    Profesor Jos L. T. Blank s nizozemskog Delft University of Technology i predsjednik zaklade Instituta za učinkovitost javnog sektora (IPSE) održao je 30. studenoga 2023. predavanje o produktivnosti i učinkovitosti nizozemskih ministarstava na temelju članka objavljenog u časopisu Public Sector Economics. Kako bi izmjerili produktivnost, Blank i njegovi koautori – Alex A. S. van Heezik i Bas Blank – procijenili su funkciju prosječnog troška na temelju podataka nizozemskih ministarstava tijekom razdoblja 2012. – 2019. Rezultati pokazuju da postoje velike razlike u učinkovitosti ministarstava, a s vremenom ne dolazi do velikih promjena, vjerojatno zbog nedostatka inovativnosti, neefikasne birokracije i sve složenije papirologije.     Fearful faces shorten the perceived blank duration

    PURPOSE: Numerous studies had generally found that the perceived durations of fear-relevant stimuli were judged longer than those of the neutral ones. However, in our previous study, we found the blank durations presented before the fearful IAPS images were judged shorter than those of the neutral ones. Different from the emotional scenes, emotional faces contain more social information. In this study, we tried to investigate that whether the blank durations followed by fearful faces were perceived shorter than the neutral ones as the fearful scenes did. METHODS: The fearful and neutral faces were selected from the Nimstim Face Stimulus Set. Twenty participants were allowed to judge the longer one in a pair of durations of the blank which were followed by a fearful face or a neutral face. One of the durations before faces (fearful or neutral) was randomly selected as the standard duration and presented for 1000 ms, and the other could be displayed for 400,600,800,1000,1200,1400,1600 ms. The results from the two-alternative forced-choice were fit with a function for each observer, and mean PSE (point of subjective equality) were calculated as the indicator of temporal compression or dilatation. RESULTS: One sample t tests revealed a significant positive PSE [t(19) = 2.49, p &lt; .05], suggesting that the blank durations followed by fearful faces were perceived shorter compared to neutral ones. CONCLUSIONS: According to the SET model, the present study may reflect that the memory stage of timing was disturbed by fearful faces, and the pulses in working memory could not get access to comparator, leading to an underestimation of the blank durations relative to neutral faces.</p

    Multi-blank Transducers for Speech Recognition

    This paper proposes a modification to RNN-Transducer (RNN-T) models for automatic speech recognition (ASR). In standard RNN-T, the emission of a blank symbol consumes exactly one input frame; in our proposed method, we introduce additional blank symbols, which consume two or more input frames when emitted. We refer to the added symbols as big blanks, and the method multi-blank RNN-T. For training multi-blank RNN-Ts, we propose a novel logit under-normalization method in order to prioritize emissions of big blanks. With experiments on multiple languages and datasets, we show that multi-blank RNN-T methods could bring relative speedups of over +90%/+139% to model inference for English Librispeech and German Multilingual Librispeech datasets, respectively. The multi-blank RNN-T method also improves ASR accuracy consistently. We will release our implementation of the method in the NeMo (https://github.com/NVIDIA/NeMo) toolkit

    Range Reporting for Time Series via Rectangle Stabbing

    We study the Fréchet queries problem. It is a data structure problem for range reporting, where we are given a set S of n polygonal curves and a distance threshold ρ. The data structure should support queries with a polygonal curve q for the elements of S, for which the continuous Fréchet distance to q is at most ρ. Afshani and Driemel in 2018 studied this problem for two-dimensional polygonal curves of constant complexity and gave upper and lower bounds on the space-query time tradeoff. We study the case that the ambient space of the curves is one-dimensional and show an intimate connection to the well-studied rectangle stabbing problem. Here, we are given a set of hyperrectangles as input and a query with a point q should return all input rectangles that contain this point. Using known data structures for rectangle stabbing or orthogonal range searching this directly leads to a data structure with size in (n log^{t-1} n) and query time in (log^{t-1} n+k), where k denotes the output size and t can be chosen as the maximum number of vertices of either (a) the stored curves or (b) the query curves. Note that we omit factors depending on the complexity of the curves that do not depend on n. The resulting bounds improve upon the bounds by Afshani and Driemel in both the storage and query time. In addition, we show that known lower bounds for rectangle stabbing and orthogonal range reporting with dimension parameter d = ⌊t/2⌋ can be applied to our problem via reduction
