Multicriteria Strategic Environmental Assessment: a multimetodological approach
The aim is to discuss and propose a Decision Aid Methodology for Strategic Environmental Assessment, seen as a promoter of the integration of sustainability issues on local land use plans.
Due to the complexity of this decision-making process and the diversity of questions that emerge (particularly the difficulties in the design of intervention strategies taking into account the different areas of concern and the values of the different actors involved), it appears not to be possible to find all the answers in the framework of a single methodology. A combination of methodologies is recommended, coming into the trans- disciplinary conceptual field of “Multimethodologies”. The proposal is the combination of the Strategic Environmental Assessment Methodology with the Multicriteria Decision Aid Methodology, and to develop a Multicriteria Strategic Environmental Assessment Methodology
O problema da estética no moderno direito do urbanismo em Portugal: um caso de fuga sistemática ao direito pela administraçao pública e pelos tribunais
The legal status of the construction in Portugal contains general provisions
concerning protection and promotion of urban beauty, enshrining a principle of respect
for the appearance or image of populations, sets constructed and the beauty of
landscapes, and referring urban aesthetics in general as a preventive in architectural
solutions than the contrary. This concern is, in general, the regulatory system applicable
to the use, processing and occupation of the soil, essentially continuing the General
Regulation of Urban Construction, Act Policy Environment, Policy Urban Planning and
Urban Act, and planning acts (Decree-Law n.º380/99, of 22 September) and Edification
and Urbanization Act (Decree-Law n.º555/99, of 16 December) and other physical
planning regulations, especially the Special Plans and Municipal Planning. It happens
to be in government or in the courts, those rules are unenforceable, especially on behalf
of the idea that beauty is subjective. Unacceptable position in the face of the Portuguese

estas normas quedan sin aplicación, sobre todo en nombre de la idea de que la estética
es algo subjetivo. Posición inadmisible ante el derecho positivo portugués. Los órganos
encargados de la aplicación de la ley no pueden dejar de tener una función de
prevención, vigilancia e interdicción de efectos anti-estéticos, invocando demisivamente
razones de subjetividad, laxistas, cuando hay claros criterios normativos,
suficientemente expresivos, mismo que asientes en conceptos imprecisos, que os cumple

Turismo sostenible. Situación actual y perspectivas: un turismo sostenible en el Algarve
Pretendemos demostrar que el Turismo, siendo una actividad en expansión y en el ámbito internacional (crecimiento anual promedio del 6%, el crecimiento de PIB superior), tiene que adoptar una nueva estrategia integral territorial, especialmente en áreas como el Algarve (Portugal) de gran tradición y desarrollo. Por eso creemos que la faceta turística, en el Algarve, la región más representativa de Portugal del sol y mar (talasoterapia), es la "industria" que proporcionalmente más empleo por inversión y el más profesional sectores afecta (hoteles, restaurantes, transporte, guías, etc.). Por lo tanto, un plan estratégico con perspectiva holística es la solución para combinar el uso a largo plazo del territorio y de su conservación, minimizando los impactos (ambientales y urbanos). Esta tesis si estos otros blog cuestiones y proponer abordar un modelo correcto de planificación y gestión para el Algarve, en la escala municipal, en el cual hemos seleccionado el "condado" de Olhão, una es a la referencia de sostenibilidad para el futuro. Consideramos importante llevar a cabo el marco de lo que significa que el desarrollo sostenible.
Para el turismo sostenible implica adoptar o mejorar nuestros comportamientos siguiendo determinados principios. Entre los que destacan: el principio de precaución (prevención de riesgos va más allá de las leyes); el principio de responsabilidad (responsabilidad humana y ambiental para todas las actividades y decisiones que adopta); el principio de transparencia (informar, contribuir objetivamente de los hechos, aumentar la visibilidad de la información); el principio de contribución a los desafíos locales, nacionales y mundiales en materia turística.We intend to demonstrate that tourism being an activity in expansion and in the international arena ( average annual growth of 6 % , higher GDP growth ) has to adopt a new comprehensive strategy territorial, especially in areas such as the Algarve (Portugal) of great tradition and development. We therefore believe that the tourist aspect , in the Algarve , the most representative region of Portugal Sun and sea ( thalassotherapy), is the "industry" that proportionally more jobs by investment and professional sectors most affected (hotels, restaurants, transportation, guides, etc. ). Therefore, a strategic plan with a holistic perspective is the solution to combine long-term use of land and conservation, minimizing (environmental and urban) impacts. This thesis if these other blog addressing issues and propose proper planning and management model for the Algarve, on the municipal level, in which we have selected the " county " of Olhão, one is referring to sustainability for the future. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
