    Voluntary pension system challenge of expanding coverage

    Since 1947, the Vietnam Social Security (VSS) has provided social insurance to public servants and armed forces personnel in Vietnam. In 1995, the Government merged the social insurance unit of the Ministry of labour, invalids and social affairs with that of the Vietnam General Confederation of labor. At the same time the system became mandatory to the employees of the newly developing private sector. The consolidated system is publicly managed by the VSS administration. VSS collects contributions and pay social insurance benefits (in case of sickness and sick leaves, maternity and family planning related leaves, work injury and professional disease, survivorship and to people that reached pension ages). This paper investigates this issue by reviewing the characteristics of employment in Vietnam. It concludes that the risk that social coverage remains limited for many years is high and, presents accordingly some policy options to augment VSS's chances to reach universal coverage in the future.Pensions&Retirement Systems,Emerging Markets,Labor Markets,Debt Markets,Labor Policies

    Conceptions and practice of information literacy in academic libraries: espoused theories and theories-in-use

    This research was conducted to investigate the relationships between conceptions and practice of information literacy in academic libraries. To create a structure for the investigation, the research adopted the framework of Argyris and Schön(1974) in which professional practice is examined via theories of action, namely espoused theories and theories-in-use. Espoused theories were examined by investigating understandings and beliefs of information literacy and learning as seen in a range of policy documents including mission and goal statements of eleven academic libraries as well as those of their parent universities. These libraries were recognized by the academic library community for exemplary instruction resources. Theories-in-use were identified by analyzing information literacy practice via online tutorials utilized by these libraries in instruction initiatives. These documents and representations of practice were augmented by semi-structured interviews conducted with practitioners of information literacy education in these libraries. A constant comparison approach (Strauss & Corbin, 1998) was used to develop broad themes, subcategories and statements of claims from these multiple data sources. Meta-claims developed provided rich descriptions towards a comprehensive, holistic picture of information literacy education. The research findings establish that information literacy education in the selected academic libraries is multi-dimensional, complex, and contradictory. The analysis revealed 1) explicit espoused theories of information literacy which coalesce around themes of knowledge creation and lifelong learning; 2) varied, less explicit and sometimes conflicting theories-in-use which emphasize engagement with information sources; 3) ad hoc levels of congruence in the relationships between espoused theories and theories-in-use as indicated by the few successful attempts to realize goals and outcomes in instruction initiatives; 4) major contradictions and incongruence in the relationships between the espoused theories and theories-in-use as indicated by significant gaps in addressing goals and missions; 5) enablers and barriers to achieving effective practice; 6) emergent trends in information literacy practice. Implications for practice include issues of pedagogy and instruction design towards consistency and congruence. The study suggests areas for future research.     The study merged two databases: the database on patients' visits collected for claim control and reimbursement purpose and, the database on the insured that is used to issue the health insurance cards. This study investigated these issues through the analysis of individual's health insurance data of the Provincial Social Security (PSS) heath insurance of Kon Tum. One of the important political goals in the coming years is the achievement of universal coverage of health insurance. For that purpose the government is pursuing the strategy (started in 2005) to provide free health insurance cards to all the poor, the ethnic minority populations and the persons living in remote or mountainous areas.     Paulette Nardal est une personnalité martiniquaise longtemps ignorée. Ce sont les travaux de chercheuses américaines au cours de la première décennie des années 2000 qui ont permis de mettre en lumière son rôle dans l’émergence du mouvement de la négritude et ses activités féministes. Son parcours a été récemment (re)valorisé en France dans le contexte principalement d’écrits sur l’intersectionnalité. L’auteure montre qu’il reste encore à explorer dans le combat de Paulette Nardal pour l’émancipation des femmes noires en général, martiniquaises en particulier, et ses rapports aux employées de maison. Peu étudiés, ces textes amènent à replacer Paulette Nardal à la Martinique, où elle a vécu la majeure partie de sa vie. Ils ne sont pas sans poser de questions sur son regard de femme appartenant à la petite bourgeoisie noire et sur une approche de la domesticité qui semble viser davantage une amélioration de cette condition qu’une sortie.Paulette Nardal is a long-ignored figure from Martinique. It was the work of American researchers during the first decade of the 2000s that brought to light her role in the emergence of the negritude movement and her feminist activities. Her career has recently been (re)valorized in France, mainly in the context of writings on intersectionality. The author shows that in the struggle of Paulette Nardal for the emancipation of Black women in general, and Martinicans women in particular, her relationship with domestic workers has yet to be explored. Little studied, these texts lead to place Paulette Nardal in Martinique where she lived most of her life. They are not without questions about her perspective as a woman belonging to the Black petty bourgeoisie and an approach to domesticity that seems to aim more at an improvement from this condition than an exit.Paulette Nardal es una personalidad martiniquense ignorada durante mucho tiempo. Fue el trabajo de investigadors estadounidenses durante la primera década del 2000 que permitió destacar su papel en el surgimiento del movimiento Negritude y sus actividades feministas. Su carrera ha sido recientemente (re)valorada en Francia en el contexto principalmente de escritos sobre la interseccionalidad. La autora muestra que aún queda por explorar en la lucha de Paulette Nardal por la emancipación de las mujeres negras en general, y de las martiniquesas en particular, sus relaciones con las trabajadoras del hogar. Poco estudiados, estos textos devuelven a Paulette Nardal a Martinica, donde vivió la mayor parte de su vida.     This is an ethnolinguistic study which, following the words of native speakers, presents the vocabulary of gastronomical taste in the Gbaya-'bodoe culture. It is built along two lines, one is flavours, the other one is textures.     Compulsory Social Security Participation Revealed Preferences

    The study starts with a classification of the enterprises depending on their participation to the Vietnam social security. Among the enterprises that contribute, one striking feature is that on average the share in the wage bill of the contributions paid to the Vietnam social security is much lower than the contribution rate established in the law. Even if the enterprises that do not register their employees are excluded from the calculation, the average ratio is of 7.6 percent while the legal rate was in 2006 equal to 23 percent. The study, consequently, examine this issue before investigating the characteristics of the enterprises that do not register their employees. The paper shows that this low ratio is due to a wide practice by enterprises of paying contributions on lower wages than current wages. The paper investigates, furthermore, who benefit from the practice of avoiding registration and from the practice of under-reporting wages to social security. The results indicate strong evidence that employees in enterprises that are not registered to social security and in enterprises that under report wage receive higher net wages
