip of CuA 1. Abdomen slender, with first segment towards 8 th black to dark brown gradually, 6 th segment bears pair of black pencils setae, while ventral 9 th segment bears a bundle of black tuft scales, curved upwards to cover anal lobe.</p> <p> <b> <i>Male genitalia</i> (Figs 1B, 1C):</b> Tegumen subtriangular, subscaphium slightly sclerotized; uncus simple, weakly sclerotized with a narrow triangular base, medially narrow, curved subdistally and apically blunt, not extended at apex of valva; valva simple, semirectangular, center of ventral part with densely scaled as well as margin of valva; fibula never exceeding valva length, curved inwardly, pointed apically; juxta prominent, tongue-shaped, weakly sclerotized; vinculum simple, semicircular. Coremata large, ovate, with a bundle of lamellar scales, almost twice size of valva. Zairul Alam S.H.,M.H Fakultas Hukum, Universitas Brawijaya [email protected]   ABSTRAK Penulis dalam penelitian ini mengangkat permasalahan mengenai perjanjian lisensi Patent Pooling sebagai perilaku anti monopoli berdasarkan Hukum Persaingan Usaha di Indonesia. Patent Pooling atau yang dikenal sebagai penghimpunan lisensi adalah tindakan para pelaku usaha untuk saling bekerjasama dengan para mitra usahanya untuk menghimpun lisensi HKI terkait komponen produk tertentu dan dalam hal ini yang dilisensikan adalah paten. Mengenai paten tidak lepas kaitannya dengan monopoli. Monopoli yang dapat terjadi adalah apabila timbul posisi dominan didalam pasar dan disalah gunakan oleh pelaku usaha. Dan tentu memiliki akibat hukum apabila melanggar ketentuan yang berkaitan. Pengaturan mengenai Patent Pooling hanya diatur secara umum dalam peraturan di Indonesia tidak diatur secara rinci seperti peraturan di Amerika Serikat. Penerapan pengaturan dan pedoman yang mendetail bisa dijadikan contoh sebagai acuan dalam menjadikan pengaturan yang ideal. Kata Kunci: Persaingan Usaha, Patent Pooling, Monopoli ABSTRACT The author in this study raised an issue concerning patent pooling license agreement as an action of anti-monopoly based on Business Competition Law in Indonesia. Patent Pooling or known as pooling licensing is an action of business actors to cooperate with their business partners to collect IPR licenses related to certain product components and in this case, the license is patent. Regarding patent cannot be separated from monopoly. Monopoly possibly occur if a dominant position arises in the market and is misused by business actors. And of course, it has legal consequences if it violates the relevant provisions. Regulations regarding Patent Pooling is only regulated generally in Indonesian Law, not regulated in detail like the Law in the United States.     Evolusi Dinamis Perilaku Non-Player Character Pada Game Space Shooter Menggunakan NSGA-II

    Dalam permainan space shooter terdapat musuh yang dikendalikan oleh Non-Player Character (NPC) statis dimana player dapat terus berusaha beradaptasi terhadap perilaku dari musuh. Pada akhirnya, permainan menjadi membosankan karena perilaku NPC telah diketahui oleh player. Dalam penelitian ini dikembangkan implementasi kecerdasan buatan dimana NPC dapat mengevolusi dirinya sendiri, sehingga mampu merespon perilaku player. Evolusi dinamis NPC dapat memberikan pengalaman bermain yang menyenangkan karena perilaku NPC dapat menyesuaikan perilaku player. Non-Dominated Sorting Genetic Algorithm II (NSGA-II) dalam simulasi digunakan untuk mengatur “titik evolusi” terhadap NPC. Dimana dengan memeriksa parameter keputusan dari perilaku playar untuk dapat mengevolusi perilaku dari musuh (NPC). Kemudian Non-Dominated Sorting Genetic Algorithm II (NSGA-II) digunakan untuk mencari optimal solution untuk mengoptimalkan evolusi dinamis NPC pada level berikutnya. Hal ini bertujuan untuk menyeimbangkan perilaku musuh terhadap player. Simulasi menggunkan NSGA-II menghasilkan solusi optimal dalam bentuk grafik dengan 2 obyektif (speed dan health) dari NPC. Berdasarkan hasil simulasi, kestabilan berada pada generasi ke-5 dengan populasi=50, probabilitas persilangan (pc) = 1, probabilitas mutasi (pm)= 1/n, indeks distribusi persilangan (η_c)=20, dan indeks distribusi mutasi (η_m)=20. ================================================================================================================== Abstrak – In Space Game, the NPC enemies have a static ability or behaviour where the player can be easily learn to adapted and challenge the NPCs. In the end, it makes the player become boring and don't want to play the game anymore. This research is develop an intelligent NPC that can be adapt to player style in playing the game. The NPC can be evolve and adjust itself based on the player behaviour in playing game and giving a proper difficulty to the game itself. This implementation will be make game more fun and enjoyable. NSGA II is the algorithm that will used to arrange the evolution of NPCs. This algorithm is used to evaluate the parameter that will determine NPCs behaviour change. Beside that, this research also used NSGA-II to optimized the paramater before it used to determined the NPCs behaviour change in every level of the game. Simulation it self used NSGA-II to produce optimal solution in graphic representation based on two objective parameter, speed and health. Telah Dibimbing Oleh Suriadi Mappangara Dan Margriet Lappia Moka.Penelitian ini bertujuan untuk memberikan pemahaman dan memperkaya pengetahuan kita tentang usaha-usaha pemerintah dalam mengatasi keamanan dan ketertiban yang di sebabkan oleh pemberontak/gerombolan dengan membentuk organisasi-organisasi yang bertujuan untuk memulihkan keamanan salah satunya yaitu pembentukan Organisasi Perlawanan Rakyat (OPR) dengan membahas peran dan dampak yang ditimbulkan dari pembentukan orgtanisasi tersebut.Penelitian ini dilakukan dengan menggunakan metode penelitian sejarah yang terdiri dari empat tahap yaitu di awali dengan tahap pengumpulan data, baik data primer maupun data sekunder, maka sumber tersebut dikritik melalui tahap kedua yaitu verifikasi, tahap ketiga, yaitu tahap interpretasi dilakukan. Informasi tersebut dianalisis berdasarkan sudut pandang ilmiah. Tahap selanjutnya yaitu dari hasil analisis tersebut kemudian dirangkum menjadi sebuah penulisan ilmiah, tahap inilah yang disebut historiografi.Berdasarkan beberapa data tentang Organisasi Perlawanan Rakyat (OPR) yang penulis coba kumpulkan, maka diperoleh hasil penelitian bahwa peran Organisasi Perlawanan Rakyat sangat membantu pemerintah maupun Angkatan Perang dalam pemulihan keamanan dan ketertiban Sulawesi-Selatan. Dengan memberikan latihan kepada setiap anggota Organissi Perlawanan Rakyat (OPR) menambah kecakapan dalam melaksanakan tugas. Bumi Indonesia”, Mini Thesis, Merchant Marine Polytechnic Semarang Losess is a problem that always arises in the process of loading, unloading and transporting. With these efforts should be made and constraints faced to suppress the depreciation charge. This is because the implementation and supervision of loading and unloading unfavorable, inaccuracy in the measurement and calculation as well as measuring tools used not standard The theoretical basis that the author used in writing this essay describes the efforts to suppress the depreciation charge of fuel oil at the port of loading and unloading as well as to identify and overcome in MT. Bumi Indonesia This thesis also describes the terms of shrinkage, measurement, measurement systems, the intent and purpose of measurement, calculation of the ship, the calculation of the amount of oil that has been published, as well as the procedures for calculation of oil onboard. The method used writer is a descriptive qualitative research method, so that the author tried to explain the results of all the studies and research on an object obtained. From the results of the study authors found shrinkage can not be minimized because they have not implemented procedures for implementing and monitoring the activities of dismantling and loading, as well as less rigorous in measuring and calculating the amount of the charge and not standard measuring tool used so that shrinkage occurs frequently. In order to suppress the depreciation charge of the implementation of the loading and unloading procedures performed well and improve supervision of loading and unloading. Efforts to overcome the obstacles encountered in efforts to suppress the shrinkage is more rigorous in measuring and calculating the amount of the charge, and should be standard measurement tools used during the measurement of the charge. The conclusions of this thesis is the contraction still occurs in MT. Bumi Indonesia due to the implementation of the dismantling and loading are not implemented properly and the lack of supervision at the time of loading and unloading, as well as the constraints faced was less thorough in measuring and calculation.     EVALUATION OF RECLAIMED WATER FOR COOLING IN COAL-FIRED POWER PLANTS OF NORTH CAROLINA

    Cooling systems for thermoelectric power generation are responsible for 39% of the freshwater withdrawal in the US. As the demand for electricity increases, finding alternative water source is crucial. Studies have shown that reclaimed water can be used in certain applications, including makeup water in power plant cooling systems. Concerns about reclaimed water for cooling purpose include potential environmental health impacts during the cooling process, and reclaimed water availability for the cooling systems. This study reviewed the federal and NC state regulations governing the use of reclaimed water for cooling purposes, and the toxicological and epidemiological studies on potential human health impacts of hazards emitted from the cooling systems. In addition, a scenario analysis was conducted to assess reclaimed water availability for coal-fired power plants in NC regarding water transportation costs. The result showed that using a spatial-economic optimization model considering pipeline construction conditions and the potential of pipeline merging can effectively minimize the pipeline construction cost and obtain the least-cost pipeline network infrastructure. The unit transport cost analysis for each power plant also provided the power plant companies the practical information they need for evaluating the feasibility of reclaimed water application for each power plant. Considering the potential issues from water quality and availability, establishing stable supply-demand relationships between reclaimed water source and power plants can be beneficial for both water quality control and makeup water security for power plants
