Casati col, 2012).</p> <p> <b>Diagnosis.</b> Shell somewhat elongated, with width/length ratio of ~40%. Axial undulations relatively strong, almost forming sculpture. Peristome occupying ~30% of shell length, strongly deflected. Umbilicus opened, narrow.</p> <p> <b>Description.</b> Shell of about 20 mm. Color pure white to pale brown. Periostracum not preserved. Outline somewhat turriform to bulimuloid; width ~40% of length. Protoconch of 1.5 whorls, opaque, obese, suture wellmarked; sculptured by delicate, uniform, undulating striae (Figs. 23, 29); occupying ~5% of shell length and ~25% of shell width; border protoconch-teleoconch clear, slightly prosocline (angle ~10° with longitudinal axis) (Figs. 28, 31, 33). Spire of ~6 rounded whorls, tall, being wider in penultimate whorl; angle ~50° (Figs. 24–26, 29, 30– 33); suture well-marked. Sculpture uniform series of axial, narrow undulations, from suture to suture, ~ 60 in penultimate whorl; interspaces between undulations equivalent to their width. Body whorl equal (Figs. 30, 31) to ~5% narrower (Figs. 24, 26, 32, 33) than preceding whorl. Peristome deflected outwards, expanding ~10% width of preceding whorl; aperture orthocline (Figs. 25, 31, 33). Aperture elliptical, occupying ~30% of shell length and ~50% of width (Figs. 24, 30, 32); lacking teeth; outer lip rounded, with middle region slightly straight; inner lip highly concave, superior half almost straight, inferior half also almost straight and wide, as tube surrounding umbilicus; low, blunt columellar carina somewhat distinct (Fig. 25). Callus thin, planar, simple, narrowly attached to penultimate whorl (Figs. 24, 25, 30, 32). However, the resemblance of <i>R. gilbertus</i> with several species of this genus suggests the generic attribute. Another character suggestive of the genus is the striated protoconch (Figs. 23, 29). Only few of the <i>Rhinus</i> that have elongated shell; most has a more globose shape. The elongated-shaped <i>Rhinus</i> (Simone, 2006), <i>R. gilbertus</i> resembles <i>R. constrictus</i> (Pfeiffer, 1841), from NE Brazil, differing in being more slender (width/length ratio of ~40%, against ~62% of that species); it also resembles <i>R. evelinae</i> Leme, 1986, from São Paulo, and <i>R. obeliscus</i> Haas, 1936, from Santa Catarina. It differs in having a slightly more rounded outline, as that two species are still more elongated (ratio of both species ~35%), and two fewer whorls. <i>R. gilbertus</i> is the most elongated <i>Rhinus</i> from the NE Brazil, as elongated shape is more common in SE Brazilian species.     No presente trabalho foi realizado um levantamento bibliográfico sobre os critérios, fatores e ponderações envolvidos em processos de localização de aterros de resíduos sólidos. Com base nesse levantamento, foram identificados os principais elementos de avaliação envolvidos no contexto decisório em questão e estabelecida a importância relativa através de cada descritor em questão através de ponderação dos mesmos. Estes dados foram aplicados em um estudo de caso (em torno de Ribeirão Preto - SP) visando a seleção preliminar de áreas adequadas à disposição de resíduos sólidos utilizando-se o sistema de informações geográficas (SIG). Este estudo teve como objetivo principal discutir os dados obtidos. Para a seleção de áreas com viabilidade ambiental foram utilizados três diferentes métodos - lógica boleana, ponderação dos fatores e fuzzy - que resultaram na exclusão de 96,2% e 13,8%, respectivamente, da área estudada.Sanitary landfilling is the conventional method of disposing of municipal solid waste.     Selection of areas suitable for the disposal of sludge stations sewage treatment for agriculture

    Overcrowding in urban centers has spawned many impacts on the environment, highlighting the waste generated by their activities. To properly allocate these wastes, technologies are developed such as those involved in sewage treatment. However, this form of treatment also generates waste, which must be treated and disposed of properly. The sludge is a byproduct of sewage treatment and has few alternatives available, among which, the agricultural disposition for purposes of soil conditioning or recovery of degraded areas. The soil, however, must have received the favorable characteristics of this type of material so as not to create conditions for growth of bacteria is not eliminated in the sludge treatment and prevent contamination of groundwater and surface water. Thus, this study aimed to classify areas as to the suitability of the application of sludge sewage treatment station of Goiania, a radius of 46 km from that station, using the geographic information system. To achieve this goal, we proceeded to the identification of areas considered unsuitable to receive the sludge by CONAMA Resolution 375/2006 of MMA. Then, the areas that had no restrictions were analyzed for ability to use the land for sludge application from the characteristics of the following environmental factors: hydromorphism, fertility, texture, depth, drainage and stoniness of the soil, topography and beyond susceptibility to soil erosion. Studies for the radii of 46 and 20 km by the restrictions set by the resolution showed that the total area of study 25.5 and 43%, respectively, are unsuitable for sludge application, attending many of the weaknesses of the environmental field as observed for the hydromorphism factor and soil drainage. Since environmental factors texture, stoniness and depth restrictions were preventing the release of silt in some areas, while the fertility of the soil proved ideal for this purpose. Considering all the environmental factors, the area shows unfitness to sludge application on the order of 14.5% of the land to the radius of 46 km and 8.3% for the radius of 20 km, which added to the regulatory restriction excludes 40% and 51%, respectively, for this type of use. The areas suitable for agricultural sludge disposal account for 51.3% of total area, with 8.7% of the land with strong environmental restrictions on the radius of 46 km, while for the 20 km radius of these values are 45 and 3 7%, respectively. The best areas for sludge application in both areas - 20 km and 46 - are located in the northern study area.A aglomeração humana em centros urbanos tem gerado muitos impactos ao meio ambiente, destacando-se os resíduos produzidos por suas atividades. Para destinar corretamente estes resíduos, tecnologias são desenvolvidas como as envolvidas no tratamento dos esgotos. Entretanto, esta forma de tratamento também gera resíduos, os quais devem ser tratados e dispostos adequadamente. O lodo é um dos subprodutos do tratamento do esgoto doméstico e possui algumas alternativas de disposição, dentre as quais, a disposição agrícola com fins de condicionamento do solo ou mesmo recuperação de áreas degradas. O solo, contudo, deve ter características favoráveis ao recebimento deste tipo de material, de modo a não criar condições para proliferação de bactérias não eliminadas no tratamento do lodo e evitar a contaminação das águas subterrâneas e superficiais. Deste modo, este trabalho teve como objetivo classificar áreas quanto à aptidão a aplicação do lodo da Estação de Tratamento de Esgoto de Goiânia, num raio de 46 km e 20 km a partir da referida Estação, utilizando o sistema de informações geográficas. Para atingir este objetivo, procedeu-se à identificação das áreas consideradas inaptas ao recebimento do lodo pela Resolução CONAMA 375/2006 do MMA. Em seguida, as áreas que não apresentaram restrições foram submetidas à análise da capacidade de uso do solo para aplicação do lodo a partir das características dos seguintes fatores ambientais: hidromorfismo, fertilidade, textura, profundidade, drenagem e pedregosidade do solo, além do relevo e da suscetibilidade dos solos à erosão. Os estudos para os raios de 46 e 20 km pelas restrições estabelecidas pela resolução demonstraram que da área total de estudo 25,5 e 43%, respectivamente, são inaptas à aplicação do lodo, atendendo muitas das fragilidades ambientais do terreno como o observado para os fatores hidromorfismo e drenagem do solo. Já os fatores ambientais textura, pedregosidade e profundidade apresentaram restrições que impedem o lançamento do lodo em algumas áreas, enquanto a fertilidade do solo mostrou-se ideal para esta finalidade. Considerando todos os fatores ambientais, a área apresenta inaptidão à aplicação do lodo na ordem de 14,5% das terras para o raio de 46 km e 8,3% para o raio de 20 km, que somadas à restrição normativas, exclui 40% e 51%, respectivamente, para este tipo de uso. As áreas aptas à disposição agrícola do lodo respondem por 51,3% da área total, estando 8,7% das terras com fortes restrições ambientais considerando o raio de 46 km, enquanto para o raio de 20 km esses valores são de 45 e 3,7%, respectivamente. As melhores áreas para aplicação do lodo, em ambas as áreas - 46 e 20 km - estão localizadas na região norte da área de estudo

    Analysis of existing routes technology for solid waste in the municipality of Cidade Ocidental/GO

    O tratamento e a disposição final adequada dos resíduos sólidos urbanos (RSU) têm gerado preocupação e sido tema de intensos debates, principalmente, após a Lei nº. 12.305 de 2 de agosto de 2010 que instituiu a Política Nacional dos Resíduos Sólidos – PNRS (BRASIL, 2010a). Esta Lei estabeleceu que os municípios teriam até quatro anos para dar uma disposição final ambientalmente correta aos seus rejeitos, a partir da sua publicação. Entretanto, em Goiás, apenas quatorze dos 246 municípios do estado possuem atualmente um aterro sanitário licenciado pela Secretaria do Meio Ambiente e dos Recursos Hídricos do Estado de Goiás (SEMARH/GO). Pensando nisso, buscou-se um município do estado que possuísse um sistema de destinação de seus RSU que visasse minimizar os impactos ao meio ambiente. Escolheu-se Cidade Ocidental/GO, um município que faz parte da Região Integrada de Desenvolvimento do Distrito Federal e Entorno (RIDE/DF), e que possui duas rotas tecnológicas distintas para destinação de seus resíduos sólidos: na primeira rota, parte desses resíduos são coletados seletivamente e encaminhados à uma central de triagem denominada Associação dos Trabalhadores em Reciclagem e Reaproveitamento de Lixo (ASLURB) e; na segunda rota, o restante dos resíduos é coletado convencionalmente e enviado para o aterro sanitário, que é operado por uma empresa privada, sendo que esse recebe não só os RSU de Cidade Ocidental mas também os de Valparaíso de Goiás/GO - município vizinho à cidade em estudo - formando assim um sistema inédito em Goiás de aterro sanitário compartilhado. Este sistema está de acordo com a PNRS, que sugere a formação de consórcios/compartilhamento entre entes federados, assim como o governo irá priorizar recursos para os municípios que buscarem se unir para dar uma destinação aos seus RSU. Objetivou-se neste estudo avaliar os aspectos técnico-econômicos e socioambientais das rotas tecnológicas existentes para os RSU do município de Cidade Ocidental. Para isso, realizou-se uma pesquisa documental por meio de coleta de dados secundários e também levantamento de dados primários acerca das rotas tecnológicas dos RSU da cidade em estudo. A primeira rota, da coleta seletiva-central de triagem não é compartilhada, pois abrange somente o município de Cidade Ocidental, em torno de 33.550 habitantes atendidos. O custo atual para a manutenção desse sistema é de R375,58portoneladacoletada.Jaˊasegundarota,dacoletaconvencionalaterrosanitaˊrioeˊcompartilhada,atendendotambeˊmValparaıˊsodeGoiaˊs,comcercade190.000habitantescontemplados.Paracoletardeformaconvencionaledispornoaterrosanitaˊrio,aconcessionaˊria,queformacomaprefeituradeCidadeOcidentalumaparceriapuˊblicoprivada,cobradosmunicıˊpiosR 375,58 por tonelada coletada. Para coletar de forma convencional e dispor no aterro sanitário, a concessionária, que forma com a prefeitura de Cidade Ocidental uma parceria público-privada, cobra dos municípios R 156,55 por tonelada. A rota da coleta seletiva-central de triagem possui alguns problemas, que se forem corrigidos, pode servir de modelo para os demais municípios do estado. E a segunda rota, da coleta convencional-aterro sanitário, possui problemas na parceria público-privada, pois o aterro sanitário não está com a infraestrutura e operação nas condições ideais, além de estar com a licença de operação vencida. Contudo, se as inadequações forem corrigidas, o aterro sanitário compartilhado é uma alternativa viável para os municípios do estado de Goiás.The treatment and final disposal of solid waste (MSW) have raised concern and been the subject of intense debate, especially after the Law nº 12.305 of 2 August of 2010 which established the National Policy of Solid Waste (BRASIL, 2010a) . This Law established that municipalities would have up to four years to give a final environmentally correct their waste, from its publication layout. However, in Goiás, only fourteen of the 246 municipalities in the state currently have a landfill licensed by the Department of the Environment and Water Resources, of Goiás State (DEWR/GO). Thinking about it, aimed a municipality in the state who possessed a system of allocation of their MSW that targets minimizing impacts to the environment. picked up Cidade Ocidental/GO, a municipality that is part of the Integrated Development Region of the Distrito Federal and Surrounding Areas (IDRSA/DF), which has two different technological routes for disposal of solid waste: the first route, part of that waste is collected selectively and sent to a central screening called Association of Workers in Recycling and Reuse of Waste (AWRRW) and; in the second route, the remaining waste is conventionally collected and sent to landfill, which is operated by a private company, with that receives not only MSW Cidade Ocidental but also of Valparaíso de Goiás/GO - neighboring municipality to the city in study - thus forming a unique system in Goiás landfill shared. This system complies with the PNRS, which suggests the formation of consortia/sharing between cities, as well as the government will prioritize resources to municipalities that seek to unite to give a destination to their MSW. The objective of this study was to evaluate the technical, economic and environmental aspects existing of technological routes MSW municipality of Cidade Ocidental. For this, we carried out desk research by collecting secondary data and primary data collection also about technological routes of MSW city in study. The first route, the selective collecting-sorting central is not shared, because covers only the municipality of Cidade Ocidental, around 33.550 people attended.     Codisposition of septic sludge in landfill the trench type

    Given the problematic situation of basic sanitation in Brazil, where many regions are not served by sewage systems, one of the alternatives of the municipalities is to use Individual and Household Sewage Disposal (SITDE), attached as an option for the disposal of domestic sewage. The Residue of Fossa and Septic Tank (RFTS), generated in SITDE is intended, for the most part Sewage Treatment Station (ETE). However, not all municipalities have ETE and due to high load of pollutants and pathogenic organisms in RFTS, there must be an alternative to its proper destination in order to ensure the quality of the environment and preserve public health. Therefore, this study aimed to evaluation of codisposição of RFTS impacts with Urban Solid Waste (RSU) in landfills trench type. For this, four experimental cells were built in the open in the area of the landfill in the city of Goiânia, to receive the following sludge percentage: 0%, 2%, 5% and 9%. Based on the individual volume of the trenches (5 m3), set up an array of 40 kg/day of RSU in each trench, three times a week for five months, from April to August 2013. After the release of RSU in the trenches, they were compressed manually, RFTS codisposto on waste and later it was used to cover the ground. The RFTS used in the study was characterized according to the parameters pH, Biochemical Oxygen Demand (DBO), Chemical Oxygen Demand (DQO), total solids, fixed total solids, total volatile solids, total suspended solids, fixed suspended solids, volatile suspended solids, sedimented solids, turbidity, ammonia nitrogen and total phosphorus. The results showed that the moisture content of RSU grounded to a depth meter increased with the incubation time, and the volatile solids remained constant. In quantitative terms, the sludge codisposition in different percentages did not affect the volume of leachate generated. As to the quality of the leachate, there was an increase in total solids concentrations for the parameters, COD, BOD and ammonia nitrogen in the trenches receiving cavity residues and septic tank, in particular at concentrations of 5 and 9%. The presence of total coliforms and Escherichia coli was stabilized in very close values with the passage of time in all trenches do not indicate a long-term impact. For pH, who always remained in the alkaline range, the addition of the sludge did not result in changes considered significant. It is recommended to carry out further studies adopting other levels of pit residue concentrations and septic tank trench in landfills.Perante a situação problemática do saneamento básico no Brasil, em que diversas regiões não são atendidas por redes coletoras de esgoto, uma das alternativas dos municípios é a utilização de Sistemas Individuais de Tratamento e Disposição de Esgoto Doméstico (SITDE), que figura como uma opção para a disposição do esgoto doméstico. O Resíduo de Fossa e Tanque Séptico (RFTS) gerado nos SITDE é destinado, na maioria das vezes, para Estações de Tratamento de Esgoto (ETE). Entretanto, nem todos os municípios brasileiros possuem ETE e, devido à elevada carga de poluentes e organismos patogênicos presentes nos RFTS, é preciso que haja uma alternativa para sua destinação adequada com o intuito de garantir a qualidade do meio ambiente e preservar a sáude pública. Diante disso, neste trabalho objetivou-se a avaliação dos impactos da codisposição dos RFTS com os Resíduos Sólidos Urbanos (RSU) em aterros sanitários tipo trincheira. Para tanto, foram construídas quatro células experimentais a céu aberto ná área do aterro sanitário do município de Goiânia, para receberem, os seguintes percentuais de lodo: 0%, 2%, 5% e 9%. Com base no volume individual das trincheiras (5 m3), definiu-se uma disposição de 40 kg/dia de RSU em cada trincheira, três vezes por semana, durante cinco meses, de abril a agosto de 2013. Após os lançamentos dos RSU nas trincheiras, os mesmos eram compactados manualmente, o RFTS codisposto sobre os resíduos e, posteriormente, utilizava-se o solo para cobertura. O RFTS utilizado no estudo foi caracterizado segundo os parâmetros pH, Demanda Bioquímica de Oxigênio (DBO), Demanda Química de Oxigênio (DQO), sólidos totais, sólidos totais fixos, sólidos totais voláteis, sólidos suspensos total, sólidos suspensos fixos, sólidos suspensos voláteis, sólidos sedimentáveis, turbidez, nitrogênio amoniacal e fósforo total. Os resultados obtidos demostraram que o teor de umidade dos RSU aterrados a um metro de profundidade aumentou com o tempo de incubação, e que os sólidos voláteis permaneceram constantes. Em termos quantitativos, a codisposição do lodo em diferentes percentuais não interferiu no volume do lixiviado gerado. Quanto à qualidade do lixiviado, observou-se aumento das concentrações para os parâmetros sólidos totais, DQO, DBO e nitrogênio amoniacal nas trincheiras que receberam os resíduos de fossa e tanque séptico, em especial nas concentrações de 5 e 9%. A presença de coliformes totais e Escherichia coli foi estabilizada em valores bastante próximos com o decorrer do tempo, em todas as trincheiras, não indicando um impacto em longo prazo. Para o pH, que permaneceu sempre na faixa alcalina, a adição do lodo não implicou em alterações consideradas significativas. Recomenda-se a realização de outros estudos adotando outros níveis de concentrações de resíduo de fossa e tanque séptico para trincheiras em aterros sanitários

    O processo acelerado, e sem planejamento, da urbanização das cidades brasileiras, não acompanhado pela infraestrutura de saneamento necessária, somado ao descaso a que a gestão do manejo e tratamento dos resíduos sólidos urbanos (RSU) foi relegada no Brasil, contribuiu para que, em 2013, 28,83 milhões de toneladas desses resíduos fossem descartadas em lixões, por todo o país (ABRELPE, 2013). Em Goiás, a realidade segue a mesma regra e apenas 16, dos seus 246 municípios, dispõem, regularmente, os seus RSU em 15 aterros devidamente licenciados (SEMARH, 2014b). Iniciativas de solução pontual, com a execução de aterros controlados, foram adotadas em Goiás, resultando em lixões, com o decorrer do tempo, por incapacidade gerencial do município que, 36 anos após a Constituição Federal, de 1988, tê-lo elevado à condição de ente federado, ainda se mantem dependente de recursos técnicos e financeiros dos estados e da União. A descentralização do poder público, que lhe deu a competência sobre os serviços relativos aos RSU, dentre outros, o encontrou, de maneira geral, sem a experiência e estrutura necessárias para desempenhá-la (ABRUCIO E COUTO, 1996). A transferência dos recursos financeiros não aconteceu na mesma proporção das responsabilidades, o que explica sua incapacidade de gerir esses resíduos, por si só. Embora os RSU não representem os resíduos de maior volume ou impacto ambiental, são com eles que a população urbana, de maneira geral, tem maior proximidade, e por isso são considerados, neste estudo, como os resíduos sólidos que, mais direta e rotineiramente, afetam o cotidiano da cidade e a qualidade de vida de sua população, o que demonstra a importância de uma política que os discipline. A solução definitiva, para o país, está configurada pela União, com a estruturação do suporte legal e a definição das políticas nacionais, de saneamento e de resíduos sólidos, Lei nº 11.445/2007 e Lei nº 12.305/2010, respectivamente. A legislação estabelece as responsabilidades dos entes federados na implementação dessas políticas em seus territórios e evidencia o município como agente principal dessa tarefa. Ao estado determina papel de menor relevância, de impacto indireto, responsabilizando-o por ações de integração do planejamento dos municípios, nas questões de interesse comum, principalmente nas regiões metropolitanas, e o apoio à formação dos consórcios municipais, que devem favorecer escala e redução dos custos. Esta pesquisa objetivou contribuir para a atuação do estado de Goiás na gestão dos RSU e, para tanto, reuniu todas as exigências legais, imputadas ao estado pelas Leis nº 11.445/2007 e nº 12.305/2010, naquilo que em seus textos se referem aos RSU, e analisou-as sob as perspectivas do panorama dos RSU no Brasil e em Goiás e da dinâmica de atuação desse estado nas questões relacionadas a esses resíduos, nos últimos 10 anos, pesquisada nos documentos disponíveis e por meio de entrevistas específicas. Este estudo buscou também conhecer, na bibliografia existente, experiências de políticas públicas bem sucedidas na organização dos RSU, na União Europeia e, em especial, em Portugal, nos estados brasileiros de Minas Gerais, Rio de Janeiro e Santa Catarina, contrapondo-as com as exigências legais levantadas, numa matriz que possibilitou verificar a aplicabilidade de cada uma das experiências para o cumprimento das referidas exigências. Esta pesquisa concluiu que o planejamento municipal isolado ou de um conjunto de municípios se restringe aos limites do seu território, enquanto a dinâmica dos RSU se dá para além de suas fronteiras. Concluiu também que é imprescindível a integração desses planos fragmentados nas unidades municipais, sob a perspectiva da totalidade do território estadual e que o território goiano carece de liderança no processo de implementação da Política Nacional de Saneamento e da Política Nacional dos Resíduos Sólidos. Por fim, esta pesquisa propôs ao estado de Goiás quatro vertentes de atuação – política, estrutural, socioeconômica e de controle-, que abrangem o cumprimento de todas as exigências imputadas a ele pelas políticas nacionais de saneamento e de resíduos sólidos e que, se acatadas, podem ser incorporadas ao planejamento dos RSU e contribuírem para a adequada gestão desses resíduos no território goiano.The accelerated process, and without planning, of urbanization in Brazilian cities, not accompanied by the necessary sanitation infrastructure, coupled with the neglect that the management and treatment of municipal solid waste (MSW) was relegated in Brazil, contributed to that, 2013, 28,83 million tons of this waste were discarded in landfills throughout the country (ABRELPE, 2013). In Goiás, the reality follows the same rule and only 16, of its 246 municipalities, have regularly their MSW in 15 properly licensed landfills (SEMARH, 2014b). Timely resolution initiatives, with the implementation of controlled landfills, were adopted in Goiás, resulting in garbage dumps, with the passage of time, by county managerial incapacity that, 36 years after the Federal Constitution of 1988, have it raised to the condition of federal entity, still keeps dependent on technical and financial resources of the states and the Union. The decentralization of the government, which gave him the authority over services related to MSW, among others, found, in general, without the experience and structure required to perform it (ABRUCIO AND COUTO, 1996). The transfer of financial resources did not happen in the same proportion of responsibilities, which explains its inability to manage the waste by itself. Although the MSW not constitute the greatest volume among the solid wastes or greater environmental impact with them is that the urban population in general, have greater proximity, and therefore they are considered in this study, such as the solid waste that, routinely and more directly, affect the life of the city and the quality of life of its population, which demonstrates the importance of a policy that discipline them. The ultimate solution to the country, is set by the Union, with the structure of the legal framework and the definition of national policies, sanitation and solid waste, Law No. 11,445 / 2007 and Law No. 12,305 / 2010, respectively. The legislation establishes the responsibilities of federal agencies in the implementation of these policies in their territories, and shows the city as the main agent for that purpose. The state determines minor role relevance of indirect impact, giving him the responsibility of planning the integration actions of municipalities on issues of common interest, especially in metropolitan areas and support for the training of municipal consortia should favor scale and reduce costs. This study aimed to contribute to the work of the state of Goiás in MSW and, therefore, met all legal requirements, charged against the state by law 11.445/2007 and 12.305/2010, what in its writings refer to MSW and analyzed them from the perspectives of the panorama of MSW in Brazil and Goiás and that state action dynamics in matters related to such waste, in the last 10 years, researched the available documents and specific interviews. This study also intended to know, in the existing literature, policy successful experiences in the organization of MSW, in the European Union and, in particular, in Portugal, in the Brazilian states of Minas Gerais, Rio de Janeiro and Santa Catarina, contrasting them with legal requirements raised in a matrix that enabled us to verify the applicability of each experiment for compliance with those requirements. This research concluded that the municipal planning or a group of municipalities planning are restricted to the limits of its territory, while the dynamics of MSW takes place beyond its borders. It also concluded that it is essential to integrate these fragmented plans of municipal units, from the perspective of the entire state territory to which it belongs and the state of Goiás lacks leadership in the implementation process of the National Sanitation Policy and Solid Waste National Policy. Finally, this research proposed to the state of Goiás four strands of activity - political, structural, socioeconomic and control - which cover compliance with all the requirements allocated to it by the national sanitation policies and solid waste which if it is accepted, can be incorporated into the planning of MSW and contribute to the proper management of this kind of waste in Goiás

    Implementation evaluation of the national solid waste policy in goianos municipalities

    The implementation evaluation of public policies aims to understand the paths taken, the obtained results, and subsidizes the decision making related to the adjustment, maintenance or exclusion of actions employed in support objectives predefined. This research had as its central objective the implementation process evaluation, taking as object of study the National Solid Waste Policy (NSWP). As specific objectives, it was proposed to (i) verify in the municipalities what and how the activities were or are being developed, (ii) identify factors that facilitate and impede the implementation of NSWP in the cities surveyed, and (iii) identify, in light of the NSWP objectives, the level of implementation of this policy in the studied municipalities. The methodology used was exploratory and descriptive, with mixed design, using multiple cases referring to the following goianos municipalities (Goiânia, Aparecida de Goiânia, Senador Canedo and Mossâmedes), and interviews were conducted together with those responsible for NSWP in each city. The level of implementation of NSWP policies were classified as: implemented, partially implemented, planned and not implemented. It could be concluded that the implementation of NSWP is on progresses in a big part of the cities surveyed, and it could also be seen that the population level of the municipalities were not representative to define the level of a consistent implementation. It was verified two extremes related to the implementation, Goiânia (the most populous) and Mossâmedes (the less populous). While an intermediate-sized municipality remains "in planning". Although the shortage of resource for implementation has been recurrent among all municipalities surveyed, and was considered as a factor that restricts the implementation actions. It was evidenced that the lack of money is not the only problem, but rather, the lack of will and prioritization of public management for actions aimed to the environmental preservation and integrated solid waste management.A avaliação de implementação de políticas públicas colabora para compreender os caminhos trilhados, os resultados obtidos, e subsidia a tomada decisão relacionada ao ajuste, à manutenção ou à exclusão de ações empregadas em prol dos objetivos definidos. Esta pesquisa teve como objetivo central avaliar o processo de implementação, tomando como objeto de estudo a Política Nacional de Resíduos Sólidos (PNRS). Como objetivos específicos propôs-se a (i) verificar junto aos municípios quais e como as atividades foram, ou estão sendo desenvolvidas, (ii) identificar fatores facilitadores e dificultadores da implementação da PNRS nos municípios pesquisados, e (iii) identificar, à luz dos objetivos da PNRS, o nível de implementação desta política nos municípios estudados. A metodologia empregada foi exploratória e descritiva, com o desenho misto, valendo-se de casos múltiplos referentes a municípios goianos (Goiânia, Aparecida de Goiânia, Senador Canedo e Mossâmedes), e realizando entrevistas com os responsáveis pela PNRS em cada urbe. O grau de implementação da referida política foi classificado em: implementado, parcialmente implementado, em planejamento e não implementado. Conclui-se que a implementação avança na maioria dos municípios pesquisados, e também que o nível populacional do município não é representativo para definir o nível de implementação, uma vez os dois extremos, Goiânia (mais populoso) e Mossâmedes (menos populoso), avançaram com a implementação, enquanto um município de porte intermediário permanece “em planejamento”. Embora a escassez de recurso para implementação tenha sido recorrente entre todos os municípios pesquisados, como fator que restringe as ações de implementação, evidenciou-se que a falta de dinheiro não é o problema, mas antes, a falta de vontade e priorização da gestão pública para as ações voltadas à preservação ambiental e de gestão integrada dos resíduos sólidos

    Management of Health Services Waste of the Groups "A", "B" and "E" in the State of Goiás

    The growing generation of Health Services Waste is made by one of the great environmental preoccupations of the humanity. After the promulgation of the law 12305 in the August 02 of 2010 that established the National Politics of the Solid Residues, the theme solid residues gained distinction in national level. Health Services Waste, for definition, is the resultant residue of activities of unities of health that, for his characteristics, need processes differentiated in the handling, demanding or prior non-treatment for the final arrangement. The diagnosis of the current situation of the Health Services Waste attests with the preparation of policies that attend the demand of recuperation, treatment and final arrangement of these residues. The unsuitable handling of the Health Services Waste can be the cause of situations of risk, what in the alert on the necessity of the management being diagnosed in Goiás. In this way, in visit to establishments of health (pharmacy, odontologic clinic, veterinary clinic, basic unity of health and general hospital) in 6 local authorities from Goiás (Piranhas, Rubiataba, Santa Helena de Goiás, Goianésia, Luziânia and Goiânia), representing different population belts, it happened quantitativamente and qualitatively the Health Services Waste of the groups A, B and E produced in Goiás. In each establishment, the Health Services Waste were segregated and weighed. The hospitals, bigger creators of Health Services Waste, produce, on average, 1,76 Kg of Health Services Waste for bed occupied one service day. In Brazil, these values vary from 1,2 to 3,5 kg/bed.day. Regarding final destination, the incineration is the technology chosen by 76 % of the local authorities from Goiás for the destination of the RSS produced in public establishments of health. Meantime, the most viable alternative for the destination of the Health Services Waste, considering the reality from Goiás, is at disposal of the RSS of the groups A and E together with the municipal solid waste in joined sanitary landfills. For the destination of the Health Services Waste of group B, the most viable alternative is the incineration.A crescente geração de resíduos sólidos urbanos (RSU) se torna uma das grandes preocupações ambientais da humanidade. Após a promulgação da lei 12305 de 02 de agosto de 2010 que instituiu a Política Nacional dos Resíduos Sólidos, a temática resíduos sólidos ganhou destaque em nível nacional. Resíduo de serviço de saúde ou RSS, por definição, é o resíduo resultante de atividades de unidades de saúde que, por suas características, necessitam de processos diferenciados no manejo, exigindo ou não-tratamento prévio para a disposição final. O diagnóstico da atual situação dos RSS atesta com a elaboração de políticas que atendam a demanda de recuperação, tratamento e disposição final destes resíduos. O manejo inadequado dos RSS pode ser a causa de situações de risco, o que nos alerta sobre a necessidade de se diagnosticar a gestão e gerenciamento em Goiás. Desta forma, em visita a estabelecimentos de saúde (farmácia, clínica odontológica, clínica veterinária, unidade básica de saúde e hospital geral) em 6 municípios goianos (Piranhas, Rubiataba, Santa Helena de Goiás, Goianésia, Luziânia e Goiânia), representando diferentes faixas populacionais, verificou-se quantitativamente e qualitativamente os RSS dos grupos A, B e E gerados em Goiás. Em cada estabelecimento, os RSS foram segregados e pesados. Os hospitais, maiores geradores de RSS, produzem, em média,1,76 Kg de RSS por leito ocupado em um dia de atendimento. No Brasil, estes valores variam de 1,2 a 3,5 kg/leito.dia. Em relação a destinação final, a incineração é a tecnologia escolhida por 76% dos municípios goianos para a destinação dos RSS gerados em estabelecimentos públicos de saúde. Entretanto, a alternativa mais viável para a destinação dos RSS, considerando a realidade goiana, é a disposição dos RSS dos grupos A e E em conjunto com os RSU em aterros sanitários consorciados.
