Lay Down Your Arms
Die Waffen nieder! (1889), translated into English in 1892 as Lay Down Your Arms, was an international bestseller. Its Austrian author Bertha von Suttner (1843-1914) chose the medium of fiction in order to reach as broad an audience as possible with her pacifist ideals. Challenging the narrow nationalisms of nineteenth-century Europe, Suttner believed that disputes between nations should be settled by means of arbitration rather than armed conflict. She devoted her life to campaigning for the cause of peace, and in 1905 became the first female recipient of the Nobel Peace Prize. Suttner’s influential novel yields insights into the early development of calls for a united Europe and an end to the arms race.
This English translation of the novel was carried out as a ‘labour of love’ by the eminent Victorian surgeon and medical scholar Timothy Holmes (1825-1907), the editor of Gray’s Anatomy, for whom this was an unusual foray into the world of fiction. Holmes was Vice-Chairman of the London-based International Arbitration and Peace Association and a contemporary of Suttner. His translation helped to spread Suttner’s views across the Anglophone world, and contributed to the growth of the peace movement in the period before the First World War
The Recruitment and Role of Lay Members
The use of lay members on research ethics committees has for some time been felt to be an example of good practice in ethical review processes. In this paper, written by a lay member, the author considers what the recruitment process for lay members might be and argues how this process should largely be shaped by what role the lay member is recruited to undertake. In considering the advantages and disadvantages of lay members, the author shows that defining the role of a lay member is not straightforward but is necessary to the good working of a research ethics committee. </jats:p
Tailoring open government data portals for lay citizens: A gamification theory approach
Government policies focused on Open Government Data (OGD) often aim to stimulate the provision of public, interoperable data towards any user, including lay citizens, through online portals. However, these OGD portals are mostly developed for expert users. This hinders the realization of critical values such as transparency, empowerment, and equality of access. Following a Design Science Research approach, this study aims to examine how gamification can help tailor OGD portals for lay citizens. As a pre-condition to this goal, we identify requirements toward OGD portals through twenty interviews with experts and lay citizens. Compared to expert users, lay citizens expect an OGD portal with a more playful interface, vulgarized content, customized visualizations, and transparency-related datasets in a human-readable format. Second, we develop our research artifact, the OGD portal prototype, implementing fifteen design propositions using gamification theory to address lay citizens’ requirements. Third, the evaluation with ten lay citizens reveals the perceived usefulness of the design propositions. Badges were evaluated as most useful to highlight portal relevance. This study contributes to OGD theory development by identifying lay citizens' requirements towards OGD use. Furthermore, this study is the first to reveal the usefulness of implementing notions from gamification theory into OGD portal design. Engaging China – Reflections from the EU’s and ASEAN’s Responses. EU Centre Background Brief, 3rd January 2019
China’s rise as a global economic and trading power has taken on a new significance for the Asia-Pacific region as well as the western world in light of USA’s increasing protectionism under the Trump administration. This brief will explore how regional organizations like the Association for South East Asian Nations (ASEAN) and the European Union (EU) as well as their member states respond to the rise of China and its increasing assertiveness in projecting its power and protecting its interests globally. China’s geographical proximity to South East Asia and the power competition between China and USA are important factors that shape the responses of ASEAN nations. This brief looks at the “hedging” and “bandwagoning” strategy employed by ASEAN member states against China. On the other hand, being a more unified actor than ASEAN and a central pillar for a rule-based multilateral world order, the EU hopes to constructively manage its internal differences while engaging China in its reform process. Upon closer look, the author finds that the EU, like ASEAN, is challenged by an unpredictable and unilateral America First under Trump, and an increasingly assertive China. To manage the rising tensions and uncertainties, both regional organisations need to be more cohesive and united. They should also work more closely together to uphold a rule-based multilateral order
The onset of pipeline twist during reel-lay operations
Reel-lay operations in deep water with Heerema Marine Contractors (HMC) DCV Aegir showed the onset of axial twist during pipeline lowering and lay operations. For both phases of the pipelay, models have been made to approximate the twist observed during operations. The suspected instigators of pipeline twist that have been researched are: residual curvature in the pipeline after straightening operations, the plastic bending history of reeled pipelines, variable wall thickness along the pipeline due to fabrication and the effect of current. The Faith of a Lay Person Realized in Contemporary Reality
This paper deals with the issue of the faith of the lay, which finds it realization in daily reality and leads to the evangelical change of the world. The paper starts with the reference to the Church doctrine of the lay faithful, based on selected document of Vaticanum II and the teaching of the Blessed John Paul II. The paper also presents a wider cultural and spiritual background of contemporary reality of the life of the lay faithful. In the first section of the paper, the author defines precisely the Christian understanding of the lay faithful, pointing out that the lay Christian vocation is realized in the broadly understood world. The lay vocation is an autonomous Christian path, still being a sphere of God’s action and influence. The author proceeds to discuss the roots of lay spirituality and of the areas of the lay extensive evangelical engagement: family life, political involvement, socio-economic activities, research or charity. Next, the author presents how a lay person can lead his/her life in accord with the evangelical counsels, which help introduce harmony between the secular world and the radical Gospel. The relationship between the evangelical counsels and the commandments is also discussed. The last section of the paper is devoted to the unfavourable changes in contemporary postmodern culture, which have a negative impact on the spiritual life of the faithful
