    Determination of isotope ratio in the divertor of JET-ILW by high-resolution H α spectroscopy: H–D experiment and implications for D–T experiment

    International audienceThe data of the H alpha high-resolution spectroscopy, collected on the multiple lines of sight, which cover the entire divertor space in poloidal cross-section, during the recent hydrogen-deuterium experiments in JET-ILW (ITER-like wall), are processed. A strong spatial inhomogeneity of the hydrogen concentration, H/(H + D), in divertor is found in many pulses. Namely, the H/(H + D) ratio may be lower in the inner divertor than that in the outer divertor by the values of 0.15-0.35, depending on the conditions of gas puffing and plasma heating. This effect suggests the necessity of spatially-resolved measurements of isotope ratio in the divertor in the upcoming deuterium-tritium experiments. Also, separation of the overlapped T alpha and D alpha spectral lines is shown to be a challenging task especially when the local Doppler-broadened (Gaussian) line shapes are noticeably distorted by the net inward flux of fast non-Maxwellian neutral atoms. We use the respective, formerly developed model of an asymmetric spectral line shape, while analysing the data of the first deuterium-tritium experiment in JET-C (carbon wall), and test the model via comparing the isotope ratio results with another diagnostic's measurements. This model is shown to increase the accuracy of tritium concentration measurements in the divertor

    Issues of digitalization of civic participation in developing countries: “Government as a platform” in Latin America

    This article examines “government as a platform” as based on civic participation in the context of digitalization of public administration in developing countries, concretely for the example of Latin American countries. The main thesis of the study is the following: the institution of participation is the basis for constructing “government as a platform” due to deep foundations of Web 3.0 technology, which encourage participation and have a collaborative nature. The author focuses on factors for classifying countries “developing.” These factors are both positive and negative: level of urbanization, Internet penetration, and globalization are positive factors, while the economic factor, political factor, level of corruption, and existing political culture are negative. Latin American countries were selected as empirical cases as falling under the criteria as developing countries, and as a region in which one can find both highly developed countries in terms of digitalization and lagging behind in terms of applying digital technologies to public administration and public policy. The author concludes that “government as a platform,” the design of which is based on civic participation, is attractive for developing countries of Latin America because it can help overcome such problems as corruption and social and political exclusion, can increase the level of democratization, and can make political culture more civil and proactive

    В статье поднимается вопрос о необходимости исследования конституционно-правовых возможностей реализации национальной идеи в Российской Федерации как государственной идеологии, направленной на устойчивое развитие суверенного, правового, социально-значимого государства. На основании формально-юридического анализа основополагающих конституционных норм сделана попытка определения вектора дальнейшего развития российского общества с указанием целей и задач, стоящих перед Российской Федерацией. Автор рассматривает феномен патриотизма как единую объединяющую идею развития российского общества, направленную на укрепление гражданской активности и формирование в нем гражданско-демократических институтов, обосновывает мысль о необходимости закрепления национальной идеи в рамках правового статуса.The article raises the issue of the necessity of research of constitutionally-legal mechanisms to implement the national idea in the Russian Federation as a state ideology aimed at a steady development of Russia as a sovereign, legal, and socially important state. On the basis of formal-legal analysis of the fundamental constitutional norms, the author determines the vector of further development of Russian society, points out the aims and tasks of the Russian Federation. The author views the phenomenon of patriotism as a single uniting idea of the development of Russian society. It is aimed to strengthen the civil activity and to form civil-democratic institutions. The author grounds the necessity to fix the national idea within the legal status

    LAWYERS AND REVOLUTION: LEGAL ETHOS IN THE HISTORY OF THE JURIDICAL COUNCIL IN 1917

    The following article considers the history of the Juridical Council of the Provisional Government from a biographical methodological perspective. The Juridical Council was established in March 1917 after the February Revolution in the system of the Provisional Government as a governmental body of legal expertise. The paper provides a summary of biographical information about lawyers of the Juridical Council (Vasily Maklakov, Fyodor Kokoshkin, Nikolay Lazarevsky, Vladimir Nabokov, Moisey Adzhemov and Baron Boris Nolde), their origin, education, political career, professional and academic interests. Most of lawyers in the Council were descendants of noble Moscow and St. Petersburg families and belonged to big city intelligentsia circles. They graduated from Moscow University and St. Petersburg University in 1890s during golden era of Russian legal university education and their views concerning law, government, liberalism, parliamentarism and public role of legal profession were formed under a great influence of liberal professorate and in the atmosphere, when a university seemed to be the most liberal institute of the conservative era. The analysis of biographical information leads to a conclusion that lawyers of the Council developed a new legal ethos, the characteristic feature of which was the adherence to the ideology of rule of law and civil society

The erosion of Be is a main driver for fuel retention due to the build-up of hydrogen rich Be-codeposits and is responsible for a large fraction of the tungsten sputtering in the divertor by material migration of Be from the main chamber into the W divertor. Besides physical sputtering there is evidence that chemically assisted physical sputtering (CAPS) play an important role in Be erosion [1]. Contrary to physical sputtering CAPS relies additionally on chemical processes for the Be erosion, and therefore erosion yields are very sensitive regarding surface temperature and chemical composition. A series of similar JET limiter discharges (Bt = 2.4 T, Ip = 1.9 MA, ne,core ~ 7–8·1019 m-³, Te ~ 1.9 keV) in deuterium, comparable to studies in unseeded discharges in earlier experiment [2] was performed. Fast, continuous repetition of identical discharges ratcheted up the limiter base temperature and allowed to study the influence of the limiter surface temperatures (450...640 K) on the interaction of the plasma with the beryllium components. Compared with previous studies, the edge plasma temperature during the limiter heat-up phase was decreased from ~15 eV to less than 5 eV, thus, the impact energy of the projectiles dropped accordingly. Additionally, plasma density variations were performed at elevated limiter temperature and reduction of CAPS. Besides VIS and UV spectroscopic observation at the midplane contact point, additional narrowband filtered camera images of Be, BeD and Be II allow a direct comparison of emission patterns with ERO 2.0 modeling [3]. Similar discharges were also carried-out with nitrogen and neon seeding in order to study suppression of CAPS by nitrogen species. In this contribution, we will give an overview of the available experimental data on CAPS and discuss the influence of surface temperature and ion energy. Moreover, we show that the nitrogen gives raise to an cumulative, surface temperature independent reduction of BeI, BeII and molecular BeD measured intensities and discuss that this reduction is likely due to a suppression of chemical erosion of the beryllium.     «Аннибаловская клятва» А. И. Герцена и И. С. Тургенева: миф и реальность

    В статье рассматриваются предыстория и обстоятельства двух клятв, которые Герцен и Тургенев, оба внесшие большой вклад в дело освобождения крестьян, дали в юности и которым остались верны до последних дней жизни. Особое внимание уделено выяснению времени и обстоятельств «аннибаловской клятвы» Тургенева, само существование которой рядом исследователей подвергается в настоящее время сомнению и представляется зачастую как плод более поздней художественной мысли автора, призванный дать своеобразную оценку «начал» его деятельности. Затрагивается вопрос о существенном влиянии, которое оказало на дальнейшую судьбу Тургенева знакомство и общение за границей в 1838-1839 гг. с Н. В. Станкевичем и его «берлинским кружком»; в частности, рассматривается гипотеза о том, что Тургенев мог не только знать, но и находиться среди тех, кто, согласно воспоминаниям Я. М. Неверова, дал Станкевичу «торжественное обещание» вносить посильную лепту в дело просвещения и освобождения народа.Dans cet article, on examine selon quels préliminaires et dans quelles conditions, Herzen et Tourguéniev ont prononcé, dans leur jeunesse, un serment qui a tant contribué à l’émancipation des serfs et auquel ils sont restés fidèles jusqu’à la fin de leur vie. « Le serment d’Hannibal » de Tourguéniev est l’objet d’une attention particulière pour le dater et le situer, étant donné que certains chercheurs le mettent aujourd’hui en doute et en font le fruit d’une fiction tardive de l’auteur, appelé à justifier de façon pertinente les « débuts » de son action. On soulève la question de l’influence essentielle qu’exerça sur le futur destin de Tourguéniev, la connaissance et les relations à l’étranger, en 1838-1839, avec N. V. Stankevitch et son « cercle berlinois ». En particulier, on examine l’hypothèse, selon laquelle Tourguéniev non seulement ne pouvait ignorer, mais faisait partie de ceux qui, selon les souvenirs de J. M. Neverov, promirent « solennellement » à Stankevitch d’apporter généreusement leur obole à l’instruction et l’émancipation du peuple.This paper examines the circumstances and motives under which Herzen and Turgenev, in their youth, swore an oath that contributed to the emancipation of the serfs and to which they remained faithful to the end of their lives. It focuses on the context, especially on the dating, of Turgenev’s “oath of Hannibal”, as some researchers are now raising the question as to whether this oath may not be a fiction made up by Turgenev in his later years to justify his actions by an early “beginning”. This paper raises also the question of the key influence exerted on the future fate of Turgenev by his relationships abroad in 1838–1839, especially by N.V. Stankevich and his “Berlin Circle”. The author adresses particularly the hypothesis according to which Turgenev was among those who, according to the recollections of J. Mr. Neverov, “solemnly” promised to provide generous financial help to Stankevitch’s work of education and empowerment of the people
