    Definire il senso di concetti come sostenibilità e sviluppo sostenibile non è semplice dal momento che si tratta di aspetti ampi sui quali si è sviluppato un acceso dibattito teorico e politico. In tal senso, un punto di riferimento è rappresentato dal rapporto Brundland della World Commission on Enviromental and Development (WCED) del 1987 che definisce lo sviluppo sostenibile come “uno sviluppo in grado di soddisfare i bisogni delle generazioni presenti senza compromettere la capacità delle generazioni future di soddisfare i propri”. Da questa definizione sono scaturite le dimensioni della sostenibilità che, tradizionalmente sono quella ambientale, quella economica e quella sociale. Nel presente lavoro si aggiunge anche la dimensione culturale dello sviluppo sostenibile, data l’indiscutibile vocazione culturale del contesto italiano e, in generale, considerata la preminenza di questo aspetto quale elemento condizionante molti altri fattori che interagiscono nell’azione umana (cultura come base delle azioni e dei modi di pensare delle persone). Appare evidente che tali dimensioni sono intimamente interrelate tra loro da molteplici connessioni e, pertanto, non devono essere valutate singolarmente, ma, piuttosto, analizzate e gestite sulla base di un approccio sistemico. A tal fine, il presente lavoro – sulla base di un’analisi teorica dei contributi della letteratura nazionale ed internazionale sulla sostenibilità e dopo un approfondimento sui possibili strumenti manageriali per la gestione dello sviluppo sostenibile – si prefigge l’obiettivo di proporre un possibile approccio al sustainability management per gli enti locali italiani. Ciò, attraverso la definizione del ciclo della sostenibilità – che supera un approccio tradizionale focalizzato sul momento consuntivo di rendicontazione/controllo della sostenibilità per includervi anche programmazione e gestione in senso stretto – ed ipotizzando l’integrazione dello stesso nei documenti di performance management in uso presso le aziende pubbliche locali

    The citizens' report as tool of financial accountability for local government

    The interest on the issue of transparency, especially at a local level, arises from changes that have involved the Public Sector in recent years. Hence, the objective of this chapter is to identify the essential features that should characterize an accountability tool able to report the accounting results of local authorities towards their communities (Citizens’ Report). To this end, we start from the identification of critical issues of the most popular tools of accountability (environmental report and social report) through literature analysis. These critical issues are prerequisites to the drafting of a Citizens' Report, regarded as a suitable tool to overcome these weaknesses. The definition of the peculiar characteristics of the Citizens' Report can be useful both academically (as a basis for future research on the external accountability of local governments), and for public management (for the preparation of the Citizens’ Report), for politicians (which can find in the Citizens’ Report an instrument of transparency of their work and, consequently, a tool of consensus management) and for citizens (to whom the proposed instrument is addressed, representing a means of knowledge and, therefore, a tool of participation in public policy)

    scopo del lavoro L’obiettivo del nostro studio sull’uso dell’indice IOTN (Index of orthodontic treatment need) è quello di poter sviluppare dei parametri razionali e precisi per stabilire quali individui mostrino necessità prioritarie di trattamento. Materiali e metodi Sono stati sottoposti a valutazione dell’indice IOTN 288 pazienti di età compresa fra i 7 e i 18 anni che si sono presentati presso il Servizio di Ortognatodonzia della ASL n. 2 dell’Umbria in convenzione con l’Università degli Studi di Perugia. Risultati È stato calcolato il grado di indice IOTN di ogni paziente e risultavano predominanti i casi borderline (grado 3 = 40,28%) e quelli con necessità al trattamento ortodontico (grado 4 = 29,51%). Conclusioni L’indice IOTN si è mostrato uno strumento di valida utilità in ambito di assistenza sanitaria pubblica laddove sia necessario sviluppare dei parametri oggettivi sulla necessità di trattamento ortodontico. Questo indice ci ha permesso un corretto approccio all’intervento e la valutazione epidemiologica del rapporto esistente tra le malocclusioni e la tipologia dei pazienti. aim of the work The aim of the present study, based on IOTN (Index of orthodontic treatment need), is to set rational and precise parameters for the evaluation of treatment needs. Materials and methods IOTN scores were recorded in a group of 288 patients, aged between 11 to 14 years, referred to the Department of Orthodontics of ASL N. 2 Umbria, which is connected to the University of Perugia. Results IOTN showed that border line cases (grade 3 = 40.28%) and those with a need for orthodontic treatment (grade 4 = 29.51%) were predominant. Conclusions IOTN proved a valuable tool for public health care wherever objective parameters for orthodontic treatment need assessment are necessary.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
