Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. A influência das reformas administrativas nas organizações públicas: Mecanismos de melhoria do desempenho governamental
Tese de Doutoramento em Gestão de Empresas apresentada à Faculdade de Economia da Universidade de Coimbra.As mudanças no ambiente de mercado determinam que as organizações se adaptem
firmemente com intuito de preservar sua competitividade. Não seria diferente no setor
público, onde as organizações públicas também estão mudando em virtude das reformas
sobre desempenho governamental. Estas reformas provocaram mudanças no modelo da
gestão governamental direcionadas para a medição e gestão do desempenho. Assim, as
organizações públicas adotaram práticas empresariais e renegaram a abordagem burocrática.
Com isso, os sistemas de medição e gestão de desempenho se tornaram os impulsionadores
dessas reformas. Depois, na busca do aperfeiçoamento do desempenho, surge o processo de
reinvenção governamental, que incentivou a criação de novas regulamentações com o
intenção de avaliar o desempenho por meio de várias dimensões, tais como: eficiência,
eficácia, quantidade e qualidade da produção, produtividade, equidade, justiça, capacidade
de resposta às necessidades de serviços, confiança, satisfação do cidadão. A
multidimensionalidade do desempenho é viabilizada pelas características, pelo papel crucial
dos sistemas de medição e gestão de desempenho e pelas capacidades dinâmicas
desenvolvidas pelo governo. Nesse âmbito, nosso estudo tem como objetivo geral deste
estudo examinar os mecanismos que poderão contribuir para o sucesso das reformas
administrativas e consequentemente para a melhoria do desempenho governamental. Para
abordar esses pontos, usamos dados dos gestores e servidores públicos do Estado do Ceará
(Brasil) para responder ao objetivo há pouco elencado. Apesar disso, a literatura mostra que
a medição e a gestão de desempenho provocam diversas manifestações no desempenho, e o
nosso estudo evidencia um influxo positivo nesses relacionamentos. Observa que a eficácia
de reformas em organizações públicas pode resultar em mudanças de paradigma nas
organizações, em virtude de que agora elas operam em sistemas abertos e que usam os
sistemas de medição e gestão de desempenho para promover a responsabilização. As
capacidades dinâmicas explicitaram que a reconfiguração de seus recursos internos, de seu
alinhamento às necessidades dos stakeholders e de seu ecossistema são importantes para se
obter uma vantagem competitiva. Este estudo contribui, primeiramente, na identificação que
a medição do desempenho tem uma influência positiva no desempenho do governo. O mais
importante, entretanto, é que essa influência é guiada pelo processo da gestão de
desempenho, que também promove intensiva interação dos stakeholders. A segunda
contribuição do estudo é o destaque da existência de capacidades dinâmicas em organizações
públicas, sua influência no desempenho e que existe uma interconexão das várias dimensões,
com o papel de liderança atribuído ao relacionamento com os stakeholders externos. A
terceira contribuição é a existência do impacto das reformas administrativas no desempenho
das organizações públicas por meio de um estudo quantitativo. E, também, como as reformas
de medição e gestão de desempenho influenciam mudança de governo e como estas utilizam
as capacidades dinâmicas para reconfigurar os processos, as rotinas, as estratégias, as
comunicações e os resultados do governo. Estas contribuições tornam-se ainda mais
importantes no contexto público, pois as organizações públicas foram obrigadas a proceder
a mudanças nunca testadas neste ambiente, e que as capacidades dinâmicas e os sistemas de
medição e gestão de desempenho eficazes tornam-se determinantes para a sobrevivência
destas organizações governamentais e para a manutenção dos postos de trabalho. A pesquisa
denota, contudo, limitações, como, por exemplo, a dificuldade na generalização dos
resultados a outros contextos, por incluir somente organizações públicas do Ceará. Por fim,
explicitamos que os objetivos identificados para esta tese foram atingidos, contribuindo para
a literatura do desempenho das organizações do setor público, com implicações no âmbito
prático e no plano acadêmico.Changes in the market environment require organizations to adapt firmly in order to preserve
their competitiveness. It would be no different in the public sector, where public
organizations are also changing due to government performance reforms. These reforms led
to changes in the government management model aimed at measuring and managing
performance. Thus, public organizations adopted business practices and renounced the
bureaucratic approach. As a result, performance measurement and management systems
have become the drivers of these reforms. Then, in the pursuit of performance improvement,
the government reinvention process appears, which encouraged the creation of new
regulations with the intention of evaluating performance through various dimensions, such
as: efficiency, effectiveness, quantity and quality of production, productivity, equity, justice,
responsiveness to service needs, trust, citizen satisfaction. The multidimensionality of
performance is made possible by the characteristics, the crucial role of performance
measurement and management systems and the dynamic resources developed by the
government. In this context, our study aims to examine the mechanisms that may contribute
to the success of administrative reforms and, consequently, to the improvement of
government performance. To address these points, we use data from managers and public
servants in the State of Ceará (Brazil) to answer the objective just mentioned. Despite this,
the literature shows that performance measurement and management provoke several
manifestations in performance, and our study shows a positive influence on these
relationships. Notes that the effectiveness of reforms in public organizations can result in
paradigm shifts in organizations, as they now operate in open systems and use performance
measurement and management systems to promote accountability. The dynamic resources
explained that the reconfiguration of its internal resources, its alignment with the needs of
stakeholders and its ecosystem are important to obtain a competitive advantage. This study
contributes primarily to the identification that performance measurement has a positive
influence on government performance. The most important thing, however, is that this
influence is guided by the performance management process, which also promotes intensive
stakeholder interaction. The second contribution of the study is the highlight of the existence
of dynamic capacities in public organizations, their influence on performance and that there
is an interconnection of the various dimensions, with the leadership role attributed to the
relationship with external stakeholders. The third contribution is the existence of the impact
of administrative reforms on the performance of public organizations through a quantitative
study. And, how performance measurement and management reforms influence government
change and how they use dynamic resources to reconfigure government processes, routines,
strategies, communications and results. These contributions become even more important in
the public context, as public organizations have been forced to make changes that have never
been tested in this environment, and that dynamic capabilities and effective performance
measurement and management systems are crucial to their survival. governmental

as, for example, the difficulty in generalizing the results to other contexts, as it includes only
public organizations in Ceará. Finally, we explain that the objectives identified for this thesis
have been achieved, contributing to the literature on the performance of public sector
organizations, with implications in the practical and academic fields
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
