E-governance e autosostenibilità locale: Il progetto Pandora (PArticipatory Networks and Databases fOr sustainability Research and Assessment)
The traditional forms of government are no longer able to deal with the needs of modern societies and are showing their limits for regulating and planning in realities that are continually more complex and fragmented. In response to these difficulties, in many places the necessity and usefulness of active involvement from local actors is well recognised. Such involvement makes it possible to increase the value of that ‘experiential’ knowledge that is not encoded, but present and diffused over the territory and at the same time gives the possibility to the inhabitants to learn and interact about problems that concern their city. By considering this type of public involvement in planning and regulation we outline a transition from centralised, unidirectional regulation to governance which plays on openness, participation and the transparency of decision-making processes.
Beginning with these considerations, the research project PANDORA aims at experimenting with innovative forms of participation by exploiting the potential of New Information and Communication Technologies (NICT). The challenge for PANDORA is thus to use the Web to inform communicate and cooperate about themes linked to local sustainability, activating a process of e-governance. PANDORA is an on-line space for moving news and data about one’s own city, but above all for collecting “voices”, perceptions, ideas and possible “alternative paths” for development that is both sustainable and at the same time participatory.
The project is based on the use of the on-line tool located at the following address: www.feempandora.it. The initial period of structuring the site, which was carried out with particular attention to web usability and customer satisfaction, concluded with the experimental application phase in the field. In coherence with Action Research methodology, each participation activity that is structured with and in Pandora is followed by a phase of verification and a replanning process aimed at the improvement of the Pandora methodology even beginning with indications that come from the involved actors.
Currently PANDORA is being used as a support to both formal and informal participatory processes that are in course in the city of Venice. On the one hand, direct dialogue has begun with the public administration – with the Councils -, on the other an attempt has been made to give support to spontaneous initiatives promoted by groups of individual citizens who are aware of the “weight” that their actions can have for improving the urban reality in which they live.
To amplify the voices of ordinary citizen a Newsletter was written which periodically updates its readers about the evolution of the project PANDORA and proposes, beginning with an interview with “privileged testimonies”, a theme that is significant for the inhabitants of the city. To each action for local self-sustainability PANDORA dedicates some pages in the website where it is possible to take part in a debate with a posting system; participate in dedicated surveys; access reviews of texts or websites linked to the subject; and propose concrete actions for intervention in the territory.
ABSTRACT
I tradizionali strumenti di government non sono più in grado di far fronte alle necessità delle società moderne e mostrano i propri limiti nel regolare e pianificare realtà sempre più complesse e frammentate. Per far fronte a tali difficoltà, da più parti si riconosce la necessità e l'utilità di un coinvolgimento attivo degli attori locali che permetta di valorizzare quel sapere ingenuo non codificato ma presente e diffuso nel territorio e allo stesso tempo dia la possibilità agli abitanti di apprendere e confrontarsi sui problemi che interessano la propria città. Si delinea così un passaggio da una regolamentazione accentrata e unidirezionale ad una governance che fa leva sull’apertura, sulla partecipazione e sulla trasparenza dei processi decisionali.
Partendo da tali considerazioni, il progetto di ricerca PANDORA mira a sperimentare forme innovative di partecipazione sfruttando anche le potenzialità delle Nuove Tecnologie per l’Informazione e la Comunicazione (NTIC). La sfida di PANDORA è, quindi, quella di utilizzare il Web per informare, comunicare e cooperare su tematiche legate alla sostenibilità locale attivando così un processo di e-governance territoriale. Uno spazio on-line per veicolare notizie e dati sulla propria città ma anche, e soprattutto, per raccogliere voci , percezioni, idee e possibili strade alternative per uno sviluppo che sia sostenibile e allo stesso tempo condiviso.
Il progetto si basa sull’utilizzo dello strumento www.feempandora.it. L’iniziale periodo di strutturazione del sito, realizzato con particolare attenzione alla web usability e alla customer satisfaction, si è concluso con la fase di sperimentazione e applicazione sul territorio. Seguendo la metodologia della RicercAzione ogni attività di partecipazione strutturata con e in Pandora è seguita da una fase di verifica e da una di ri-pianificazione volte al miglioramento della proposta anche a partire dalle indicazioni provenienti dagli attori coinvolti.
Attualmente PANDORA supporta i processi di partecipazione formali e informali in atto nel territorio veneziano. Da un lato, infatti, si è avviato un dialogo diretto con l’Amministrazione Pubblica -in particolare con le Consulte-, dall’altro, invece, si è cercato di supportare iniziative spontanee promosse da gruppi o da singoli cittadini consapevoli del peso che le proprie azioni possono avere per il miglioramento della realtà urbana in cui vivono.
Per amplificare queste voci che provengono dal basso si è strutturata una Newsletter che periodicamente aggiorna i propri iscritti sull’evoluzione del progetto PANDORA e propone, a partire da un’intervista a testimoni privilegiati , un tema significativo per la città. A ciascuna azione di autosostenibilità territoriale PANDORA dedica delle pagine del sito nelle quali è possibile prendere parte ad un dibattito utilizzando un sistema di posting; partecipare a sondaggi dedicati; accedere a recensioni di testi o di siti legati all’argomento; proporre concretamente azioni di intervento sul territorio
Sistema Pandora. Progetto per Venezia
Quando si vuol avviare un processo di partecipazione tra differenti attori è di fondamentale importanza considerare mezzi e strumenti in grado di legittimare e favorire l’espressione dei singoli punti di vista. Tra gli elementi che possono contribuire all’allestimento di un ambiente facilitante le pratiche collaborative, le Nuove Tecnologie della Comunicazione e dell’Informazioni (NTIC) irrompono oggi nello scenario attuale e pongono al centro “nuovi cittadini”, quelli della rete.
La sfida di PANDORA è dunque quella di sviluppare uno strumento che, avvalendosi delle NTIC, permetta agli utenti della rete di informarsi, comunicare e cooperare su tematiche inerenti la sostenibilità locale.
In questo contributo si intende far luce sulle ipotesi di base che hanno guidato la progettazione di PADORA, soffermandosi in particolare sulle finalità della ricerca, sulla metodologia di lavoro adottata e sulla struttura del “Sistema PANDORA”
L'e-governance per gli e-services.Il progetto ISAAC (Integrated e-Services for Advanced Access to Heritage in Cultural Tourist Destinations)
Abstract: In uno spazio virtuale opportunamente progettato, i cittadini del Web possono interagire e sviluppare capitale sociale ed empowerment, inteso come consapevolezza delle proprie possibilità di influenzare il contesto per migliorarlo, accrescendo, così, la propria capacità di prendere decisioni ragionate sui problemi e di adottare comportamenti adeguati per farvi fronte. Il Web è qui visto come nuova agorà decisionale all’interno del quale attivare processi di governance elettronica (e-governance) per far emergere istanze e aspettative per uno sviluppo locale che sia autopromosso e autosostenuto. Partendo da tali considerazioni, la Fondazione Eni Enrico Mattei ha promosso e sostenuto il progetto di ricerca ISAAC (Integrated e-Services for Advanced Access to Heritage in Cultural Tourist Destinations) che mira a sperimentare forme innovative di partecipazione sfruttando le potenzialità delle Nuove Tecnologie per l’Informazione e la Comunicazione (NTIC) per favorire e promuovere l'e-governance
Progetto PANDORA: un ambiente di apprendimento per la sostenibilità locale
Alcuni paradigmi del passato per la gestione e la pianificazione
territoriale non sono più in grado di affrontare in modo integrato i
problemi delle collettività locali. Le attuali società, sempre più
frammentate e complesse, richiedono nuovi strumenti di governo del
territorio. Si sottolinea infatti da più parti la necessità di incentivare un
cambiamento rispetto ai più consolidati modelli di azione, un diverso
modo di pensare accompagnato anche da una rinnovata modalità di agire
per gli attori e per le relazioni decisionali che delineano la policy.
Il paradosso della nostra sfida è quella di aggiungere un’altra rete,
quella virtuale, che diventa punto di incontro per sviluppare il progetto di
Human Governance volto a promuovere nei cittadini il sentimento di
appartenenza ad una comunità, nella quale si può perseguire il benessere
individuale e collettivo. Fare ciò grazie al Web significa abbattere la
dimensione spazio-temporale e avvicinare le persone le une alle altre: la
“spazialità differenziale” che caratterizza l’agire dell’uomo trova così nel
“territorio della rete” un altro campo d’azione.

An e-Governance System for Managing Cultural Heritage in Urban Tourist Destinations: The Case of Genoa
Abstract: e-Governance is becoming a unique challenge to urban tourism
destinations, and the role of city and metropolitan government in managing
interactions between culture and tourism bodies is of growing importance. Given the
complex nature of cities, the management of urban tourist destinations requires a
participatory approach based on governance principles and ICT tools. This paper
focuses on the development and application of a new geo-referenced e-participation
tool for managing cultural heritage in urban tourist destinations. It is based on a
‘bottom-up’ development approach and a public participation process and it is used
for promoting the role of social actors in the process of recognising territorial
cultural heritage and its effective management benefiting the local community,
citizens and the visitors. The main benefit of such approach is a working
“compromise” between the image of the city as promoted by the decision-makers
and the vision that the other social actors have of the locality and its interpretation.
This approach also allows (re)discovering local identities, existing links with the
place, its cultural and symbolic values, and to identify which e-services should be
developed to improve access to cultural heritage and to valorise its intangible values.
It is applied to the city of Genoa (Italy), as part of an on-going EU FP6 Project
ISAAC “Integrated e-Services for Advanced Access to Heritage in Cultural Tourist

Cultural Heritage Management at the Local Level: A Geo-Spatial e-Participation Approach
Abstract: In a virtual space conveniently chosen, citizens of the Web can interact and develop social capital and empowerment, intended as the consciousness of own possibilities to influence the social context and to improve it, by increasing in this way own capacity of taking reasoned decisions on problems and to adopt adequate behaviour to face them. The Web can be seen in this sense as an innovative decisional system where it is possible to activate processes of electronic governance (e-governance) to make notions and expectations appear for a self-promoted and self-sustained local development. From this basis, Fondazione Eni Enrico Mattei has taken part to the research project ISAAC (Integrated e-Services for Advanced Access to Heritage in Cultural Tourist Destinations) , with the objective of designing, experiencing and testing innovative forms of participation by taking advantage of the potential of the New Technologies for Information and Communication (NTIC) to support and promote e-governance processes
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
A service quality model for web-services evaluation in cultural heritage management
The paper presents a framework for analyzing users’ preferences and service quality within a model designed for geo-participatory processes in the context of cultural heritage management. The model is constructed on a geo-referenced Web system (www.isaac-genovaculture.eu) as a tool to facilitate listening, communication and participation with different social actors in the city of Genoa. The study explores the use of SERVQUAL method to identify and analyze users’ preferences and satisfaction for web-services, and to measure service quality gaps. Findings suggest that users prioritize layout, design, usability and content in geo-referenced web services, while other features, such as e-governance and interactions with web design staff are judged to be less important. The analysis of the SERVQUAL weighted gap shows a positive result only for the e-governance features where the services proposed meet the users’ expectations
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
