Making sense of public administrative leadership in the Republic of Ireland: an interpretive research project
This research is a research into the perceptions of senior public administrative leaders in the Republic of Ireland regarding their own leadership at the time when Ireland was facing a significant socio-economic crisis. The research examines the senior Irish administrative leaders’ own perspectives on how leadership should be exercised, and explores how they perceived the environment they were in and on how they made sense of their own leadership responses to the perceived environment. The research takes the Republic of Ireland as a national case study, and focuses on the public administrative leadership, which is the leadership of the implementation of public policies, rather than on the political leadership, which is the leadership of the selection of public policies (Montesquieu 1748, Ostrom 1973, Osborne and Plastrik 1997, Alimo-Metcalfe and Alban-Metcalfe 2003, Van Wart and Dicke 2008). The research is preluded by a conceptual discussion on leadership, morality, ethics and values (Chau 2007b); a qualitative research on leadership values in the Irish public services (Chau 2008); and a quantitative research on public service delivery perspectives in Ireland (Chau 2009). The research interviews were conducted amongst the top two echelons of public administrative leaders, with participation drawn from the Secretary General or Assistant Secretary levels of the Irish civil service, or their equivalent amongst the State Agencies
The (X)over-tilde(2)B(1), (A)over-tilde(2)B(2), (B)over-tilde(2)A(1), and (C)over-tilde(2)A(2) states of Cl2O+: ab initio calculations and simulations of the HeI photoelectron spectrum
CASSCF and QCISD calculations were carried out on the (X) over tilde A(i) stale of Cl2O and the (X) over tilde(2)B(1), (A) over tilde(2)B(2), (B) over tilde(2)A(1), and (C) over tilde A(2) states of Cl2O+ in order to obtain their minimum-energy geometries and harmonic vibrational frequencies. Cl2O+ <-- Cl2O (X) over tilde(1)A(i) vertical and adiabatic ionization energies were also computed at the RCCSD(T)//QCISD level. Spectral simulations based on the ab initio results were performed for the first four bonds of the He I photoelectron spectra of Cl2O, Iterative Franck-Condon analyses were also carried out. Comparison between the simulated and the observed spectra gave, for the first time, experimentally derived geometries, for the (X) over tilde(2)B(1), and (A) over tilde(2)B(2), and (C) over tilde(2)A(2) cationic states. The adiabatic ionization energy position and the vibrational assignments of the Cl2O+ (A) over tilde(2)B(2) <-- Cl2O (X) over tilde(1)A(i) band were revised, based on spectral simulations. which included "hot" bands
The value of informational arbitrage
In the context of a general semimartingale model, we aim at determining how much an investor is willing to pay to learn additional information that allows achieving arbitrage. If such a value exists, we call it the value of informational arbitrage. We are interested in the case where the information yields arbitrage opportunities but not unbounded profits with bounded risk. As in Amendinger et al. (Finance Stoch. 7:29–46, 2003), we rely on an indifference valuation approach and study optimal consumption–investment problems under initial information and arbitrage. We establish some new results on models with additional information and characterise when the value of informational arbitrage is universal

Optical conductivity of the superconductors LNi(2)B(2)C (L=Lu and Y)
We have measured the optical reflectivity of LuNi2B2C and YNi2B2C compounds, and have evaluated the optical conductivity both below and above the superconducting transition temperature. The normal state optical properties suggest that these superconductors are almost in the clean limit. Our results below T-c give, however, evidence of a superconducting gap signature, and are. in agreement with a BCS singlet ground state.
