Las políticas públicas instrumentadas por el Estado Mexicano a partir de la reforma constitucional del 18 de junio de 2008 en materia de seguridad pública
Se trata de un trabajo de investigación que sirvió para la obtención de grado de maestría del Lic. en Derecho Enrique Séptimo Rodríguez, en la modalidad de trabajo terminal de grado por capítulo de libro.Resumen: En México el tema de los derechos humanos adquirió gran relevancia, pues en los últimos años se han generado reformas constitucionales que originaron una reestructuración del orden jurídico nacional, en virtud de que se crearon instituciones jurídicas y se modificaron algunas de las existentes. Para efectos del presente trabajo, se partió de la reforma constitucional del 18 de junio de 2008, en virtud de que desde esta fecha el sistema de justicia penal se convirtió de inquisitivo a acusatorio, entrando en vigor de manera paulatina en toda la República; dicha reforma también llevó implícita la implementación de políticas públicas en procuración, impartición y administración de justicia penal, así como en seguridad pública, con la finalidad de brindar una mayor protección de derechos humanos. Uno de los principales objetivos de la reforma fue el de salvaguardar los derechos subjetivos, inclusive por algunos autores ha sido explicada a través de la teoría garantista de Luigi Ferrajoli, pues se concibe de tal manera, en virtud de que se ha implementado el sistema acusatorio. Pero por otra parte, es importante mencionar que la reforma no trajo únicamente protección de derechos humanos, sino que también originó que el poder punitivo del Estado se incrementara, restringiéndose los derechos sustantivos, lo cual no se ajusta precisamente a la teoría garantista sino a un derecho penal del enemigo. Summary: In Mexico, the issue of human rights has become very important, since in recent years constitutional reforms have been generated that led to a restructuring of the national legal order, as legal institutions were created and some of the existing ones were modified. For the purposes of this study, the constitutional reform of June 18, 2008 was based on the fact that from that date the criminal justice system was converted from inquisitive to accusatory, gradually entering into force throughout the Republic; This reform also implied the implementation of public policies in procurement, administration and administration of criminal justice, as well as in public security, in order to provide greater protection of human rights. One of the main objectives of the reform was to safeguard the subjective rights, including by some authors has been explained through the guarantor theory of Luigi Ferrajoli, because it is conceived in such a way, because the accusatory system has been implemented . Las instituciones democráticas en el Derecho Público frente al clientelismo político
En el presente trabajo se analizó de manera sustancial, la conducta clientelista que desarrollan los partidos políticos en su interrelación con el ciudadano, con el objetivo de conocer las repercusiones que provocan las prácticas clientelares de índole política en las instituciones democráticas; asimismo, con apoyo en la metodología cualitativa, se desarrolló un estudio de caso a nivel municipal, mediante la aplicación de cuestionarios a los principales actores que intervienen en la relación clientelar, de tal suerte que mediante la confrontación de dicha información con la recopilación teórica del propio tema, se fue concluyendo que a partir de que el clientelismo político es un instrumento de control al servicio de los partidos políticos en aras de preservar el poder público, resulta imperante el fortalecimiento de nuestras instituciones democráticas y la revisión del marco regulatorio de los partidos políticos
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
