BIBLIOMETRIC APPROACH IN ANALYSIS OF DYNAMICS OF SCIENCE AND SOCIETY DEVELOPMENT
Science can be seen as a process of obtaining new information. This process has a consecutive and collective character: any scientific work is based on a number of previously published ideas. In other words, new scientific papers appear as a result of the development or awareness of previous works. In case of the absence of barriers, the speed of growth in the number of scientific publications determines the level of science development and can be used also for prognosis of science and society development. Based on the analysis of the number of scientific papers published over the past 30 years, the author concludes that science and society are on the verge of unprecedented changes
Locul inovării în sistemul de cercetare-dezvoltare-inovare din Republica Moldova
The private sector is the key player in the national economy, implementing innovations in practice. In order to determine the place of innovation in the research, development and innovation (RDI) system in the Republic of Moldova, a comparative analysis of national RDI systems in 39 countries was carried out, focusing on the involvement of the private sector in RDI. Five relative scientometric indicators were used in the analysis: gross domestic expenditure on RDI (% of GDP); researchers per million population; share of researchers in the private sector; share of private sector expenditure on RDI; share of work carried out by the private sector in total volume. On the basis of the data obtained, the ranking of RDI systems was developed and the place of the Republic of Moldova in terms of the innovation component in this ranking was determined. As the RDI system is an institutionalized system at the state level, the paper presents the current regulatory framework governing scientific and innovation activity, which will hopefully change the situation in the medium and long term.Sectorul privat este actorul-cheie în economia națională, care implementează inovațiile în practică. Pentru determinarea loculului inovării în sistemul de cercetare-dezvoltare-inovare (CDI) din Republica Moldova a fost efectuată analiza comparativă a sistemelor naționale CDI din 39 de țări, accentul fiind pus pe implicarea sectorului privat în CDI. În analiză au fost utilizați cinci indicatori scientometrici relativi: cheltuieli interne brute pentru CDI (% din PIB); cercetători per un million populație; cota cercetătorilor în sectorul privat; cota cheltuielilor sectorului privat pentru CDI; cota lucrărilor executate de sectorul privat din volumul total. În baza datelor obținute a fost elaborate clasamentul sistemelor CDI și determinat locul Republicii Moldova prin prisma componentei de inovare în acest clasament. Pentru că sistemul CDI este un sistem instituționalizat la nivel de stat, în lucrare este prezintat cadrul normativ în vigoare ce reglementează activitatea științifică și de inovare, care, sperăm, va schimba situația pe termen mediu și lung
The gender dimension in research in the Republic of Moldova
Analiza diferențelor de gen și a problemelor legate de egalitatea de gen generează valoare adăugată în ceea ce privește excelența în cercetare, reproductibilitatea și creativitatea; aduce o înțelegere aprofundată a nevoilor, comportamentelor și atitudinilor tuturor oamenilor, sporind relevanța societală a cercetării și inovării. Integrarea dimensiunii de gen în activitățile de cercetare și inovare este, de asemenea, esențială pentru formarea adecvată a următoarelor generații de cercetători și inovatori.
Abordarea dimensiunii de gen este un punct important de luat în considerare în timpul dezvoltării unei propuneri de proiect de cercetare sau inovare. Tratatul de la Amsterdam din 1999 a pus bazele unei schimbări mai substanțiale în UE prin stabilirea egalității între bărbați și femei ca sarcină specifică a Comunității și ca obiectiv orizontal care afectează toate sarcinile comunitare. În urma Tratatului, promovarea egalității de gen a făcut parte din abordarea strategică a Comisiei Europene în domeniul cercetării și inovării.
Dimensiunea de gen duce la o viziune care depășește linia vizuală. Din faza de planificare până la implementare, autorii propunerilor ar trebui să ia în
considerare nevoile utilizatorilor finali sau diversele efecte pe care cercetarea le va avea asupra lor. Prin urmare, accentul ar trebui să se schimbe de la echilibrul de gen în echipele de cercetare (context) la analiza de gen în cercetare și inovare (conținut)
Business Process Reengineering of academic R&D organizations in the Republic of Moldova: opportunities and risks

Însă cu investiţii mari dar fără personal ştiinţific calificat investiţiile presupuse nu vor avea efectul aşteptat. Bibliometric Assessment of Research on Energy in the World, in the Eastern Europe and in the Republic of Moldova
Society is becoming increasingly dependent on energy. It is a stimulating factor for economic growth and technological change, but also the most significant limiting factor. The analysis of research trends on energy is of great importance because it provides a picture of the development directions of the future. The goal of the paper is to evaluate the performance and tendencies of researches on energy in the World, Eastern Europe region and in the Republic of Moldova. This goal is achieved by using bibliometric methods. Bibliometrics has become standard method for measuring the impact of research, which is accepted as a valid way of ranking scientific performance and tendencies. The novelty of the work consists in the wider geographical and chronological coverage of the study in comparison with similar studies, as well as that the analysis was carried out based on data extracted from two international and one national databases: Scopus Elsevier, Web of Science Core Collection and National Bibliometric Instrument. It was revealed that on global, regional and national levels the number of papers on energy increases quicker than the total number of publications. There is also a growth of the share of publications on energy from total number of documents on global, regional and national levels. The contribution of the Eastern Europe in the global information flow on energy increases slowly but stable. Lower speed of increase of the contribution of the Republic of Moldova in the regional (EE) information flow on energy is detected
Interdependence between science and socio-economic development. EU, CIS, Republic of Moldova
In this work the interdependence between the level of science development in a society and the level of socio-economic development is studied using scientometrics based on the information model of science. In this model the science is seen as a global information process and the analysis is based on Human Development Report and the Scopus database. The correlation values between Human Development Index and Science Development Index in EU countries, CSI members and Moldova, in special for countries without energy resources, denote that there is direct positive interdependence between science development and socio-economic development of a country, although it cannot be determined if HDI or SDI is the primary parameter. According to the results obtained the positive reverse connection “science development level – socio-economic development level - science development level” should be considered. Taking into consideration that the Republic of Moldova lacks any energy resources, it is very important for decision makers of the country to get wise to the causes and possible consequences of the insufficient funding of the science.In this work the interdependence between the level of science development in a society and the level of socio-economic development is studied using scientometrics based on the information model of science.
