Marrëdhëniet me publikun të institucioneve përballë të drejtës për informim - realiteti shqiptar
Get PDFEvoluimi i marrëdhënieve publike është shoqëruar edhe me evoluimin e praktikave të ndryshme të marrëdhënieve mes institucioneve dhe mediave, ku një vend të veçantë ka edhe përmbushja e të drejtës për informim, konkretisht të aksesit në informacion. Por kjo marrëdhënie shpesh ka qenë objekt diskutimi dhe një debati të vazhdueshëm për rolin e marrëdhënieve publike për informimin rreth çështjeve dhe temave që kanë të bëjnë me interesin publik. A janë marrëdhëniet publike të institucioneve të prirura për ta garantuar dhe respektuar të drejtën për informim dhe për informimin cilësor të qytetarëve? Sa lehtësi krijojnë zyrat e shtypit të institucioneve qendrore dhe vendore për aksesin në informacion për mediat? A e shfrytëzojnë si duhet mediat Ligjin për të Drejtën e Informimit? Sa e përdorin mediat të drejtën për informim për të promovuar dhe ofruar transparencën e institucioneve publike? Cili është roli i teknologjisë së informacionit dhe komunikimit në rritjen e transparencës dhe besueshmërinë e informacionit? Si kanë reaguar institucionet shqiptare ndaj mediave, organizatave të shoqërisë civile dhe qytetarëve për të përmbushur detyrimet ligjore në lidhje me të drejtën e informimit? Këto janë disa nga pyetjet që shtrohen sot në një kohë kur kemi një evoluim të praktikave dhe marrëdhënieve mes institucionit të marrëdhënieve publike dhe mediave. Përdorimi i teknologjive të reja dhe mediave sociale ka shtuar ndjeshëm nivelin e komunikimit midis institucioneve dhe publikut, aktorëve politikë e publikë me publikun dhe anasjelltas. Në këtë realitet të ri natyrshëm shtrohet diskutimi rreth ndikimit të marrëdhënieve publike mbi saktësinë e informacionit dhe mbulimin me informacion të fushave të ndryshme të shoqërisë.
Qëllimi i këtij hulumtimi është që të shikohen aspekte të veçanta të marrëdhënies mes marrëdhënieve publike nga njëra anë dhe të përmbushjes të së drejtës për informim nga ana tjetër, tendenca që kanë institucionet përballë kësaj të drejte, që është një e drejtë kushtetuese dhe që rregullohet me një ligj të veçantë, si dhe marrëdhënia që krijohet mes zyrave të shtypit dhe medieve në kuadër të së drejtës për informim, në rastin e kërkesave zyrtare për informacion nga gazetarët apo kategori të tjera
Institutions' PR versus the right to information, Albanian reality
Get PDFThe evolution of public relations is interrelated with the development of the various practices and the relation between institutions and media, where a distinct issue is the fulfilment of the right to information, or more specifically the access to information. Thus, the relation between media and institutions has often been subject of discussion and an ongoing debate about the informing role of public relations regarding topics and issues of public interest.
Are institutions‟ PR oriented to respect the right to information and qualitative information to citizens? What facilities provide the press offices of central and local institutions for access to information to the media? Do media make use of the law on the right to information? How much media use the right to information to promote and provide transparency of public institutions? What is the role of information and communication technology to increase transparency and reliability of information? How Albanian institutions have responded to the media, civil society organizations to meet legal obligations regarding the right to information? These are some of the questions argued nowadays at a time when evolution of practices and relations between the institution's public relations and media have occurred.
The use of new information technologies and social media has increased significantly the level of communication between the institutions and the public, the political actors with the public and vice versa. In this new reality is more than relevant the discussion about the impact of public relations on the accuracy of the information and information covering various areas of society. This research aims at studying specific aspects of the relation between public relations on one hand and the approaches to fulfil the right to information on the other hand, which is a constitutional right and regulated by a specific law, along with the relation between press offices and the media in the framework of the right to information, and treatment of official requests from journalists
Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
