By means of the use of the Unconformity Bounded Stratigraphic Units the sedimentary and volcanic stratigraphic successions outcropping
in the area of Mount Vulture volcano (n.451 “Melfi” and n.452 “Rionero in Vulture”) has been subdivided in synthematic units.
Unconformity use hallowed to define two Supersynthems and five Synthems. The synthematic subdivision over passed the limits of the
chartographed area and make possible the correlations of deposits on a wider area. The clear and objective criteria on witch
Sybthematic units are based resulted in an improvement of geological significance and in the volcanological detail of the chartographed
areas

No full textL'introduction du principe de précaution en France a donné naissance à deux conceptions antagonistes. La première, correspondant à la définition légale et à la doctrine européenne, promeut une prévention précoce mais proportionnée de risques potentiels. La seconde, portée par des ONG et relayée par l'usage courant en situation de crise, demande la preuve de l'innocuité et vise asymptotiquement l'éradication des risques par l'accumulation de mesures précautionneuses. Cette situation a entretenu une confusion entre deux idées : agir de façon précoce, sans attendre des certitudes scientifiques, et agir de façon plus précautionneuse. L'article dresse un tableau des conceptions en présence puis montre en quoi la " règle d'abstention " n'est pas défendable, même lorsqu'on atténue ses exigences. Il montre ensuite comment une mauvaise structuration du problème de décision crée un artefact par lequel la précocité dans le temps scientifique induit mécaniquement une inflation des risques via l'aggravation des dommages potentiels perçus. Pour s'en prémunir, il faut s'en tenir à deux garde-fous : instituer la prise en compte des avantages potentiels au même titre que les dommages potentiels ; proportionner les actions de prévention à la plausibilité scientifique des hypothèses de risque de façon à donner de moindres effets pratiques aux conjectures non étayées qu'aux hypothèses confortées par un faisceau d'éléments scientifiques.Risques;Principe de précaution;Evaluation;Incertitude;Décision

No full textThis book is in the same series as my 1939 edition, Fábulas de Tomas de Iriarte. According to Wikipedia, Miguel Agustin Principe wrote Fábulas en verso castellano in 1861-1862. I must admit that I have not heard of him before. My first surprise in looking at this book is the volume of fables that Principe composed. I count 146 fables in the T of C at the book's end. Few of them seem borrowings from traditional fables. One of those few is El Invidioso y el Avaro on 51, and Principe here credits Avianus. Finding this book alerts me, of course, that there are five others books in this fable series. They will not be easy to find! Maybe a good sample fable from Principe is the one pictured at the center of the cover's illustration: El Gato Cortándose las Uñas (18). After child rat sees a cat clipping its nails, mother rat has to instruct her: the more the cat's nails are cut, the more they grow! As in the Iriarte volume, each fable inside has one black-and-white illustration, often involving silhouettes. As I mention there, it is unusual to get a book of fables from this corner of the world at this time! Revisiting the precautionary principle under the light of 2002-2003 French and international events
No full textSur la base d'une relecture d'événements nationaux (la Charte de l'environnement en France) et internationaux (la guerre préventive des Etats-Unis en l'Irak) des années 2002-2003, ce papier rappelle la confusion entretenue entre principe de précaution et règle d'abstention. Il montre ensuite qu'il n'y a guère de fondement à postuler un antagonisme radical entre les Etats-Unis et l'Europe dans la manière d'aborder la gestion des risques en pratique. Cependant, des deux côtés de l'Atlantique, on peut observer une opposition entre deux usages de ce principe, soit comme vecteur d'un progrès de la coordination internationale, soit comme justification d'initiatives unilatérales dérogeant à des règles communes précédemment acceptées.Principe de précaution;Gouvernance;guerre préventive;Souveraineté

No full textCet article confronte les interprétations proposées pour le principe de précaution qui viennent de deux horizons différents : les théories économiques du risque qui s'inscrivent dans un cadre bayésien et les repères heuristiques de la doctrine validée par les institutions européennes et françaises. Les traits communs sont mis en évidence, mais aussi d'importantes différences quant aux concepts et aux contextes d'application. Malgré ces différences, l'analyse économique propose des éclairages utiles sur plusieurs questions controversées soulevées par la mise en œuvre du principe de précaution comme norme sociale. Cela concerne par exemple la réversibilité des mesures de précaution, la question de l'application directe du principe à toute personne ou aux seules autorités publiques et le problème de l'imputation de la charge de l'instruction scientifique des hypothèses de risque.

from Mt. Vulture (southern Italy). Lithos 98, 313–334] describe a new finding of alvikite Ca-carbonatite at Vulture. They stress its
importance as being the first carbonatite to be discovered in a subduction environment. They suggest that this rock is different from
the other Italian carbonatites, considered as ‘rocks sharing a carbonatitic affinity’, which are radiogenic and chemically diluted by
addition of sedimentary limestone. They note that Vulture ‘alvikite’ is not diluted and is very unradiogenic with respect to other
Italian carbonatites. However, they maintain that Vulture ‘alvikite’ carbonate is derived from subducted limestones. We present an
account of the field relationships relating to the above-mentioned rocks, setting the geological and petrographic records straight and
describing pyroclastic rocks. We did not find that these rocks are formed from alvikite dykes or lava, but instead recognised them to
be a continuous blanket of ‘flaggy’, welded tuff. We found that the rocks consist of physically separated melilitite and carbonatite
juvenile lapilli settled into a carbonatite ash matrix form the rock. We disagree with the geochemical interpretation of the rock by

Mt. Vulture (southern Italy). Lithos 98, 313–334], and are particularly concerned by their conclusion of its carbonate origin. We
remark on the rock's geodynamic assignment in the frame of an extensional tectonic setting, also referring to the other Italian
carbonatite occurrences. We reject any ad hoc modified subduction as a direct source of Vulture and Italian carbonatites.
