Unequal emissions – unequal policy impacts: how do different areas of CO2 emissions compare?
Distributional implications of climate change mitigation policies relate to important questions about fairness: which groups bear the highest burdens – or receive the greatest assistance – from these policies and how does this relate to their contribution to emissions? It is already well established that general carbon taxes are likely to have regressive impacts – placing higher relative burdens on poorer than on richer households – and it is often argued that these effects can be reversed, for example through rebate schemes or equal per capita carbon allowances. But does this hold equally for home energy, transport, indirect emissions? And which role do household characteristics other than income and household size play for the distribution of benefits and burdens from mitigation policies? This chapter provides an overview of mitigation policies and examines potential distributional implications across different emission domains. The analysis is based on a dataset of household CO2 emissions that the authors derive from UK expenditure data. It shows that mitigation policies that only target home energy emissions are least equitable from a distributional point of view, not only in terms of differences among income groups but also in relation to other household characteristics

Who bears the brunt? Distributional effects of climate change mitigation policies
Climate change scholars generally urge that CO2 emissions need to be cut rapidly if we are to avoid dangerous risks of climate change. However, climate change mitigation policies are widely perceived to have regressive effects – that is, putting a higher financial burden as a proportion of household income on poor than on rich households. This is one of several major barriers to the adoption of effective mitigation policies. They would also have considerable social justice implications requiring significant welfare state responses. We assess the claim that climate change policies have regressive effects by comparing different types of mitigation policies. We will argue that many of these are indeed likely to have regressive distributional implications but that there are several policy options to counteract regressive effects. <br/
Who emits most? An analysis of UK households' CO2 emissions and their association with socio-economic factors
Effective emissions reduction policies are required to avoid dangerous climate change. The redistributive impacts resulting from those policies will be relevant for their public acceptability. This project first examines the distribution of CO2 emissions across UK households. Second, it will explore the potential distribution of financial burdens across UK households resulting from a range of climate change mitigation policies. Households that will be most vulnerable to CO2 reduction policies will be identified. The project will develop a household emissions dataset by combining data from the Living Cost and Food Survey with energy prices and emission factors for specific expenditure items. This database will then be used to estimate the distribution of CO2 emissions across UK households, comparing different categories of emissions (home energy, transport, indirect and total household emissions). The project will also analyse the impact of different socio-demographic factors on household CO2 emissions. In particular, we will compare the importance of different factors for low and high income households, enabling us to identify potentially vulnerable households in low income groups.</span

Identifying and explaining framing strategies of low carbon lifestyle movement organisations
Over the last decade we have seen the growth and development of low carbon lifestyle movement organisations, which seek to encourage members of the public to reduce their personal energy use and carbon emissions. As a first step to assess the transformational potential of such organisations, this paper examines the ways in which they frame their activities. This reveals an important challenge they face: in addressing the broader public, do they promote ‘transformative’ behaviours or do they limit themselves to encouraging ‘easy changes’ to maintain their appeal? We find evidence that many organisations within this movement avoid ‘transformative’ frames. The main reasons for this are organisers’ perceptions that transformational frames lack resonance with broader audiences, as well as wider cultural contexts that caution against behavioural intervention. The analysis draws on interviews with key actors in the low carbon lifestyle movement and combines insights from the literatures on collective action framing and lifestyle movements
Heritability and Linkage Analysis of Appendicitis Utilizing Age at Onset
Appendicitis usually afflicts the young, but there is a large tail in the distribution of onset age. The genetics of this disease are still not well understood. A heritability analysis and genome wide linkage analysis of a large twin dataset was undertaken. Treating age of onset of appendicitis as a censored survival trait revealed a heritability of 0.21, and found evidence of linkage to Chromosome 1p37.3. He is the author of Spacesuit: Fashioning Apollo (MIT Press, 2011), an architectural history of the Apollo 11 spacesuit. He is Assistant Professor of Architecture and Urban Design at UC Berkeley. The work of his design studio has been exhibited widely and is currently being featured in the US Pavillion of the 13th Venice Biennale

He is the author of the screenplay the Seven Per Cent Solution and co-author of The Black Orchid. He begins the interview by discussing his professional career as both a film writer/director and a novelist. He then talks about how he began writing novels, and discusses the research that goes into his novels. Something from Nothing: Estimating Consumption Rates Using Propensity Scores, with Application to Emissions Reduction Policies
Consumption surveys often record zero purchases of a good because of a short observation window. Only mean consumption rates can then be inferred. We show that propensity scores can be used to estimate each unit's consumption rate, revealing the distribution. We demonstrate the method using the UK National Travel Survey, in which c.40% of motorist households purchase no fuel. Estimated consumption rates are plausible judging by households' annual mileages, and highly skewed. We apply the same approach to estimate CO2 emissions and direct outcomes of a carbon cap or tax. Analysis of such policies based solely on means appears to have a negative bias, because of skewness of the underlying distributions. The regressiveness of a simple tax or cap is overstated, and redistributive features of a revenue-neutral policy are understated
