    Market and Non-Market Mechanisms for the Optimal Allocation of Scarce Resources

    Both market (e.g. auctions) and non-market mechanisms (e.g. lotteries and priority lists) are used to allocate a large amount of scarce public resources that produce large private benefits and small consumption externalities. I study a model in which the use of both market and non-market mechanisms can be rationalized. Agents are risk neutral and heterogeneous in terms of their monetary value for a good and their opportunity cost of money, which are both private information. The designer wants to allocate a set of identical goods to the agents with the highest values. To achieve her goal, she can screen agents on the basis of their observable characteristics, and on the basis of information on their willingness to pay that she can extract using market mechanisms. In contrast to models where willingness to pay and value coincide, a first best cannot be achieved. My main result is that both market and non-market mechanisms, or hybrid mechanisms, can be optimal depending on the prior information available to the designer. In particular, non-market mechanisms may be optimal if the value is positively correlated with the opportunity cost of money.

    Erythropoietin (Ep) levels were evaluated in serum of neonate, weanling, or adult rats subjected to 1) sham operation, nephrectomy, and/or subtotal hepatectomy and 2) a standard bout of hypoxia (0.45 atm air/6 h, starting 1 h after the operation). Ep activity was quantitated by means of strictly controlled assays in exhypoxic polycythemic mice. The sum of Ep titers in the serum of nephrectomized or hepatectomized rats was compared to Ep levels in sham-operated animals of corresponding age levels, with the exception of 1-wk-old rats: it is relevance that no significant difference is apparent between these Ep production curves. Thus, evidence is presented indicating for the first time that Ep derives from two functionally distinct and additive sources, i.e., the kidney and the liver. Liver Ep, although prevalent in neonatal animals, is obscured in the weanling adult rat by both gradual initiation of massive renal Ep production and progressive decrease of hepatic Ep activity. </jats:p

    MicroRNAs in diseases and drug response

    MicroRNAs (miRNAs) are short non-coding RNAs involved in post-transcriptional regulation of gene expression. Since the discovery of the first miRNA gene lin-4 in C. elegans, over 500 miRNAs have been identified in humans and the list is growing. Their biological importance, initially demonstrated in cancer, was also more recently discovered in many other pathologies like Alzheimer's disease, Parkinson's disease, viral infections, diabetes, and myopathies. In the present review we will summarize miRNA profiling studies in human diseases and discuss the newly discovered link between microRNAs and drug response. An understanding of how microRNAs influence the body's response to certain drugs and how these affect the expression of microRNAs, will be of key importance in developing drugs with greater safety and efficacy
