Credito al consumo e fragilità finanziaria
The paper focuses on the consumer credit market in Italy and on the related risk of over-indebtedness. Using survey data, it investigates the impact of over-indebtedness on consumption behaviour, evaluating in particular if consumer credit is used to cover gaps in income and if this is associated with an increased and diffused inadequacy of financial and economic position of indebted households. Results highlight that a relatively consistent part of consumer credit is concentrated in the hands of financially fragile individuals. Moreover, when considering the amount of debt measured in relative terms, a difficult financial position adds 2,7 percentage points to the risk of over-indebtedness compared to households without any financial difficult
Indeterminacy estimates and the size of nodal sets in singular spaces
We obtain the sharp version of the uncertainty principle recently introduced in [46], and improved by [12], relating the size of the zero set of a continuous function having zero mean and the optimal transport cost between the mass of the positive part and the negative one. The result is actually valid for the wide family of metric measure spaces verifying a synthetic lower bound on the Ricci curvature, namely the MCP(K, N) or CD(K, N) condition, thus also extending the scope beyond the smooth setting of Riemannian manifolds. Applying the uncertainty principle to eigenfunctions of the Laplacian in possibly non-smooth spaces, we obtain new lower bounds on the size of their nodal sets in terms of the eigenvalues. Those cases where the Laplacian is possibly nonlinear are also covered and applications to linear combinations of eigenfunctions of the Laplacian are derived. To the best of our knowledge, no previous results were known for non smooth spaces. (C) 2021 Elsevier Inc. All rights reserved

Una metodologia per la stima dei flussi di pensionamento nel settore pubblico: il caso della Sanità ligure per il periodo 2012-2025
During the last decade the issue of human resource planning in the health sector has become central for the implementation of possible reforms in the direction of improved efficiency, effectiveness and equity. This paper focuses on some methodological issues concerning the planning of health services in the region Liguria (Italy) and, in particular, on the estimation of outflows from the health system, due to retirements. These flows exert a considerable influence on the dynamics of the workforce as they determine the size of supply of health services and are crucial for planning the training of health personnel. The results for the period 2012-2025 show some elements and identify some important trends. As for the nurses, the stronger variations in the provision of health services are due to early resignations, mostly due to the burn-out phenomenon along with the gender imbalance (82% of staff are women). As for physicians, General Surgery and Internal Medicine are at greater risk of possible shortages, although it should be taken into account the role of technological innovation on the ability to meet the evolution of demand for health services. The high number of retirements is therefore an opportunity to redefine the skills needed by the regional health system in the light of the foreseen trends in deman
A comprehensive study devoted to determine linear thermal bridges transmittance in existing buildings
The issue of transmittance of thermal bridges in existing buildings has been addressed aiming to achieve correlations able to evaluate the ground-contact thermal bridges. A bi-dimensional steady state FEM model has been implemented to simulate wall-to-floor structural node and then validated in accordance with the EN ISO 10211:2017 standard. Different construction joints have been then simulated for the structural node foundations-vertical elements up to a total of 19 configurations, from which 1700 cases have been derived varying walls and floor stratigraphies and ground properties. Correlations for the linear thermal bridge transmittance have been calculated through regression technique for all the configurations, together with their validity ranges expressed in terms of 95% confidence interval values. Tests performed for more than 1000 practical cases confirmed the accuracy of the proposed correlations. Through those correlations ground contact thermal bridges in existing buildings can be hence analyzed in a simple and operative way, offering technicians in the sector a tool that covers most of the possible situations
Ecosystem accounting for marine protected areas: A proposed framework
Many policy initiatives and scientific studies promote the use of economic accounting as a statistical basis for
end-users and policy-makers' evaluation of the distributive and allocative effects of environmental and economic
policies. This can help in assessing the costs and the benefits of taxes and subsidies, public expenditures for
environment protections, payment schemes for ecosystem services, or the construction of “green” gross product
indicators. This paper develops an ecosystem-economic accounting framework to test some practical issues associated
with the building of disaggregated accounts for single institutional units. Specifically, we focus on
marine protected areas due to their direct relationship with ecosystems flows and for the latter's strong contribution
to the former's productive and consumptive activities. The accounting framework aligns with the SEEAEEA
and it allows a straightforward integration of the MPA accounting records into regional and national
Supply-and-Use tables aimed at performing input-output analysis. Moreover, it serves as a tool for the management
of protected areas
Consumer Debt and Financial Fragility: Evidence from Italy
This paper focuses on the consumer credit market in Italy and the related risk of over-indebtedness. Using panel data from the Survey on Household Income and Wealth, we investigate the role of households financial fragility on the use and increase in consumer debt over time, evaluating, in particular, whether there exists a statistically significant relationship between the growth in the use of consumer credit and the increase in the proportion of indebted households that are in a negative financial situation
