Interoperability and eGovernment
No full text To achieve a significant level of interoperability in eGovernment, especially for political structures, such as federal states or the European Union, it is necessary to improve some rules concerning the eGovernment model and define a minimum standard for the different dimensions of interoperability. The legal dimension of interoperability consists of the rules concerning interoperability in a specific legal system and, so-called interoperability model. In this article, the author analyze the interoperability models of the European Communities and Spain. There are different legal models of interoperability according to four criteria of classification: volunteer or mandatory (binding), flexible or rigid, united or decentralized, and participatory or unilateral. In this article, the describe the characteristics of each of these criteria. The author defend the need to maintain mandatory frames of interoperability to the largest territorial level, whether united or decentralized. However, the ability to maintain these different mandatory frames faces several obstacles. </jats:p

Description: Priority is given to a methodology of hermeneutics, which consists of interpreting selected texts in order to analyze them. These texts were selected in an attempt to uncover the various levels of understanding articulated in the study by Mannina de Gamero, the questions she poses, and the issues that arise as a result of this questioning.
Point of view: The aesthetic of the author is established through a critical analysis of the humanistic contributions of three Argentinian poets: Juan Draghi Lucero, Manuel J. Castilla, and Héctor D. Gatica. This article is not limited to a specialized audience but rather seeks to stimulate the pleasurable reading of these three poets.
Conclusions: The approach developed by Mannina de Gamero about the aesthetic of Andeanness contributes to the reassessment, on the conceptual basis of the relationship between writing poetry and thinking, of the existential question of identity and historical recognition presupposed by every educational phenomenon in Latin America.Propósito: en este artículo se busca reflexionar críticamente sobre los temas y las ideas propuestas por Liliana Mannina de Gamero en El silencio andino: huella de identidad. Hacia una estética de la andinidad.
Descripción: se privilegia la metodología hermenéutica, que consiste en interpretar textos seleccionados para su análisis, a partir de los cuales se intenta descubrir los diversos niveles de comprensión articulados en el estudio de Mannina de Gamero, los interrogantes que plantea y las problemáticas suscitadas a raíz de tales cuestiones.
Punto de vista: la estética de la autora se establece a partir de un análisis crítico de los aportes humanísticos de tres poetas argentinos: Juan Draghi Lucero, Manuel J. Castilla y Héctor D. Gatica. El presente artículo no se limita a un público especializado, sino que busca estimular la lectura placentera de estos tres poetas.
Conclusiones: el enfoque elaborado por Mannina de Gamero acerca de la estética de la andinidad contribuye a replantear, sobre la base conceptual del binomio poetizar y pensar, la pregunta existencial por la identidad y el reconocimiento histórico que presupone todo fenómeno educativo situado en América Latina.Propósito: neste artigo procura-se refletir criticamente sobre os temas e as ideias

Get PDFEn este artículo quisiera contemplar una versión distinta de los procesos de comunicación humanos, crítica con el planteamiento ideal del discurso de Jürgen Habermas. Para ello, aludiré a varias objeciones a la teoría de la acción comunicativa: la que cuestiona el carácter implícito y universal de las estructuras comunicativas descritas por este autor, la crítica feminista que desaprueba el sujeto abstracto de la propuesta habermasiana y la que objeta la consideración aproblemática que este filósofo da a la normatividad social. Para acabar, aludiré a un ejemplo literario de Virginia Woolf que problematiza la situación ideal de habla propuesta por este autor.Abstract: The aim of this paper is to analyse a different version of the human communicative process, which is presented as a critique to Jürgen Harbermas’s ideal discourse theory. No full textThroughout history, translation has been a fundamental tool to transmit the work of authors in different languages. For instance, the literary works studied in schools around the world to learn about styles and genres of different writers have been translated into different languages and some of these works have been translated into the same language more than once. The different translations of literary works are accepted as if the original author had written them and this is a consequence of the quality of an accurate translation. It is necessary to mention that in orderto create an accurate translation, professional translators are taught how to analyze texts, apply techniques and also to theorize (Anthony Pym 2012). However, since translation is a relatively new area of study there is still so much to learn especially from translators that worked with complex books in the past. It is imperative then, to study and analyze the translation work of different literary texts. In academic terms, this is called passive translation,which is the study and analysis of a translated work.Studying literary translation is a fundamental tool for professional translators who want to learn why different translators create such different translations of the same text. There are many well-known authors whose texts have been translated into different languages as a result of their talent and styles. One example of a prominent author, who has been defined as the father of a complete genre is Edgar Allan Poe. Edgar Allan Poe is one the most influential writers of the gothic literature and his influence can also be perceived in modern horror literature. Reason why his works have been translated to several languages. One of his tales “The Fall of the House of Usher” was translated for Hispanic readers by several translators and in this study the following translations were studied: Francisco Torres Oliver’s translation, an illustrated collection published by Nórdica Librosin 2015; the second translation in Spanish was the one written by Julio Cortazar in 1956 and it was presented in Obras en Prosa. Cuentos Edgar Allan Poe. In order to study and identify the answers to the Research Questions, it was necessary to select samples of the tale The Fall of the House of Usher written by Edgar Allan Poe. The analyzed sample texts were chosen for convenience in order to compare the same passages of the two translations. Once these sample texts were selected, it was necessary to identify vocabulary features, genre characteristics,and other peculiarities that the author used in his text to compare them later on with the translations written by Julio Cortazar and Francisco Torres Oliver. The point here was to find out what decisions the translators made in order to convey those elements. During this process the intention was to fulfill the objectives previously established and identify to what extent the author’s style, the translators’ background and the stylistic features of the original text influenced on their translations.Consequently, the original tale and its translations went through a rubric analysis process. The first rubric helped consider the type of register in each translation; this means that the characteristics and aspects of frozen and formal registers. Then, the second rubric dealt with the type of vocabulary; so the two types of vocabulary that were analyzed were archaic and gothic. A third rubric was used to study the use of three stylistic devices in each translation. Finally, a comparative chart with the background information of the translators’ background was employed to compare all the data
