No full textThis report from the Aboriginal and Torres Strait Islander Social Justice Commissioner, Tom Calma, examines some of the issues that have arisen during the debate around the National Indigenous Council Land Tenure Principles and proposed changes to the communal nature of land interests to promote individual home ownership. The report assesses the proposal to lease Indigenous communally owned land against human rights standards, existing land rights regimes and economic factors that will influence the effectiveness of the principles.
The report makes a number of recommendations aimed at improving economic development on Indigenous land that respect and uphold Australias human rights obligations, including further development and implementation of the principles for economic and social development as set out in the Native Title Report 2004

Tom served about 45 years in the Australian public sector with a difference. Some of the notable positions he held in his service were the Aboriginal and Torres Strait Islander Social Justice Commissioner and Race Discrimination Commissioner and he served as a senior Australian diplomat in India and Vietnam. Tom has dedicated his life to the cause of human rights and social justice, and empowerment of Aboriginal and Torres Strait Islander Australians. No full textThis report looks at major changes and challenges in the Native Title system over the past year. It calls for the Australian native title system to be immediately reviewed and a national native title summit to be held with extensive representation. Commissioner Calma argues that the Native Title Act was passed 15 years ago with the intention of protecting and promoting the rights of Indigenous Australians, but the system was now too complex, too legalistic and effectively gridlocked. The report also looks at sustainable land practices in a climate change context. It profiles successful examples of sustainable development such as the Western Arnhem Land Fire Abatement project which uses traditional fire burning practices to reduce carbon emissions while generating income for local communities
