The Biological and Toxin Weapons Convention 2001-2006. An Assessment of the Intersessional Process.
This thesis conducts an analysis of the Intersessional Process (ISP) of the Biological and Toxin Weapons Convention (BTWC) between 2001 and 2006. Specifically, it aims to assess the extent to which the ISP has resulted in progress towards strengthening the BTWC. The fulfilment of the research aim is derived from three discrete approaches: firstly, an assessment of problems and weaknesses faced by the Convention; secondly, an assessment of common or converging understandings around measures to respond to such problems and weaknesses; and thirdly, an assessment of what effective action has been achieved between 2001 and 2006. To achieve this, this thesis uses a framework that structures the assessment around four dimensions of the BTWC and their evolution within a changing geostrategic and scientific context. The four dimensions identified are compliance, development, institutional and research.
The conclusions drawn from this thesis suggest that although the compliance dimension has made some considerable progress in the area of national legislation and biosafety and biosecurity, it remains clear that other areas of the compliance dimension remain underdeveloped and deeply divisive. The development dimension has also made progress over the course of the ISP and, significantly, achieved much greater convergence in its focus around disease surveillance and detection. However, changing dynamics in security and science have negatively affected other areas of the development dimension. In terms of the institutional dimension, there has been a modest progress with regard to the BTWC¿s institutional and procedural evolution; however, legitimate concerns remain in relation to quantity and quality of membership of the BTWC relative to other agreements. Finally, there has been some motion towards the emergence of a more coherent dimension of research; although certain advances in science research remain neglected in the BTWC forum, and the issue of biodefence has been conspicuously absent from discussion during the ISP.
Based on the analysis conducted, this thesis argues that the BTWC has made cautious progress over the course of the ISP, and there is evidence of a convergence in responses and effective action in some areas. However, there is insufficient evidence to suggest there has been ¿major progress towards strengthening the Convention¿ and many issues require much greater attention

The recent developments in negotiations to reduce nuclear
weapons in Europe mark a watershed in attitudes towards
nuclear deterrence and security. On the one side lie all
the old beliefs and assumptions about nuclear defence and
security that have been common parlance for the last forty
years and more. On the other side lies a unique
opportunity to develop a new relationship of increased
mutual trust between East and West that could ultimately
lead to substantial reductions in the world's nuclear
arsenal.
The object of this thesis is to establish how much
information already exists about attitudes towards nuclear
deterrence and the processes of attitude change. From
there, to extend these boundaries of knowledge in the
belief that if we are able to understand more exactly what
people think about nuclear deterrence, why they hold these
attitudes and how attitudes change then we will be in a
better position to ease the transitional stage between one

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Chemical control. Exploring mechanisms for the regulation of riot control agents, incapacitants and related means of delivery.
A holistic arms control (HAC) analytical framework was employed to explore the full range of mechanisms that could potentially be utilised to effectively regulate the development, stockpiling, transfer or use of riot control agents (RCAs), incapacitants and related means of delivery. From this analysis it is clear that the Chemical Weapons Convention (CWC) and its attendant regime are the most appropriate and probably the most receptive mechanisms, at least in the short term, for the discussion of these concerns and the development of appropriate policy responses.
However, the response of CWC States Parties to these issues is by no means certain and parallel processes should be established to explore alternative regulatory mechanisms with the Biological and Toxin Weapons Convention, UN drugs conventions, international and regional human rights instruments, international humanitarian law, and transfer controls potentially yielding positive results in the next five to ten year period. Other regimes that may well prove important in the longer term include: the international criminal court and other international criminal law entities; the UN Secretary General¿s investigation mechanism and other ad hoc UN investigatory mechanisms.
A comprehensive HAC strategy for the regulation of RCAs, incapacitants and related means of delivery will also require active involvement of informed and activist civil society in societal verification; development and promotion of norms prohibiting the involvement of scientific and medical communities in weaponisation programmes intended for malign application; and far greater active engagement of such expert communities in relevant State and international policy development processes
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Enhancing the Utility of Codes of Conduct for Chemical and Biological Security through Active Learning
The role of codes of conduct in promoting the norms of chemical and biological security among science stakeholders has been recognized within the context of the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC). This paper focuses on the mutually reinforcing relationship between codes of conduct and education as a basis for the implementation of integrated approaches for strengthening the prevention of chemical and biological security risks and ensuring that chemical and life sciences are used only for peaceful purposes. The paper draws upon concrete examples of innovative active learning strategies to elucidate the conceptual link between codes of conduct and education and examine its implications for embedding chemical and biological security considerations in the professional practice of public and private science stakeholders
