    The author presents a partially critical commentary on the Constitutional Tribunal’s judgment of October 18, 2023 (case SK 23/19), in which the Tribunal held that regulations leading to differentiation in real estate tax rates depending on whether a garage is located within a residential building or is a separate structure, are inconsistent with the Constitution of the Republic of Poland. The commented judgment could have represented a significant step toward rectifying the real estate taxation system, were it not for constitutional doubts of a strictly fundamental nature, ranging from the admissibility of the complaint itself to formal and procedural objections concerning the composition of the adjudicating panel

    How fertility and union stability interact in shaping new family patterns in Italy and Spain

    In this paper we investigate the interrelationships between fertility decisions and union dissolution in Italy and Spain. We argue that there might exist a spurious relationship between these two life trajectories. The analysis is based on the 1996 Fertility and Family Survey data for Italy and Spain. Results show that there is a spurious relationship between fertility and union dissolution in Italy but not in Spain. Nevertheless, in both countries, there is an evident direct effect of each process on the other: union dissolution decreases the risk of further childbearing, while childbirths decrease the risk of union dissolution.fertility, Italy, Spain, union dissolution

    The Impact of the Institutions on Regional Unemployment Disparities

    The main aim of this paper is to study European regional disparities in unemployment, considering regional productive structures and some regional institutional variables. It is widely known that one most important stylized facts concerning the EU consists in regional disparities among regions. Such differences relate to both income per capita and the labour market, the latter generally measured in terms of unemployment rates. In a recent paper (Amendola, Caroleo Coppola, 2004) we have analyzed the economic structure of the EU’s regions using proxies for the productive structure and the labour market. In this paper we estimate a panel data model where the dependent variable is the regional unemployment rate and the independent variables relate to the productive structure and some regional institutional aspects. The results confirm that institutional variables, such as the centralization of wage bargaining, the decentralization of public expenditure and the level of bureaucracy, have important impactson unemployment rates.Unemployment, Regional Disparities, Institutions, Multivariate Analysis, Panel data

    Impact of the COVID-19 outbreak on the profession and psychological wellbeing of radiologists: a nationwide online survey

    Background: The COVID-19 outbreak has played havoc within healthcare systems, with radiology sharing a substantial burden. Our purpose is to report findings from a survey on the crisis impact among members of the Italian Society of Medical and Interventional Radiology (SIRM). Methods: All members were invited to a 42-question online survey about the impact of the COVID-19 outbreak on personal and family life, professional activity, socioeconomic and psychological condition. Participants were classified based on working in the most severely affected Italian regions (“hot regions”) or elsewhere. Results: A total of 2150 radiologists joined the survey. More than 60% of respondents estimated a workload reduction greater than 50%, with a higher prevalence among private workers in hot regions (72.7% vs 66.5% elsewhere, p = 0.1010). Most respondents were concerned that the COVID-19 outbreak could impact the management of non-COVID-19 patients and expected a work overload after the crisis. More than 40% were moderately or severely worried that their professional activity could be damaged, and most residents believed that their training had been affected. More than 50% of respondents had increased emotional stress at work, including moderate or severe symptoms due to sleep disturbances, feeling like living in slow motion and having negative thoughts, those latter being more likely in single-living respondents from hot regions [log OR 0.7108 (CI95% 0.3445 ÷ 1.0770), p = 0.0001]. Conclusions: The COVID-19 outbreak has had a sensible impact on the working and personal life of SIRM members, with more specific criticalities in hot regions. Our findings could aid preserving the radiologists’ wellbeing after the crisis

    Crystallographic Characterization of a CeO2 Protective Layer Deposited on a Ni–Cr Anode for Molten Carbonate Fuel Cell

    Abstract: A Ni–Cr anode, dip coated with Ce oxide for increasing the resistance to sulfur poisoning of high-temperature molten carbonate fuel cell, has been investigated by neutron diffraction. Crystallographic characterization of the phases present in this anode has been obtained by Rietveld refinement. In the substrate Ni–Cr is detected, with (Formula presented.) structure and weight volume fraction of 68.50(46) wt %. Additionally, due to oxidation during coating also NiO is present (space group (Formula presented.)), with weight volume fraction of 25.28(18) wt %. The thin protective layer consists of nanostructured CeO2 ((Formula presented.)), with an estimated massive volume fraction of 6.3(5) wt %. These results support the effectiveness of the adopted CeO2 deposition procedure and show the usefulness of neutron diffraction also for investigating thin protective layers

    Use of CT and artificial intelligence in suspected or COVID-19 positive patients: statement of the Italian Society of Medical and Interventional Radiology

    The COVID-19 pandemic started in Italy in February 2020 with an exponential growth that has exceeded the number of cases reported in China. Italian radiology departments found themselves at the forefront in the management of suspected and positive COVID cases, both in diagnosis, in estimating the severity of the disease and in follow-up. In this context SIRM recommends chest X-ray as first-line imaging tool, CT as additional tool that shows typical features of COVID pneumonia, and ultrasound of the lungs as monitoring tool. SIRM recommends, as high priority, to ensure appropriate sanitation procedures on the scan equipment after detecting any suspected or positive COVID-19 patients. In this emergency situation, several expectations have been raised by the scientific community about the role that artificial intelligence can have in improving the diagnosis and treatment of coronavirus infection, and SIRM wishes to deliver clear statements to the radiological community, on the usefulness of artificial intelligence as a radiological decision support system in COVID-19 positive patients. (1) SIRM supports the research on the use of artificial intelligence as a predictive and prognostic decision support system, especially in hospitalized patients and those admitted to intensive care, and welcomes single center of multicenter studies for a clinical validation of the test. (2) SIRM does not support the use of CT with artificial intelligence for screening or as first-line test to diagnose COVID-19. (3) Chest CT with artificial intelligence cannot replace molecular diagnosis tests with nose-pharyngeal swab (rRT-PCR) in suspected for COVID-19 patients
