    Processus d’universalisation de la Couverture santé au Sénégal : enquête sur la « CMU- Élève » à Ziguinchor (Sénégal)

    Since 2005, with the development of the National Social Protection Strategy, Senegal has been extending health insurance. This extension is facilitated by establishing the National Program of Universal Health Coverage (CMU) in 2013. CMU targets low-income populations, actors in the informal sector, artists, the indigent and all those who are outside the social security system. It is in this context that we must understand the creation in 2017 of the CMU-Élève which is an innovation which allows students and learners to benefit from insurance through community health mutuals. To better analyze and understand membership in the CMU by students in the commune of Ziguinchor, we used quantitative methods and techniques with a questionnaire survey of 264 students in the five high schools. The study results show that the membership rate for CMU-Student is very low (8%) in the high schools of the Municipality of Ziguinchor. Also, the survey reveals that few high school students are aware of the CMU-Élève in Ziguinchor, and there are no links between adherence to universal health coverage and classic factors such as standard of living and health. If students are to sign up for the CMU on a large scale and over the long term, it would be appropriate to find an alternative to volunteering by combining membership with registration.Depuis 2005 avec l’élaboration de la Stratégie Nationale de la Protection Sociale, le Sénégal est dans une dynamique d’extension de l’assurance santé. Cette extension est facilitée par la mise en place du programme national de la Couverture Maladie Universelle (CMU) en 2013. La CMU cible les populations à faibles revenus, les acteurs du secteur informel, les artistes, les indigents et tous ceux qui sont hors du système de sécurité sociale. C’est dans ce cadre qu’il faut comprendre la création en 2017 de la CMU-Élève qui est une innovation qui permet aux élèves et aux apprenants de bénéficier d’une assurance à travers les mutuelles de santé communautaire. Pour mieux analyser et comprendre l’adhésion à la CMU par les élèves de la commune de Ziguinchor, nous avons mobilisé les méthodes et techniques quantitatives avec une enquête par questionnaire auprès de 264 élèves dans les cinq lycées de la Commune. Les résultats de l’étude montrent que le taux d’adhésion à la CMU-Élève est très faible (8%) dans les Lycées de la Commune de Ziguinchor. Aussi, l’enquête révèle, d’une part, qu’il y a peu de lycéens qui connaissent la CMU-Élève à Ziguinchor, et d’autre part qu’il n’y pas de liens entre l’adhésion à la couverture maladie universelle et les facteurs classiques comme le niveau de vie et la santé. Pour une adhésion massive et durable des élèves à la CMU, il serait pertinent de trouver une alternative au volontariat en association l’adhésion à l’inscription

    This article focuses on the roles of socio-economic perceptions in adherence to and use of Universal Health Coverage in Ziguinchor. Indeed, the CMU is a health insurance program launched in 2013 by the government of Senegal. This program relies on community health mutuals to expand and develop. It offers populations excluded from the social protection system financial access to health care and structures through subsidized health insurance. Based on a questionnaire survey of 150 heads of households, the study shows that socio-demographic factors have no effect on adherence to Universal Health Coverage in Ziguinchor. On the contrary, this research shows on the one hand that there is a link between the existence of care needs in the household and adherence and on the other hand, the socio-economic dimensions are essential for adherence. and the use of Universal Health Coverage services.  Cet article s’intéresse aux rôles des perceptions socio-économiques dans l’adhésion et le recours à la Couverture Maladie Universelle à Ziguinchor. En effet, la CMU est un programme d’assurance santé lancé en 2013 par le gouvernement du Sénégal. Ce programme s’appuie sur les mutuelles communautaires de santé pour s’étendre et se développer. Elle offre aux populations exclues du système de protection sociale un accès financier aux soins et structures de santé par le moyen d’une assurance santé subventionnée. S’appuyant sur une enquête par questionnaire auprès de 150 chefs de ménage, l’étude montre que les facteurs socio démographiques n’ont pas d’effet sur l’adhésion à la Couverture maladie Universelle à Ziguinchor. Au contraire, cette recherche montre d’une part qu’il y a un lien entre l’existence de besoins de soins dans le ménage et l’adhésion et d’autre part, les dimensions socio-économiques sont très importantes pour l’adhésion et le recours aux services de la Couverture Maladie Universelle.

    Cette thèse porte sur la protection sociale des professionnels du bâtiment au Sénégal et plus particulièrement sur l’analyse du risque santé et de sa prise en charge chez les ouvriers à Dakar. Elle tente d’apporter des réponses à des interrogations portant sur les risques au travail, les besoins d’assurance santé et les stratégies de recours aux soins des travailleurs du bâtiment et de leurs familles. La recherche, à la fois qualitative et quantitative s’appuie sur une enquête auprès de 540 ouvriers et sur une dizaine d’entretiens avec les acteurs de la protection sociale. Elle montre d’une part, que la couverture maladie dans le secteur du bâtiment est très faible (environ 5%) et la prise en charge assez limitée (soins primaires), et d’autre part que le régime sénégalais de prévoyance santé à travers la Caisse de sécurité sociale, les Institutions de Prévoyance Maladie (IPM) et les mutuelles de santé, connaît de nombreux dysfonctionnements qui l’empêchent d’être efficace et viable. L’étude révèle que globalement les ouvriers du bâtiment ne connaissent pas la sécurité sociale ; ils ont recours aux structures publiques de santé en cas de maladies ou d’accidents. Toutefois, ils sont conscients des risques dans leur métier et utilisent largement des équipements de protection lorsque ceux-ci sont mis à leur disposition. Enfin, les ouvriers sont les principaux financiers de la santé dans le ménage. Cependant, à cause de la faiblesse de leurs revenus et du coût de la couverture santé, ils sont pratiquement dans l’impossibilité de souscrire à une assurance.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
