    Strategic recovery? the conservatives under David Cameron

    Under David Cameron the Conservative party recovered sufficiently to deliver a Conservative Prime Minister. Cameron achieved what three leaders before him did not: a consistent poll lead over Labour and a broadening of the Conservative message. This chapter also highlights two major limitations to the Conservative 'recovery'; (i) the size of the Conservative base has not enlarged: roughly the same proportion of people identify with the Conservatives as did so in 1997, and voters' feelings towards the Conservative party saw just a small improvement; and (ii) although many evaluations of Conservative competence were less negative by 2010, the ratings were not yet clearly positive. The Conservative lead entering the election was narrow on many key criteria, and the campaign failed to change this position. Furthermore, this article suggests that Conservative ratings became positive in 2008, as the financial crisis occurred, and narrowed as Britain emerged from recession. Although much can be attributed to the selection of a new leader, the Conservative 'recovery' was due to the broader political context, and it was also a partial recovery, at best. © The Author 2010

    Great Miscalculation of David Cameron

    This review essay focuses on the monograph of the British researcher A. Glenkross. It is devoted to the key topic in international discussions — Britain’s exit from the EU. In view of a plenty of the literature appearing now concerning Brexit, A. Glenkross is one of the few scholars who analyzes its political reasons. As follows from the book, the main reasons which have led to the referendum on British membership in EU as well as to D. Cameron’s defeat were, firstly, the results of 2015 UK General Elections. The vote revealed disagreements among British citizens. According to D. Cameron, after improving the terms of membership the referendum was to reconcile two opposing camps by the results of vote to which the minority would be compelled to obey. Secondly, different political traditions of Britain and the EU that delivered discomfort for the British political tradition and for the way of life. As a result, Britain tried to withdraw EU from closer integration towards federal union getting the nickname of «the strange partner». The author emphasizes that D. Cameron’s negotiations with EU prior to the referendum were “the valiant final attempt to make it work for Britain, but for the majority of the British voters EU has not proved sufficient flexibility”. Thirdly, the growth of political influence of Eurosceptics led to the vote on EU membership. Lack of reforms within EU which could be suited with the British played into the hands of Eurosceptics who claimed that the EU was unreformable and heading towards federal union. Fourthly, there was organized and well-funded opposition, namely, the Party of independence of the United Kingdom. In conclusion the author summarizes that David Cameron’s gamble proved a great miscalculation with bad consequences for the UK domestic as well as foreign policy in the near future. He claims that for the settlement of constitutional issues a referendum as an element of direct democracy is not suitable

Zamiarem autora było również ukazanie tez dotyczących pragmatyczności polityki Camerona, a także o odejściu Torysów od linii politycznej Margaret Thatcher za sprawą nowego premiera i skierowania działań Wielkiej Brytanii w zupełnie inne obszary polityki wewnętrznej i zagranicznej. Pobocznym celem jest zasygnalizowanie konsekwencji polityki Camerona dla otoczenia zewnętrznego, przede wszystkim spójności Unii Europejskiej, a także – w kontekście polityki imigracyjnej – dla krajów młodej Unii.This article discusses David Cameron both as politician and personality. Additionally, the author presents theses concerning the pragmatic nature of Cameron’s policy as well as the Tories’ departure from Margaret Thatcher’s political line with the new Prime Minister, and the shift of Great Britain’s activities to completely different areas of domestic and foreign policy. A secondary goal is to indicate the consequences of Cameron’s policy for the external environment, primarily the cohesion of the European Union, but also – in the context of immigration policy – for the countries of the young EU

    Numerical methods and time-dependent physical models for the design and diagnostic of pulsed-dc magnetrons

    Pulsed DC operation of magnetrons is a relatively new sputtering technique that significantly improves the properties of deposited layers. The understanding and control of phenomena taking place during pulsed DC sputtering requires new time-resolved methods of investigation. This thesis presents a comprehensive development of new methods for magnetron design and time-resolved plasma diagnostic, based on Monte Carlo simulations and timeresolved plasma physical models derived for a pulsed DC opposed target magnetron discharge with rectangular geometry. The numerical methods have been developed and benchmarked by the author through extensive numerical experiments. A representative set of application examples is included. The time-resolved physical models for the pulse-on and pulse-off time discharge are based on the experimental data obtained by the author, which are presented as a basis for the interpretation. The experimental data are obtained using new time-dependent diagnostic methods combining: I-V characteristics and waveforms, time and space-resolved Optical Emission Spectroscopy (OES) and time and space-resolved Ion Energy Spectra (IBS). The following original algorithms and new time-resolved plasma diagnostic methods arc presented: • Algorithm and method for Monte Carlo simulation of ion transport in the magnetron discharge, based on an original non-Runge-Kutta routine developed for calculating charged particles’ trajectories in complex, position dependent, magnetic and electric fields. The Monte Carlo simulation is used for evaluating the intensity of the pre-sheath electric field through calculations of the travel time to targets of Ar ions. The time-scale for the sputtering and selfsputtering processes is also evaluated. A new method for time-resolved plasma diagnostic in pulsed DC discharges based on time and space-resolved OES using an acousto-optic spectrometer. The described method indicates the applicability conditions for electron temperature evaluations based on timeresolved OES. the procedure and interpretation of results. Based on time and space-resolved OES evaluations of electron temperatures, a model of the physical phenomena taking place in the pulsed DC discharge during the pulse-on time is developed. A new method for time-resolved analysis of the Ion Energy Spectra at the substrate region in pulsed DC discharges using a mass-energy analyser. Experimental results and data analysis are presented and an original physical model for plasma behaviour during the pulse-off time is developed, explaining the mechanism for the observed increase in the ion flux and energy at substrate during pulsed DC discharges. The described model explains for the first time the above effects and allows the control of the ion flux and energy at the substrate from the choice of the pulsed DC duty cycle. The developed plasma models and time-resolved diagnostic methods are discussed for nonferromagnetic(copper) and ferromagnetic (iron) targets and the observations are correlated in order to infer a global understanding of phenomena taking place in the pulsed DC discharge and at the substrate region

    Mapping Gambling Research in Three Regulatory Environments, 2008-2017

    This study was undertaken by Greo Evidence Insights (formerly Gambling Research Exchange Ontario) to create a mapping review of gambling studies. A mapping review is a type of review article that aims to describe and categorize knowledge within a topic of known scope in order to identify research gaps. There have been very few mapping reviews concerning the whole field of gambling studies, and this is the first to specifically examine the concept of harm. For this study, the authors used the Conceptual Framework of Harmful Gambling (CFHG) as the framework for categorizing gambling research articles. The CFHG describes eight factors contributing to harmful gambling, each with multiple subfactors. The authors searched the Web of Science (WoS) database for gambling research articles from Australia, Canada, and New Zealand, published between 2008 and 2017. These three countries were chosen because they represent three different forms of gambling regulation, described in detail in the article. By following the search strategy, 1,424 articles were retrieved that could be ascribed to a CFHG factor. Each article was assigned a CFHG factor, and if possible, a CFHG subfactor, a secondary factor, and a secondary subfactor. Also recorded are the country and state/province/territory/region or each author from the three target countries, and whether or not the word "harm" is present in the title, abstract, or keywords. The dataset also contains the author, year, title, journal, and various other bibliographic fields that were downloaded from WoS.</p

He is a partner in two European Framework 5 research programmes on science shops and university-community partnerships for knowledge transfer, and is the Chair of Interchange, the Liverpool science shop equivalent.
