    The public administration reform of the 1990s highlighted the principles of efficiency and sound management. The reform enhanced the rewarding logics of recruitment, and career advancement progressively, renewing the accounting, planning, and management and control tools. Actions were taken on the qualification and skills of the new managers. This framework has introduced the hybrid manager (Hm) professionals within the public administration, especially in the healthcare sector. Such Hm professionals feature a high level of technical-specialist competence, and they are assigned organizational and managerial responsibilities. Typical examples of Hm are the medical directors of departments, nursing heads, laboratory coordinators, or coordinators of the health professions. The assignment of management tasks to Hm has represented one of the most significant aspects of this innovation, but the outcomes produced versus the desired results are little known and remain controversial. The goal of this paper is to fill this knowledge gap through a structured review of the scientific literature of the last 30 years. This is the period in which the various public administration reforms should have produced their effects. The results of the study reveal an articulated, sometimes contradictory picture, which in some cases identifies the Hm as a resource for change, in others an obstacle, a sort of specialized enclave of resistance to innovation. However, the common feature is represented by low investments in training. These topics should stimulate local and international health policies to address the knowledge gaps in the years to come

    La valutazione economica e delle performance nell’e-health: una revisione della letteratura

    Over the last fifty years, Europe has been experiencing an increase in the volume of chronic diseases and life expectancy. The health conditions of patients with chronic illnesses often require frequent and specialized medical assistance. The phenomenon of e-health fits into this context to improve access to health care and ever-increasing attention to the containment of health costs. This study investigates which methods are included in the recent literature for measuring performance and the economic evaluation of e-health. A structured literature review was conducted using the Scopus, Web of Science (WoS), and Pubmed/Medline databases to answer the research question: “What are the economic and performance measurement methods of e-health?”. Twenty contributions were considered eligible for the analysis. The studies included in the literature review identified a combined use of three main methods: cost-effectiveness, cost-benefit and cost-utility, without any preference emerging concerning one or the other method, depending on the pathology identified. Although the selected sample is limited, multiple technological tools emerge for patient support in numerous pathologies. These findings underline the strategic role that e-health tools have in the healthcare landscape and their future development opportunities, also within a virtual hospital model of care

    Smart mobility in Venice: An ecosystem perspective

    In the last twenty years, organizations have been increasingly asked to contribute to global challenges. Some of the numerous requests are to combat climate change, the pollution decrease, and energy issues. In this field, the strategic challenge to be overcome is changing the business concept from a mere creator of economic value to a producer of shared value. In this sense, the context of Smart Mobility (SM). Through a case study with five purposive samples of Smart Mobility start-ups, an expert in strategic innovation, sustainability management, and business model innovation, and an innovative project evaluator, the research analyzes the values generated at an ecosystem level, with a reflection on Venice (Italy), the world capital of sustainability. Specifically, flexibility, efficiency, sustainability, safety, satisfaction, and image are explored in depth. Furthermore, the problems that operators and users have to face are discussed. The results of our study confirm what is present in the literature: SM increases mobility, offers flexibility, and guarantees greater capillarity and customization of the service, broadening the field of analysis and suggesting proactive actions. The article contributes to understanding how some obstacles/problems slow down the development of Smart Mobility and its widespread diffusion. Finally, the paper reflects on how Venice can be an example and cradle of innovative solutions, also in the SM fiel

    The American College of Sports Medicine guidelines highlight how physical activity can influence cancer risk and may be beneficial for the prevention of several types of cancer. Starting from these results, the study aims to verify whether patients affected by breast cancer, post-surgery, perform physical activity, if adequately solicited. Specifically, the study aims to understand if and to what extent patients use wearable devices as a tool for assisting and stimulating physical activity. Incidentally, the study also wishes to investigate whether patients are aware of the importance of physical activity for preventive and rehabilitative purposes, a topic now consolidated in the literature. The study from which the data analysis starts is of an interventional pilot type, with a prospective, single-center cohort design, conducted at the Irccs National cancer center of Aviano (Pordenone), Italy. All 138 patients, excluding cases of withdrawal or declared complications, were monitored for 12 months. Despite the limited number of patients analyzed, the data collected highlights how breast cancer patients still need to be educated regarding the importance of carrying out physical activity, but above all, numerous barriers emerge regarding the use of wearable devices. The link between these two phenomena has not yet been adequately clarified

    A Gender Perspective on Telemedicine. Early Results from the National Cancer Institute of Aviano Experience

    During the COVID-19 pandemic, with its mandated social distancing rules, telemedicine and remote visits stood as the only option for continuing to meet patients' ambulatory care needs without requir-ing vulnerable people to travel back and to the hospital. Telemedicine is gaining traction in a variety of clinical fields, including pain medicine and oncology. Women account for two out of every three chronic pain patients. The literature has also considered several women vulnerable patients since they frequently need to care for their families and careers while undergoing chronic pain or oncologi-cal treatment. The same literature highlights the massive impact of the COVID-19 pandemic on women workers and patients. The purpose of this article is to explore how this new paradigm can improve women's health, facilitating their work-life balance while sick. The research employs a case study approach, starting with The National Cancer Institute of Aviano's "Doctor @ Home" (D@H) initiative. While telemedicine is receiving more attention in the international clinical and management literature, there is still much to learn in practice. The article expands on the gender perspective on e-health, viewing it as a potential opportunity for patients, practitioners, and entrepreneurs. The co-production of care and the co-learning approach are the two fundamental factors of the program. Although the D@H initiative is still in its infancy, the study provides new perspectives about an inno-vative telemedicine program that focuses primarily on female patients. Its techniques and methodol-ogies may be easily replicable by other healthcare organizations, as telemedicine appears to have a bright future even in a COVID-free new normal

    The knowledge translation stands as a topic of primary importance in the healthcare sector, characterized by the presence of several stakeholders with different skills, needs, and expectations. The transfer of knowledge can take place effectively only following a translation process, through the use of appropriate tools. Among these tools, the contribution of the design elements appears attractive, especially in the case of co-production processes, with significant patient engagement. The case study is about the ‘Oncology in Motion’ project, created by the Irccs Oncological reference center Institute of Aviano (Pordenone) to support and improve the physical and psychological recovery of breast operated patients. The information sources for data collection are manifold, including interviews, direct observations, and materials produced within the project. The use of design elements such as graphics, sketches, images, photographs has helped to support all the stakeholders involved in translating knowledge in all the phases of the co-production project: conception, execution, and external communication. The ‘Oncology in Motion’ experience demonstrates how design elements can constitute strong support for co-production processes in their phases, facilitating the interaction among the various people involved, especially when it comes to the active engagement of patients

    La performance nel settore pubblico tra misure di output e di outcome. Una revisione strutturata della letteratura

    The paper aims at understanding the state-of-the-art on the performance measurement models in the public sector. Thus, the article highlights the existing studies in the international scenario, critically analyzing the main topics, and drafting the future research lines. A structured literature review has been employed to analyze the papers published in the most famous journals of public management and administration. The results underline a framework summarizing the existing literature in the international scenario. In particular, findings highlight a call to encompass transparency, responsibility, sustainability, and public value in the measurement system, also taking into consideration new types of public organizations, such as the hybrid ones. While some sectors are well investigated, there is the need to deepen the knowledge of certain fields further. In the long run, scholars and practitioners should generate and rethink new integrated performance evaluation models that can cope with the changes occurring in the public sector. Findings provide a shared vision of current research lines, supporting scholars in their future work on new streams
