Mortalité de l'enfance au XIXe siècle à Paris et dans le département de la Seine
SUMMARY Data concerning infant mortality in the Paris region during the 19th century are jar from reliable because many children were fostered in the countryside, so that the number of deaths (numerator) is reduced while that of births (denominator) is not. Errors due to this practice are not negligible and can be corrected only approximately. Census data could be used to eliminate children who were not reared at home, provided the census could be relied on. After making various adjustment, the author obtains an infant mortality rate of 190 or 200 %c for girls between 1816-1820 and 1881-1885. This estimate is higher than that has been commonly accepted so far and exceeds that for France as a whole during the same period. Mortality rates did not begin to fall significantly in the Paris region until the end of the century.ha mortalité de la première année, dite mortalité infantile, est un des tests les plus significatifs du développement, dans une société en transition. Sa mesure ne présente aucune difficulté pour une population fermée, dont les statistiques d'état civil sont bien établies. En France et à Paris, des statistiques existent pour le XIXe siècle, mais leur exactitude est souvent contestée, en particulier pour les villes, en raison des migrations et, plus précisément, de l'envoi d'enfants en nourrice en province. Des calculs assez complexes sont alors nécessaires, pour rectifier les chiffres couramment admis. C'est ce qu'ont fait pour la région parisienne, au XIXe siècle, M. Etienne Van de Walle professeur à l'université de Pennsylvanie et Samuel H. Preston qui présentent ici les résultats de leurs travaux, portant aussi sur la mortalité juvénile.RESUMÉN Durante el sigh XIX, los datos relativos a la mortalidad infantil en la región parisina, resultan erróneos a causa del envio en provincia de muchos nihos, para ser criados por nodrizas; como consecuencia de ello, el numero de defunciones (numerador) aparecia reducido y el de nacimientos (denominador) quedaba igual. Los errores son bastante importantes y las correciones no pueden ser más que aproximadas : la información censal no es suficientemente segura para eliminar esos niňos tanto en el numerador como en el denominador. Luego de efectuar las correciones necesarias, el autor llega a una tasa de mortalidad infantil femenina de 190 a 200 %( entre 1816-1820 y 1881-1885, valor superior al admitido generalmente сото también superior al de Francia en la misma época. Factors that affect short-term commercial bank lending to developing countries
Developing countries rely on short-term trade credits for imports of several essential consumer goods, including medicines and basic food supplies. The credits also facilitate export-related transactions. The mechanisms commercial banks use to provide trade credits to developing countries are complex and costly. Even a temporary break in the flow of short-term credit can seriously hurt a country's business. But since short-term trade credits can be structured so that they involve a few risks to a bank and at the same time are very costly to the debtor, they are generally the last forms of credit to be cut and the first to be reestablished in debt-distressed developing countries. To gauge the likelihood of continued short-term trade related financial flows to developing countries, the authors examined the factors that affect short-term commercial bank loans. They studied relevant data over time for seven countries for which data were available: Argentina, Brazil, Egypt,India, Kenya, Mexico, and Turkey. They found that : a) countries with greater growth prospects get more short-term credit; b) short-term credits are usually meant to finance countries with significant trade deficits; c) higher levels of external indebtedness are generally coupled with higher levels of short-term indebtedness to commercial banks; and d) country-specific factors affect the volume of short-term lending to a country.Financial Intermediation,Banks&Banking Reform,Economic Theory&Research,Strategic Debt Management,Financial Crisis Management&Restructuring
Easy access to provenance: an essential step towards trust on the Web
This paper describes the mechanisms involved in accessing provenance on the Web, according to the new W3C PROV specifications, and how end-users can process this information to make basic trust assessments. Additionally, we illustrate this principle by implementing a practical use case, namely Tim Berners-lee's vision of the "Oh, yeah?" button, enabling users to make trust assessments about documents on the web. This implementation leverages the W3C PROV specification to provide user-friendly access to the provenance of Web pages. While the extension described in this paper is specific to one browser, the majority of its components are browser-agnostic
The distribution of the benefits from social services in Indonesia, 1978-87
Indonesia has made great progress in the past fifteen years in giving the poor more access to privately provided goods such as food, clothing, and housing. The author analyzes how much progress has been made in improving their access to two publicly provided social services, education and health care. She finds that given existing patterns of use, education spending is more efficient at directly reaching the poor than is health spending. In the education sector, subsidies to primary education are most likely to reach poorer households and raise their living standards. In the late 1980s, enrollments remained higher for urban than for rural areas, for male than for female children, and for the Outer Islands than for Java. But rates of improvement in enrollments during the last decade have been higher for rural, female, and poorer children than for the urban, male, and richer counterparts. The results indicate that rising living standards played a part in raising enrollment. But other factors were substantially more important - public policy aimed at increasing the number of primary schools and teachers and at lowering the costs of attending school. In the health sector, subsidies to basic primary health care provide the best avenue for reaching the poor, but they are far from ideal as an instrument for doing so.Health Economics&Finance,Health Monitoring&Evaluation,Poverty Assessment,Housing&Human Habitats,Gender and Education
Comment on "liH as a Li+ and H- ion provider by Khang Hoang, Chris G. Van de Walle, Solid State Ionics 253 (2013) 53"
A first-principle study of the formation and migration of native defects in LiH, a material of interest in hydrogen storage and lithium-ion batteries, has just been published by Hoang and Van de Walle [Solid State Ionics 253 (2013) 53-56]. Their results are found here to be of key-importance to deduce useful results for the pressure dependence of the ionic conductivity of LiH. © 2014 Elsevier Ltd. All rights reserved
