Die Belt and Road Initiative (BRI) ist das aktuell größte Infrastruktur- und Investitionsprogramm weltweit. Die genauen Ziele der chinesischen Regierung und der weiteren Investor*innen sowie die geopolitischen, wirtschaftlichen und ökologischen Auswirkungen dieses Programms werden weltweit und kontrovers diskutiert. Vor diesem Hintergrund gibt das Kapitel einen Einblick in die aktuelle Diskussion zur BRI und vertieft diese am Beispiel Duisburgs. Konkret werden hierbei folgende Fragen behandelt:

Einzelhandel in Deutschland - Aktuelle Dynamiken im Kontext neuer Rahmenbedingungen
Die Entwicklung des Einzelhandels in Deutschland wird aus struktureller und räumlicher Sicht heute durch mindestens vier signifikante Prozesse geprägt: Erstens erobert der Online-Handel weiterhin Umsatzanteile; seine Bedeutungszunahme betrifft mittlerweile fast alle Sortimente und Standorte. Auch der Lebensmitteleinzelhandel, der lange Zeit vor allem aus logistischen Gründen für den Online-Handel wenig geeignet zu sein schien, verbucht inzwischen deutliche Zuwächse des Online-Geschäfts. Zweitens plagen insbesondere die Zentren kleiner und mittelgroßer Städte vor allem in ländlichen Räumen Umsatzrückgänge. Ihre Krise ist allerdings nicht nur der Konkurrenz durch den Online-Handel geschuldet, sondern hat auch eine Vielzahl anderer Gründe. Drittens zeichnet sich eine Rückeroberung innerstädtischer Zentren durch den Lebensmitteleinzelhandel ab. Dabei sind insbesondere Convenience-Formate von Bedeutung. Und viertens breitet sich der Einzelhandel aktuell verstärkt an „besonderen“ Standorten aus. Hierzu zählen Orte mit einer hohen Verkehrswertigkeit, u. a. Bahnhöfe und Flughäfen, aber auch Factory Outlet Center, die lange Zeit aus politisch-planerischen Gründen blockiert wurden und in Deutschland ein Schattendasein fristeten. Die Beiträge dieses Bandes nähern sich den genannten Entwicklungstendenzen aus der Perspektive neuer konzeptioneller Überlegungen, wobei zum Teil auch innovative methodische Ansätze vorgestellt werden.Enthält:

Territorial governance with limited sovereignty: how external control of space can change the role of the state
INTRODUCTIONState sovereignty is questioned in an era marked by new forms of international collaborations alongside shifting power relations resulting from changing geopolitical dynamics. The advent of globalisation has eroded the state’s traditional role in unilaterally shaping territorial development. In some cases, this exclusive role has gradually eroded internally, through, for example, the promotion of decentralisation, and externally, by opening to international actors and interests. While variations exist among countries, the complexity of how sovereignty plays out has shifted as well as a result of the current international geopolitical landscape, giving rise to new territorial dynamics and governance processes. This chapter explores how the development of infrastructure corridors alters the state’s role in the era of globalisation. By examining two emblematic experiences – the Balkan Silk Road as the regional branch of the Chinese initiative known as the One Belt One Road (BRI) and the Southern Agricultural Growth Corridor of Tanzania (SAGCOT) – the chapter aims to delve into the mechanisms of territorial governance brought forth by these distinct initiatives. The BRI, initiated by the Chinese government, aims to reshape the global geopolitical environment and facilitate the movement of goods worldwide. In contrast, SAGCOT is a public–private partnership (PPP) involving philanthropic foundations aiming to enhance agricultural productivity, improve food security, reduce poverty, and ensure environmental sustainability by commercialising smallholder agriculture. In this context, the chapter explores how state sovereignty is shifting and, in parts, may be undermined and examines the implications for territorial governance in the presence and influence of foreign actors. Through the lens of sovereignty, the chapter raises questions about the mechanisms employed by other actors to influence decisions related to territorial development and how they become integrated into the existing territorial governance. The choice of these cases allows an examination of the strategies employed by private versus public stakeholders to achieve their respective goals. The chapter concludes by considering the fragility of specific global contexts and their susceptibility to external influences on governance while highlighting the multitude of external stimuli to which a state may be subjected
Logistics and Transport Organization for the Food Retail: A Comparative Analysis between France and Germany
Retailers’ logistics and transport strategy is an issue that has been largely ignored by researchers. On the basis of a detailed literature research and qualitative surveys with stakeholders of food supply chains conducted in France and Germany, we aim at understanding these strategies, and mapping out the key drivers for food retailers’ transportation, with a focus on the convergences and the divergences between the two countries.
As far as transportation is concerned, this analysis of the decision making process is based on the assumption that “freight choice behaviour has not concentrated in a single agent but rather, in recent years, distributed jointly over multiple individuals and firms in a logistical chain” (Arunotayanun, 2009). Therefore, methodologically speaking, this research focuses on the understanding of the complexity of the supply chain, the interdependencies between the strategic decisions of the different actors involved in the same supply chain as well as their consequences for the transport strategies. We propose a categorization of the drivers for retailers’ logistics and transport organization, by distinguishing macro-, micro- and meso-economic drivers. Societal changes affecting consumer patterns and changes in the macroeconomic landscape are important drivers. But the internal strategies of the retailers (format, prices, assortment) and the meso-economic changes shaping new forms of collaborations and competition along the supply chain also play a major role. Important are the changes from a supplier to a retailer-controlled supply chain, due to consolidations at international level and the growing importance of private labels, as well as to the integration of the procurement and wholesale within the big retailers.
We illustrate the different types of drivers for the food retail in France and Germany. The major interest is to show and compare the complexity of the drivers for transportation in the food retail in both countries
