    Ukraine at a Crossroads

    The Orange Revolution in the fall of 2004 built great hopes for a better future for Ukraine. However, three years later those hopes have been replaced by disappointment, frustration and confusion. Although progress in the areas of political freedom, pluralism, civil rights and freedom in the media remains unquestionable the record of economic, institutional and legal reforms is much more problematic. The key macroeconomic indicators are not better than they were few years ago and the business climate has barely improved. The WTO accession process remains incomplete. The perspectives of Euro-Atlantic integration are continually subject to heated domestic political controversies. The political situation remains unstable, mostly due to the hasty constitutional changes that were adopted during the Orange Revolution. The purpose of this paper is to analyze the state of the Ukrainian economy at the end of 2007 and reflect upon what kind of reform program the Ukrainian government should consider, regardless of its political color. The reforms suggested in this paper involve a broad agenda of macroeconomic, social, structural and institutional measures. This agenda goes beyond the purely economic sphere and also addresses issues of legal, administrative and political reforms. The politics and political economy of any future reform effort will not be easy because the country is deeply divided in political, cultural, regional and ethnic terms.     Transferring circular economy solutions across differentiated territories: Understanding and overcoming the barriers for knowledge transfer

    “Learning from abroad” is a widely recognised means to innovate and improve strategies and policies implemented by regions and cities. Literature on Knowledge Transfer (KT) highlights the limitations of this process, especially when it entails the simple transfer of (best) practices from “place A” to “place B”. Such a transfer may lead to suboptimal solutions particularly when the imported practices concern complex phenomena, involving networks of multiple actors and relying on place-specific dynamics. The article sheds light on the process of KT in the field of circular economy, between two metropolitan regions: Amsterdam and Naples. This process is guided by an innovative methodology based on a network of (peri-urban) living labs generating eco-innovative solutions for using material waste and wastescapes as resources. Using participant observation in KT workshops, stakeholder interviews and surveys, it investigates how the process of co-creation of knowledge in the relational space of the networked living labs takes place thanks to the participation of stakeholders from both regions. This in turn allows for drawing conclusions on what barriers are encountered in such KT, what makes solutions transferable across different contexts, and, finally, how the solutions are adapted as they travel from one place to another

    Electrochemical behaviour of Vanadium(V) on electrochemically synthesized magnetite film electrodes

    In this work, the electrochemical response of Vanadium(V) species on magnetite film electrodes is investigated. Magnetite is deposited electrochemically on glassy carbon electrodes, with an intermediate layer of poly(thiophene) to avoid water infiltration. These electrodes show good reproducibility and stability up to pH = 2.0. Mononuclear V(V) species show low electroactivity on this surface. Cyclic voltammetry at low V(V) concentration shows that it is electroactive only at pH < 3. i.e. as VO2 +. A single reduction peak is observed at ~− 0.7 V vs SCE (at 50 mV s− 1), and an oxidation one at ~ 0.5 V vs SCE, indicating high irreversibility of the V(V)/V(IV) couple; these peaks are found to be solution phase reactions. These features are interpreted in terms of mononuclear V species. At higher V concentrations, where polymeric V(V) species are dominant, a somewhat higher electroactivity is observed, with two reduction peaks and two/three oxidation peaks.Fil: Dabrowski, Sergio Gustavo.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Demografické a klimatické změny mají již dopad na fungování veřejné správy. Nadměrný růst byrokracie a koncentrace úřadů v hlavním městě zmenšují administrativní význam dalších měst, zvláště provinčních. Lidé, kapi-tál a investice jsou umístěny v centru a polarizují strukturu státu, což je v rozporu s principem udržitelného rozvoje. Odpovědí na tento problém je deglomerace. Je to přestěhování některých centrálních úřadů z hlavního města do jiných měst, což v digitálním století není problém. Místo toho jsou problémy s hledáním kvalifikovaného personálu a přeruše-ním administrativních záležitostí. Deglomerace je v současné době v Polsku předmětem intenzivní diskuze. Podporuje ji vláda Mateusze Morawieckiho, aktivisté regionální samosprávy, konzervativně-liberální think-thank Klub Jagiel-loriski, levicově-liberální a levicoví novináři. Oponenty jsou neoliberálové z Civil Development Forum. Příznivci věří, že deglomerací zastaví degradaci středních a malých měst a zlepší kvalitu státu. Oponenti jsou názoru, že to způsobí zbytečný chaos a finanční náklady. Tvrdí, že vláda by měla likvidovat úřady, nikoliv je stěhovat na jiná místa.The demographic and climate changesinfluence the public administration. Excessive expansion of the bureaucracy and concentration of offices and bureaus in the capital cityleads to the weakening of other cities, especially in the province. People, capital and investments are located in the centre and polarize the state. It is at variance with the principle of sustainable development. The answer is the concept of deglomeration. It provides for the removal of some central offices from the capital city to the another cities. In the era of digitization it is no problem, to move the state office in the another place. The problem is the lack of qualified personnel and the interruption in the realization of the administrative cases. The deglomeration is currently the subject of intense discussion in Poland. Its supporters are the politicians from the Cabinet of Mateusz Morawiecki, local government activists, conservative-liberal journalists in the think-thank Jagiellonian Club (Klub Jagielloriski), liberal-left-wing and left-wing activists. The opponents are neoliberals from the Leszek Balcerowicz Civil Development Forum (Forum Obywatelskiego Rozwoju). The proponents believe that deglomeration will stop the degradation of medium-sized cities, improves the quality of the state. The opponents are in the opinion that it creates unnecessary chaos. They say that the government just need to reduce the bureaucracy and eliminate unnecessar
