Bellmann 2018, 1♂, 1♀ (CAB, CCR).</p> <p>E t y m o l o g y: The new species is dedicated to my friend and colleague Jens Esser (Berlin, Germany), specialist of Cryptophagidae, who accompanied me in the study of Coleoptera for the last 30 years.</p> <p>D e s c r i p t i o n: 6.8-7.3 mm. Body elongate, convex. Dorsal surface with weak microreticulation, moderately shiny. Elytra apically and laterally with short setae. Colour of body entirely piceous-black, elytra with the apex rather broadly dark reddish-brown, pronotum laterally sometimes reddish brown. Legs piceous, antennal club black.</p> <p>M a l e: Habitus as in Figs 1-3. Head large, without tubercles; clypeal margin semicircular with a triangular process protruding from the middle of the clypeal margin; genae nearly angulate, eyes distinctly protruding. Frontal suture finely impressed. Epistoma nearly flat. Punctation simple, with regularly distributed punctures, interstices 3 -5 times as wide as diameter of punctures.</p> <p>Pronotum transverse, anterior angles rounded and feebly protruding. Sides subparallel, posterior angles truncate. Basal margin protruding posteriorly, weakly sinuate on either side. Lateral margins thickly bordered, basal and anterior margin not bordered. Lateral margins without any setae. Punctation double with regularly distributed small punctures, and scattered bigger punctures on disc and on sides, in basal half medially with a short impunctate line.</p> <p>Scutellum triangular, basally with several punctures.</p> <p>Elytron long, 1.3 times as long as combined width of elytra, widest at middle. Humerus with denticle. Striae narrow, moderately deep and weakly crenulate. Punctation of intervals slightly finer and sparser than that of head and pronotum; intervals feebly convex, laterally and apically with short setae.</p> <p>Protibiae of normal shape, externally with three triangular teeth and 6 small denticles, apical spur acuminate, slightly curved outwards. First metatarsomere as long as the following three combined, as long as superior spur. Claws as in Fig. 6.</p> <p>Metasternal plate feebly concave, finely microreticulated, with some small irregular punctures, marginal punctures with few short erect setae, medially with indistinctly impressed line.</p> <p>Aedeagus as in Figs 4-5.</p> <p>Epipharynx as in Fig. 10.</p> <p>F e m a l e: Clypeal margin without a triangular process protruding from the middle of the clypeal margin; punctation of pronotum coarser and denser. Metasternal plate feebly concave, shiny, finely microreticulated, with some irregular punctures, medial with weakly impressed line, glabrous.</p> <p> D i a g n o s i s: <i>Odontacrossus esseri</i> nov.sp. is most similar to <i>O. obenbergeri</i> (BALTHASAR, 1932). It differs from the latter in size, shape of the claws (Figs 6-7), punctation of the head and pronotum and in the male genitalia. Both species are easily separated by using the key provided below.</p> <p> D i s c u s s i o n: One specimen (author´s collection) of <i>Odontacrossus pseudoobenbergeri</i> (ČERVENKA, 1995) was found together with the type material of <i>O. esseri</i> in one of the localities China-Yunnan, Yanmen. Body cylindrical, elongate, convex, shiny. Colour of body castaneous, legs reddish, antennal club yellowish. M a l e: Habitus as in Figs 1-3. Head transverse, clypeal margin semicircular; genae weakly angulate, eyes weakly protruding. Frontal suture appearing as a dark shiny line, slightly impressed only laterally. Epistoma feebly gibbous, nearly flat. Punctation dense, coarse, regularly distributed, punctures separated by 0.5-1 diameter. Pronotum convex, subquadrate (Fig 4), anterior angles acute and feebly protruding. Sides feebly convex, posterior angles rounded and feebly emarginate. Basal margin weakly convex, nearly straight, with wide border and deep marginal groove. Basal marginal groove and posterior angles with conspicuous light tomentum. Lateral margin finely and anterior margin not bordered. Anterior third of disc with fine punctation, punctures sparsely and regularly distributed. Punctation on posterior two thirds and on lateral portions of disc coarser and denser, punctures separated by 1-3 diameters. Scutellum triangular, acute and impunctate. Elytra nearly parallel-sided, twice as long as combined width, widest behind middle. Bordered basally, humerus with distinct denticle. Outer anterior angles of each elytron with triangular macula of light tomentum, similar to pronotal base. Each elytron with 8 impunctate striae. Striae 1-5 impressed basally and apically, almost completely erased and mostly invisible over disc, stria 6 finely impressed, striae 7-8 clearly and entirely impressed. Punctation of intervals coarse like that of head and pronotum, in one or two regular rows, each puncture with a very short seta; intervals convex laterally, nearly flat on disc. Protibiae stout, externally with three triangular teeth, limited at base by a sharp elongate ridge, apical spur acuminate, slightly curved inwards, as long as first and second tarsomeres combined. Meso- and metatibia distally with a row of 7-9 short imbricated setae (Fig 5). Metasternum flat, shiny, with coarse and dense punctures separated by 1-3 diameters. Aedeagus stout, simple; in dorsal view parameres narrow, elongate, with wide rounded apices, feebly sinuate laterally; in lateral view dorsal margin nearly straight, ventral margin concave (Figs 6-7). D i a g n o s i s: Palnia thailandica nov.sp. is very similar to P. cambeforti KRÁL, 1999. The new species is larger (2.8-3.0 mm, compared to 2.4-2.6 in P. cambeforti) and in shape of the male genitalia (elongate, wide rounded apices in dorsal view, compared to stout, narrow apices in dorsal view). The new species differs from P. loebli STEBNICKA, 1985 and P. stebnickae CAMBEFORT, 1989 in having a short row of 7-9 short, imbricated setae on the meso- and metatibia.     To recruit skilled workers or to train one's own? : vocational training in the face of uncertainty as to the rate of retention of trainees on completion of training

    "The article deals with the impact of uncertainty as regards the retention of trainees completing vocational training programmes on firms' training behaviour. As an alternative to vocational training, the external recruitment of skilled workers is considered via an opportunity costs approach. The uncertainty is traced back to staff turnover, considerable product market competition and changing skill requirements. Indicators of these causes of uncertainty are examined as to their impact on vocational training and the recruitment of skilled workers with a fractional logit model, using a seemingly unrelated cluster-adjusted sandwich estimator with data from the IAB Establishment Panel. There is no confirmation that the presumed correlations exist in manufacturing. A negative correlation is identified in the service sector between high staff turnover coupled with rapid change in the skills required on the one hand, and commitment to vocational training on the other, while there is a positive link with the external recruitment of skilled workers. This is interpreted as an indication that uncertainty with regard to retention after training can go some way towards explaining the growing gap between employment and vocational training in the tertiary sector."     Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     "Closing the R&D Gap, Evaluating the Sources of R&D Spending"

    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
