No full textThis paper has two purposes. The first is to draw for a French audience a picture of program evaluation as it is currently practiced in the United States, and, in particular, of legislative program evaluation (that is, evaluations performed to serve policy-makers in the Congress). The second purpose is to give an understanding of the way in which evaluation is used by the Congress, and the effects of that use on the executive branch of government. To this end, the origins and development of program evaluation will be evoked ; the term will be defined and its uses and importance examined. The findings of three evaluations will then be briefly summarized and their effects on legislative and executive branch policy- making traced.Quelle influence l'utilisation par le Congrès des résultats d'évaluation a-t-elle
sur le management public fédéral ? Pour répondre à cette interrogation, l'auteur procède en deux temps. Dans une première partie, un bilan est dressé des pratiques existantes en matière d'évaluation de programmes aux Etats- Unis. Une considération particulière est accordée aux travaux d'évaluation destinés à informer les membres du Congrès sur les politiques et les programmes mis en œuvre par l'Administration. La seconde partie permet de rendre compte de l'utilisation par le Congrès de ces travaux d'évaluation et de mettre en évidence les conséquences sur l'action des départements ministériels de cette utilisation. Trois exemples d'évaluation de programmes présentées au Congrès contribuent à montrer ce que peuvent être les conséquences d'une prise en compte de leurs résultats sur le management de politiques publiques par les instances fédérales.Chelimsky Eleanor. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
