Business Retention and Expansion Program for the Village of Bradley: Bradley Economic Development Corporation Pratical Capstone Project
The Village of Bradley (VoB) entered a collaborative relationship with Governors State University (GSU), College of Art and Science, Division of Arts and Letters, Public Policy and Administration Unit for the Spring 2025 semester. The VoB, located in Kankakee County, Illinois, is seeking the research of economic development corporations in Illinois and creating a website for Bradley Economic Development Corporation.
The VoB has a small-town environment, with hopes of reversing the loss of the population base and developing a new revenue stream. The Village of Bradley has a motto of “Proud of Our Past, Focused on Our Future”. Its name was changed from North Kankakee to Bradley in 1895 after the David Bradley Manufacturing Company agreed to move its operations to the growing industrialized area. It sits in the scenic Kankakee River Valley of Illinois and is part of a larger urban area that includes the City of Kankakee and the Villages of Manteno and Bourbonnais in Kankakee County. The Village has a current population of approximately 15,695 people (U.S. Census, 2024). According to the Village of Bradley (2021), the median household income in Bradley is projected to increase by 9% from 67,400 by 2024. The VoB is hopeful this Bradley Economic Development Corporation will support economic development projects

has always been a source of regret to

building a restaurant on the grounds

Tbe last Legislature passed an Aet entitled

maintenance or public libraries within muntol-

board of trustees, or other legislative body of
any Incorporated city or town In tbe State nf

so by one-fourih ot lie electors of such municipal corporation In the manner hereinafter
provided, must, by ordinance, natsbllab In and
for said municipality a public library; provided, there be none already ustsbltabod therein."
Tbo first ijuestlon Is whciber or not ibem is a
public library established wltbln the municipality. In my opinion there Is not. The word
"public" Is here used In the sense of '* belonging to the public.'" It lo clear that a library
like tbe Sutra library ot San Francisco would
aot be a public library wltbln tbe meaning of
this act, even though the owner should permit
the public Kuucrally to uso It. The present
library la In reality the property of tlin
Woman's Ulub. The question Is* thus reduced

Undoubtedly It Is a condition annexed to the
gift that tbe public shall be admitted aad allowed to use tbe books. But except in so far
aa the Board may have the right to Insist that
tho oondltlon be fulfilled the public has absolutely no control. The managers may return
ilm money and close- at any time. It la not the
same si If tho town bad leased tbo books and
fixtures. Moreover, previous to tne present Act
the establishment of public libraries was gov-
erned by the Aet of ISM. It Is my opinion,
therefore, that tbe present Aet. In providing for
the establishment of public libraries ''provided there be none already established therein " clearly means a library established by tbe
municipality under some auoh law.

electors.
If the petition which has been preseated contains the Dames of one-fourth of the electors of

Mr. Fonolossa was burn in Salem,
Mass., in 1853. Graduating from Harvard and tbe Boston Art School, he

Tokio. In 1886 he was made Japanese
Commissioner of Fine Arts, and has received five decorations from the Em-
poror, and is recognl".od as the world's
loading expert in tbe history of Japan-
oso art. He has made extended ai-cbio-
ologicul studies lu Japan. Inbisloo-
turos he speaks witb thu enthusiasm of
a pioneer concerning tho process now
begun of a mingling of Bast and West,
from which he prophesies a greater expansion of thought than has occurred
since the era of Columbus,
Royal Italian Band.
That the people of Palo Alto aro not
lacking In appreciation of fine music is
shown by the attendance at the concert
given by the Royal Italian Band
Wednesday evening. Fifteen hundred
tickets were sold and the Assembly
Hall was nearly filled. The music*
loving people were enthused over, the
grand performance which was a success In every way. In the matter of
encore- the band was as good natured
as tbe audience was persistent. It
would be better to show more consideration of visitors even In demonstrations of pleasure.
Campus Improvements.
Soveral new buildings are to be commenced as soon as possible on the campus. The outer part of the main quad-
rttnglo, at the rear of the old quad, will
bo completed. Those buildings will be
used as offlee* and recitation rooms for
tho Mechanical, Electrical and Civil
Engineering departments. A new engineering laboratory will also be started
almost immediately and probably will
be located west of the present Civil
(engineering building. It will be orro
story high, und will ho two hundred
feet long, by sixty foot wide. The
western half is to bo used for a steam
engineering laboratory and will contain
engines and boilers, while the eastern
part will be devoted to experimental
electrical engineering apparatus. The
old buildings aro to continue In active
uso. As soon as tbo Scientific departments now housed iu tho quadrangle
move Into their quartors in the new
science building, their present places
will be converted Into recitation and
drafting rooms -for tho engineering
students.
It Is now almost certain that Mrs.
Stanford will not rest until the engineering branches of the University
are the equal of any In the country, for
t was the original intention to have
this work take precedence of strictly
classical study.

New Dental Parlors,
Dr. C. K. Raher recently came
here from Junction City, Kansas, and
has opened an office for dentistry In the
Parkinson block. His family will
locate here, and should the climate
prove beneficial to Dr. Raber's health,
they will make Palo Alto their home.
Dr. Raber brings vory high oreden-
tlals from his former place of residence,
not only as being a first-class dentist,
but also as being an enorgotlc, progressive citizen, ready always to do all in
bis power to advance tbe interests of
the town in which he Uvea. He is a
graduate of the Indianapolis School of
Dentistry, and has followed that calling
for a number of years. He was twice
mayor of Junction City, president of
the Commercial Club, vice-president of
the Central National Bank and president of the electric railway, light and
Ice companies of that city.
