Il tema del verde nella pianificazione urbanistica nazionale e regionale.
No full textI temi della pianificazione e progettazione verde (in particolare di quello pubblico), nonché della sua gestione, sono stati e sono tuttora in continua evoluzione e rivestono particolare interesse per gli enti pubblici preposti all’amministrazione e alla pianificazione delle realtà urbane. Lo dimostrano sia la crescente richiesta da parte della società di spazi verdi fruibili e vivibili, che una sempre maggiore attenzione da parte dei progettisti, degli enti locali e di molti studiosi, al tema della progettazione e realizzazione di spazi verdi adeguati ed estesi, secondo protocolli di qualità definiti dagli attuali strumenti normativi. Il presente lavoro si è posto l’obiettivo di studiare l’evoluzione del tema del verde urbano nella pianificazione urbanistica, facendo riferimento al caso studio della città di Imola. La metodologia adottata ha previsto sia lo studio comparativo in ambiente GIS delle cartografie dei piani adottati a partire dal secondo dopoguerra, sia elaborazioni numeriche dei parametri urbanistici relativi all’evoluzione della città, con particolare riferimento all’evoluzione delle specifiche dotazioni di verde urbano nelle diverse e poche considerate nello studio. Lo studio ha consentito di evidenziare quanto segue: - Imola può essere concepita come un “laboratorio sperimentale di urbanistica”; - Imola è una delle prime amministrazioni comunali in ambito nazionale a dotarsi di un piano regolatore generale, a un solo decennio dalla promulgazione della legge urbanistica nazionale n. 1150/1942 e a pochi anni dal termine del secondo conflitto mondiale; - il primo PRG, adottato nel 1953 e approvato a distanza di soli due anni, prevedeva una progettazione del verde basata non sul mero rispetto di standard di legge, ma sull’importanza della sua funzione ambientale a servizio della collettività insediata e insediabile (realizzazione di alberature lungo i principali viali, ispirata all’opera del Poggi a Firenze), riconoscendo anche al verde privato un valore per la collettività; - detto strumento risulta, per i sopraccitati aspetti, persino antesignano nei confronti dei più attuali orientamenti normativi (si cita ad esempio la legge urbanistica della Regione Toscana n. 1/2005), che considerano il verde pubblico e quello privato come facenti parte di un unico sistema, cui spetta il compito di bilanciare l’impatto ambientale dovuto alle attività antropiche; - la V.G. al PRG del 1999 anticipa alcuni contenuti della successiva L.R. 20/2000 dell’Emilia-Romagna (articolazione del piano regolatore nelle componenti strutturale ed operativa); - negli attuali strumenti urbanistici il verde viene inteso non più come elemento prevalentemente lineare ma come insieme di aree tra loro funzionalmente collegate

No full textThis interview was conducted in person with Jonathan Moreno, PhD, as part of “Moral Histories: Voices and Stories from the Founding Figures of Bioethics,” an oral history project of the Johns Hopkins University Berman Institute of Bioethics. Professor Moreno is the David and Lyn Silfen University Professor Emeritus of Medical Ethics and Health Policy, Philosophy, and History and Sociology of Science at the University of Pennsylvania. He is the author of over twenty-four books and hundreds of articles. His areas of expertise include neuroethics, biotechnology, and national security, with a particular interest in the history and sociology of bioethics.
In this interview Moreno discusses his childhood and the intellectual influence of his parents, particularly his father J.L. Moreno, who was renowned for developing the therapeutic model of psychodrama and the idea of social networks. He discusses his philosophy graduate studies and shares how he became involved in bioethics as one of the first “staff philosophers” in hospitals early in his career. He discusses his gradual move towards government and policy ethics, including being on the staff of Advisory Committee on Human Radiation Experiments (ACHRE) during the Clinton Administration; the Advisory Committee on Human Embryonic Stem Cell Research for the National Academy of Sciences; Department of Defense consulting; creating “Science Progress” content as a senior fellow at the Center for American Progress; and being on the Obama presidency transition team. Post-9/11 issues of biosafety and bioterrorism are discussed, as well as his experience consulting on the ethics related to force-feeding, interrogation, and the different approaches of the CIA and Army regarding Guantanamo prisoners post 9/11.
Moreno reflects on being a senior advisor for the Obama administration’s Presidential Commission for the Study of Bioethical Issues, particularly the historical importance of the Guatemala syphilis experiments that added a new chapter to the history of medicine and bioethics. He also touches on the ethical implications of neuroscience advancements, such as brain organoids and synthetic brains. Moreno concludes with reflections on the importance of bioethics in a rules-based international order and his contributions to the field through accessible writing and diverse kinds of academic work and public facing endeavors

No full textLa posición de España en el sistema internacional de migraciones se ha transformado sustancialmente en la última década. El asentamiento de colectivos de origen inmigrante ha planteado una serie de importantes retos a la sociedad española. Las políticas de protección social incluidas en el llamado estado de bienestar se encuentran entre los principales afectados por las transformaciones sociales, políticas, culturales y demográficas derivadas de dicho fenómeno. Deben definir, de una parte, el modo de incorporación de los nuevos residentes a sus servicios y prestaciones (delimitación de criterios de acceso al sistema sanitario, servicios sociales, sistema educativo o políticas de vivienda). De otra, confrontan la articulación de mecanismos de respuesta a las demandas de una población cambiante (tanto en términos de estructura socio-demográfica, como en perfiles culturales, lingüísticos e incluso biológicos). El sistema de protección social, en suma, está sujeto a una modificación en la percepción social de su legitimidad derivada del aumento de la heterogeneidad interna de la sociedad. Además de un reto, este fenómeno constituye una oportunidad de identificar los puntos débiles del sistema con objeto de reforzarlo y garantizar así su sostenibilidad futura.(Moreno Fernández
