    City Development Strategy : Colombo

    The Colombo Municipal Council (CMC), in collaboration with the World Bank, UNDP, UNCHS (HABITAT) and the Western Provincial Council (WPC) in Sri Lanka, launched a project in February 2000 to formulate a comprehensive strategy framework and a perspective plan of action for development of the city. The purpose was to identify key areas and issues that need systemic and planned attention of the Council and other major stakeholders and to develop appropriate strategies to address them. A Senior Consultant was assigned to the CMC by the sponsors to help formulate the strategy through a consultative process. In formulating the strategy framework, the CMC consulted a wide variety of stakeholder groups through a series of formal and informal consultations. They included civil society partners such as NGOs and CBOs, representatives of the poor; senior municipal officials; and leading private sector representatives, i.e., major investors, realtors, developers and Chambers of Commerce & Industry. Their views, ideas and suggestions were reviewed and those compatible with the development vision and thrust identified by the CMC task forces and stakeholder consultations are incorporated in this strategy framework. All stakeholders, particularly the private sector, considered the opportunity as an unprecedented move by the CMC and WPC. They welcomed the offer to join in this unique partnership-building exercise in city management and have assured the city administration of their wholehearted cooperation

    Selecting an appropriate size domestic rainwater tank for Colombo

    Both India and Sri Lanka have experienced rapid population growth and migration to the major cities in the past decade. This rapid urbanisation has resulted in overstressing of existing water supply systems, with a loss of recharge areas and an increased depletion of groundwater. These effects have further aggravated the urban water crisis. During the monsoons, the existing drainage systems are overloaded and overflow thereby resulting in flooding causing severe damage to property. Sewage overflows often lead to the outbreak of epidemics and occasionally to the loss of life. Rainwater harvesting systems serve the dual purpose of water storage to reduce urban runoff peak flows as well as augmentation of the existing water supply systems. To achieve minimum costs while optimising the security of supply, rainwater tanks need to be sized taking the local rainfall conditions into consideration. This paper presents a methodology to determine the optimal size of rooftop storage based on historical rainfall data. Annual savings of in-house demand as well as the security of rainwater supply are discussed. The methodology is applied to Colombo in Sri Lanka. A case study is based on 150lpd household demand with 25m2 of roof area in Colombo. The appropriate rainwater tank is determined to be 2000 L in capacity. The resulting water saving is 54% of annual in-house demand and more importantly, zero supply from the tank happens during only one third of the year

Ripensare gli anni ottanta”. Un progetto di ricerca interdipartimentale e interdisciplinare finanziato dall’Università degli Studi di Milano attraverso il Bando SEED 2019 e condotto dai docenti del Dipartimento di Beni culturali e ambientali – Silvia Bignami, Davide Colombo (PI del progetto), Paolo Rusconi e Giorgio Zanchetti – e del Dipartimento di Studi Storici – Roberta Cesana e Nicola Del Corno. Il volume si propone di indagare alcuni aspetti del sistema dell’arte a Milano negli anni Ottanta, quando, dopo la fine degli anni di piombo, la città ha assunto il ruolo di guida in ogni ambito della cultura visiva (arte, design, moda, editoria, pubblicità, televisione) ed è diventata punto di raccolta di importanti influssi culturali internazionali e laboratorio di mutamenti politici e sociali poi diffusi nel resto d’Italia, nonché di mettere in luce la complessità e le relative antitesi dei fenomeni culturali e controculturali, artistici ed editoriali del decennio nella loro interrelazione con la realtà storico-politica. Senza voler fare resoconti né proporre valutazioni definitive, i testi raccolti in questo libro intendono sollevare domande e mettere in luce contraddizioni e nervi scoperti che vanno indagati con attenzione e precisione, ma anche proporre alcuni – tra i moltissimi che potrebbero essere scelti – momenti significativi che possano aiutare in questo processo di comprensione.
