    A polycentric approach for coping with climate change

    This paper proposes an alternative approach to addressing the complex problems of climate change caused by greenhouse gas emissions. The author, who won the 2009 Nobel Prize in Economic Sciences, argues that single policies adopted only at a global scale are unlikely to generate sufficient trust among citizens and firms so that collective action can take place in a comprehensive and transparent manner that will effectively reduce global warming. Furthermore, simply recommending a single governmental unit to solve global collective action problems is inherently weak because of free-rider problems. For example, the Carbon Development Mechanism (CDM) can be ‘gamed’ in ways that hike up prices of natural resources and in some cases can lead to further natural resource exploitation. Some flaws are also noticeable in the Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (REDD) program. Both the CDM and REDD are vulnerable to the free-rider problem. As an alternative, the paper proposes a polycentric approach at various levels with active oversight of local, regional, and national stakeholders. Efforts to reduce global greenhouse gas emissions are a classic collective action problem that is best addressed at multiple scales and levels. Given the slowness and conflict involved in achieving a global solution to climate change, recognizing the potential for building a more effective way of reducing green house gas emissions at multiple levels is an important step forward. A polycentric approach has the main advantage of encouraging experimental efforts at multiple levels, leading to the development of methods for assessing the benefits and costs of particular strategies adopted in one type of ecosystem and compared to results obtained in other ecosystems. Building a strong commitment to find ways of reducing individual emissions is an important element for coping with this problem, and having others also take responsibility can be more effectively undertaken in small- to medium-scale governance units that are linked together through information networks and monitoring at all levels.     Transformative adaptation and implications for transdisciplinary climate change research

    The severity of the climate challenge requires a change in the climate response, from an incremental to a more far-reaching and radical transformative one. There is also a need to avoid maladaptation whereby responses to climate risk inadvertently reinforce vulnerability, exposure and risk for some sections of society. Innovative technological interventions are critical but enabling social, institutional and governance factors are the actual drivers of the transformative process. Bringing about this transformation requires inter- and transdisciplinary approaches, and the embracing of social equity. In this Perspective, we unpack what this means for agricultural research and, based on our collective experience, we map out a research agenda that weaves different research components into a holistic and transformative one.     Weathering uncertainty traditional knowledge for climate change assessment and adaptation

    This UNESCO report looks into the damaging effects of climate change on Indigenous cultures.When considering climate change, indigenous peoples and marginalized populations warrant particular attention. Impacts on their territories and communities are anticipated to be both early and severe due to their location in vulnerable environments, including small islands, high-altitude zones, desert margins and the circumpolar Arctic. Indeed, climate change poses a direct threat to many indigenous societies due to their continuing reliance upon resource-based livelihoods. Heightened exposure to negative impacts, however, is not the only reason for specific attention and concern. As many indigenous societies are socially and culturally distinct from mainstream society, decisions, policies and actions undertaken by the majority, even if well-intended, may prove inadequate, ill-adapted, and even inappropriate. There is therefore a need to understand the specific vulnerabilities, concerns, adaptation capacities and longer-term aspirations of indigenous peoples and marginalized communities throughout the world.     Collective Action in Plant Breeding

    Olson (1965) formulated a "Logic of Collective Action". We investigate whether a logic of collective action in plant breeding - and research and development generally - can be constructed. Using a case study on the Latin American Fund for Irrigated Rice (FLAR) as well as other real-world institutions of collective action in R&D, we construct an expanded logic of collective action, which revolves around two core features: Impure public goods and the tragedy of the anticommons.     Public risk perceptions, understandings and responses to climate change in Australia and Great Britain

    This final report presents and discusses national survey findings from a collaborative and cross-national research project undertaken by Griffith University (Australia) and Cardiff University (UK) examining public risk perceptions, understandings and responses to the threat and unfolding impacts of climate change in Australia and Great Britain. The Australian national survey was undertaken between 6 June and 6 July, 2010 and involved a representative and geographically and demographically stratified national sample of 3096 respondents. The British survey was undertaken between 6 January and 26 March, 2010 and involved a representative quota sample of 1822 respondents residing in England, Scotland and Wales. These articulated surveys were distinctive in their cross-national comparative collaboration, in their psychological and social science nature, focus, and design, in their indepth nature, and in their focus on underlying public understandings and psychological responses to climate change

    Planning for climate resilience in Bangladesh : a training manual for local governments

    Climate change-induced hazards, such as rising temperature, uncertain rainfall, sea-level rise, heat stress and floods are imposing significant stresses, leading to disruption of infrastructure and other socio-ecological systems in urban and rural areas. Bangladesh is highly vulnerable to climate change due to its low elevation and high population density. Moreover, improper planning, inadequate adaptive capacity, and insufficient preparedness of the coastal regions result in loss and damage to infrastructure as well as human lives. However, there is a growing awareness among national and local governments in Bangladesh about the need to initiate actions to build socially inclusive climate resilience at the local level. This is facilitated by the development of a climate resilience action plan that promotes collective action. In this context, ICLEI has developed this training manual under the CDKN’s Knowledge Accelerator Programme to assist local authorities, decision-makers and practitioners in preparing a gender-responsive climate resilient strategy that can address climate mitigation and adaptation aspects.Ministry of Foreign Affairs of the Netherland

    Joint Abilities, Joint Know-how and Collective Knowledge

    In this article, I introduce and analyze the notion of joint abilities; a species of ability possessed by agents who perform joint actions of a certain kind (or kinds). Joint abilities are abilities possessed by individual agents; however, they are possessed jointly. I also introduce and analyze an important species of joint abilities, namely, joint epistemic abilities - the exercise of which consists of joint epistemic action. (I also distinguish joint epistemic abilities from the related notion of joint know-how.) Joint epistemic actions yield collective knowledge of various kinds and many, but by no means all, joint epistemic actions consist of the exercise of joint epistemic abilities. Joint epistemic abilities are an important phenomenon since, it turns out, they underpin a good deal of collective knowledge, including a good deal of scientific knowledge.     Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.     Geoengineering as Collective Experimentation

    Geoengineering is defined as the 'deliberate and large-scale intervention in the Earth's climatic system with the aim of reducing global warming'. The technological proposals for doing this are highly speculative. Research is at an early stage, but there is a strong consensus that technologies would, if realisable, have profound and surprising ramifications. Geoengineering would seem to be an archetype of technology as social experiment, blurring lines that separate research from deployment and scientific knowledge from technological artefacts. Looking into the experimental systems of geoengineering, we can see the negotiation of what is known and unknown. The paper argues that, in renegotiating such systems, we can approach a new mode of governance-collective experimentation. This has important ramifications not just for how we imagine future geoengineering technologies, but also for how we govern geoengineering experiments currently under discussion
