Pratiques de la description
Après la vague post-moderniste des années 1980, on assiste à un « retour à la description ». Attentif à la réalité quotidienne des pratiques descriptives en histoire, en anthropologie et en sociologie, ce volume s’intéresse aux formes concrètes de la description dans l’espace ou le temps, d’une discipline à l’autre. Il aborde le travail descriptif spécifique aux sciences sociales, comme les « descriptions des autres », que le chercheur en sciences sociales utilise comme source ou comme objet de sa recherche

Les formes de la description ethnographique ne sont pas seulement déterminées par l’effet recherché par le descripteur, mais aussi par les caractéristiques du phénomène que l’on s’attache à représenter. Prenant l’exemple de la corruption, l’auteur souligne les paradoxes d’une opération qui cherche à « donner à voir » ce qui reste le plus souvent caché aux yeux de l’observateur. Tantôt occultées, tantôt banalisées voire largement encouragées, les pratiques corruptrices posent de redoutables problèmes de recherche, sur le plan méthodologique et déontologique. L’auteur examine les propriétés de l’objet corruption, en suggérant qu’elles déterminent, au moins en partie, les formes de son observation et de sa description. Puis il discute la nature des sources descriptives produites au cours d’une recherche empirique sur le phénomène, tout en esquissant ses contraintes objectives et les stratégies envisageables sur le terrain. Enfin, il présente quelques exemples récents de description ethnographique du phénomène dans des publications, en faisant ressortir les principaux registres descriptifs à l’œuvre.The forms of ethnographic description are not determined exclusively by the result the describer looks for, but also by the characteristics of the phenomenon he seeks to represent. Taking the example of the field of corruption, the author underlines the paradoxes of an operation which seeks to « manifest » that which most often remains concealed from the eyes of the observer. Sometimes hidden, sometimes so commonplace, corrupt practices present major problems for research, on the methodological and deontological level. The author examines the characteristics of corruption, suggesting that they determine, at least partially, the forms of their observation and their description. He then discusses the nature of the descriptive sources produced during an empirical research on this phenomenon and charts the objective and strategic constraints likely to be faced in the field. And lastly, he presents some recent examples of ethnographic description in published works, highlighting the major descriptive tones at work
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Une administration à deux vitesses Projets de développement et construction de l’État au Sahel
RésuméS’il existe une littérature relativement abondante au sujet des effets macro-politiques de l’aide publique au développement sur les États récipiendaires, rares sont les travaux qui ont exploré empiriquement les interactions entre projets et structures administratives locales. En prenant l’exemple des services forestiers du Niger et du Sénégal, l’auteur analyse les conséquences de la création d’« enclaves bureaucratiques fonctionnelles » branchées sur le système de l’aide, sur l’organisation interne et la culture professionnelle du corps des Eaux et Forêts. L’article montre comment l’anthropologie de l’État et l’anthropologie des dispositifs de développement peuvent s’irriguer mutuellement dans des terrains fortement structurés par les politiques de coopération internationale.AbstractDespite a growing literature concerning the macro-political effects of aid on the states in developing countries, there is a lesser empirical evidence on the interactions between development projects and local public administrations. Building on the case of Forest Services in Niger and Senegal, the author suggests that the creation of “bureaucratic islands on effectiveness” linked to the aid-system has transformed the internal organisation and the professional culture of this administration. The article concludes on the need of linking more systematically the approaches of political anthropology and development anthropology when studying the state in aid-dependent countries
Sur la piste des motos entre la Chine et l’Afrique. Ethnographier une chaîne globale de marchandises
La moto est l’un des produits industriels les plus représentatifs de l’essor des relations commerciales entre la Chine et l’Afrique. L’auteur de l’article a ethnographié la circulation de cette marchandise globalisée entre les districts industriels chinois et le golfe de Guinée, investissant des « hubs ethnographiques », des lieux qui jalonnent la production, la commercialisation et la consommation de ces motos et où se déploient connexions, rencontres, alliances. Par un retour sur ce long terrain multisitué, l’article esquisse les implications épistémologiques et méthodologiques d’une enquête anthropologique qui vise à embrasser la totalité d’une chaîne globale d’approvisionnement et de valeur. Il insiste sur l’intérêt heuristique d’une entrée par les trajectoires d’une marchandise et discute de quelques nœuds problématiques typiques de ces terrains : la multi-positionnalité du chercheur, la triangulation transnationale, l’impossible érudition selon le modèle classique de l’enquête localisée.Motorcycles are one of the industrial products that best illustrate the growing trade relations between China and Africa. The author of this article has conducted an ethnographic study of the circulation of this global commodity between China’s industrial districts and the Gulf of Guinea, investigating the "ethnographic hubs" that shape the production, marketing, and consumption of these motorcycles and where connections, encounters, and alliances take place. The article looks back over this long, multi-sited fieldwork to outline the epistemological and methodological implications of an anthropological enquiry that seeks to embrace an entire global supply and value chain. It stresses the heuristic interest of an approach based on the trajectories of a commodity and discusses some of the problematic issues that are typical of these fields: the multi-positionality of the researcher, transnational triangulation, and the challenge of scholarship based on the classic model of localised ethnography

L’article analyse le processus de collecte des droits de marché en milieu urbain au Sénégal, et décrit les négociations et arrangements divers entre contribuables, élus locaux, policiers municipaux et agents de perception. L’entrée par la fiscalité locale a une double visée : d’un côté, rendre compte du fonctionnement réel des collectivités locales et des facteurs contradictoires qui leur imposent de lâcher du lest dans la recherche de ressources fiscales pourtant indispensables à leur viabilité économique. D’un autre côté, mettre en lumière les normes pratiques qui sous-tendent le système fiscal local. L’auteur montre que les difficultés réelles de mobilisation des ressources rencontrées par les municipalités sénégalaises ne sont pas seulement imputables à une faible légitimité des gouvernements locaux, mais renvoient à une gouvernance dans laquelle s’entremêlent clientélisme politique, privatisation informelle des pouvoirs d’extraction fiscale et des pratiques diffuses de petite corruption banalisée.The article analyses the process of market tax collection in urban areas in Senegal and describes the various negotiations and arrangements between taxpayers, local council members, municipal police and tax collectors. Approach via local taxes has a twin purpose—first that of describing the real functioning of local authorities and the contradictory factors that lead them to lessening the pressure in the search for fiscal resources that are nonetheless essential for their economic viability. Secondly, this highlights the practical standards underlying the local fiscal system. The author shows that the real difficulties in gathering resources experienced by Senegalese municipal authorities are caused not only by the weak legitimacy of local governments but also governance consisting of a mixture of political clientelism, the informal privatisation of fiscal extraction powers and widespread ordinary petty corruption processes
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
