Get PDFAn audio recording of an oral history of Betsy Biller, Assistant Superintendent of Hillsboro School District, on trends in crime and law enforcement in Hillsboro, Oregon from 1980-2005. There is a transcript of this interview. Ms. Biller has worked in Hillsboro for 29 years, part of her job involves interfacing with agencies that deal with criminal rehabilitation, juvenile crimes, and juvenile crime prevention. She also supplies a staff member to Parkins House, a residential center for students/youths waiting to go through the court system. One of her bigger concerns recently has been the rise in methamphetamines, identity theft and the violence that somes with them. Law enforcement provides resource officers to the schools, Pat Hess at Century H.S. Puts students and police together in positive situation. The cost of incarceration is very expensive; budget cuts cause problems. Biller discusses Measure 11 and it has made the system more punitive and less rehabilitative. The “Understanding Racism Foundation” has given training sessions to staff and students at Century High School. Since 1995 the government has doing more economically to help all citizens in the community. Biller also expresses her feelings regarding the way in which media can often be manipulative when dealing with juvenile crime. Ms. Biller believes that parents need to get more involved with their children; talking to and supervising them., this can help to combat future problems. Recent student surveys show slight increase in drug use but bigger increase of use in younger students. The D.A.R.E program has proven helpful

Clayton A. Biller was born on March 17, 1922 and was raised in Dewey, Wisconsin. Biller served as a flight instructor for the United States Army Air Corps during World War II. After his military service, Biller served as a commercial pilot for American Airlines for 31 years. Biller passed away on November 28, 2020 and is buried at the Eagle Point National Cemetery in Eagle Point, Oregon. His wife Jackie passed away in 2016.

Clayton A. Biller described his experiences as a flight instructor in the United States Air Force during World War II. Biller enlisted into Air Corps on June 11, 1940, and received training at Chanute Field in Illinois. Biller was stationed at Freeman Army Field, Indiana, and was a flight instructor for twin engine aircraft until 1945. In addition, he discussed experience with several types of twin engine airplanes while an instructor. After his military service, Biller became licensed in civilian mechanics and instrument rating. Biller went on to work for American Airlines for 31 years until 1982.

Informal gold mining and mercury pollution in Brazil
Get PDFThe Amazon region has been responsible for a major share of Brazilian gold production in recent years. The region has witnessed a sizable gold rush comparable only to the California gold rush last century. The gold rush has spawned a powerful informal mining sector and has attracted many people - some who have come to the region in search of wealth and some who were already there but were displaced from other, unsuccessful economicactivities. What these people encounter at the mining sites are dreadful living and working conditions. Gold mining also causes substantial environmental problems, which may persist whether gold deposits do or not. The author discusses the environmental effects of gold mining in the region, focusing on mercury pollution. Mercury, an important input in gold extraction, is being discharged into the atmosphere and the rivers at alarming rates. The environmental costs of the present extraction, is being discharged into the atmosphere and the rivers at alarming rates. The environmental costs of the present extraction technology will be faced primarily by future generations, because of natural chemical processes. Although removing the mercury already discharged from the Amazonian environment may be an enormous task, at least future discharges should be curtailed through the use of appropriate technology, environmental education, and a combination of command and control measures and market-based incentives. The author describes the gold extraction process and the extent of mercury use and contamination. He analyzes key elements of the environmental problem, especially the informal miner and the fish economy. Finally, he suggests a combination of command and control regulations and market-based incentives adapted to the informal gold mining economic environment.
