Consumption Poverty and Pro-Poor Growth in Bolivia
Using seven Bolivian household surveys conducted between 1999 and 2007, this paper provides a different picture of poverty dynamics in Bolivia. Consistent and accurate estimates of consumption are computed and used to create poverty profiles. Challenging the previous income-based poverty trend, it emerges that Bolivia experiences a very large poverty reduction from 2002 onwards, halving poverty headcount during the period of 2002- 2007. Growth incidence curves are also used to investigate the pro-poor component of the large welfare improvement. It shows that the poorest quintiles of the population, mostly represented by indigenous households, did benefit more than the rest of the population. The results suggest that Bolivian pro-poor growth significantly contributed to narrow the welfare inequality between indigenous and non-indigenous groups.consumption poverty, pro-poor growth, Bolivia
Pro-poor growth : A primer
These days it seems that almost everyone in the development community is talking about"pro-poor growth."What exactly is it, and how can we measure it? Is ordinary economic growth always"pro-poor growth"or is that some special kind of growth? And if it is something special, what makes it happen? The author first reviews alternative approaches to defining and measuring"pro-poor growth."He then analyzes evidence on whether growth is pro-poor, what factors make it more pro-poor (including the role played by both initial inequality and changing inequality), and whether the factors that make the distribution of the gains from growth pro-poor come at a cost to growth. The author identifies some priorities for future research.Poverty Reduction Strategies,Services&Transfers to Poor,Public Health Promotion,Economic Conditions and Volatility,Health Monitoring&Evaluation,Achieving Shared Growth,Governance Indicators,Economic Conditions and Volatility,Inequality,Services&Transfers to Poor
Reflections on refugee studies and the study of Refugees: Implications for policy analysts
The United Nations (UN, 2010) reports that 25.2 million people, an overwhelming majority from
the Global South, are displaced: 10.55 million refugees and 14.7 million internally displaced
people (IDP).The phenomenon of Refugee Studies as a field of academic inquiry is a main focus
of this paper. This paper makes a case for more critical analysis in – and of – refugee studies in
order to better protect displaced people and to assist government in creating policies which
respect the dignity of individuals. Based on a review of academic literature, first this paper
discusses key concepts, labels, and theories in refugee studies. Second it traces the emergence
of the field of refugee studies. Following it discusses the dilemma within the study of refugee
policy research in regards to our ability to remain critical while maintaining a close relationship
with government funding agencies. Finally, the conclusion makes a case for studying asylum
seekers as a distinct phenomenological group. Implications for the management of refugee
claims administration, researchers and policy analysts are brought forward while arguing that
theoretically a separate space for asylum studies is required
When is growth pro-poor? Cross-country evidence
Growth is pro-poor if the poverty measure of interest falls. According to this definition there are three potential sources of pro-poor growth: (1) a high rate of growth of average incomes; (2) a high sensitivity of poverty to growth in average incomes; and (3) a poverty-reducing pattern of growth in relative incomes. The author empirically decomposes changes in poverty in a large sample of developing countries during the 1980s and 1990s into these three components. In the medium to long run, most of the variation in changes in poverty can be attributed to growth in average incomes, suggesting that policies and institutions that promote broad-based growth should be central to the pro-poor growth agenda. Most of the remainder of the variation in poverty is due to poverty-reducing patterns of growth in relative incomes, rather than differences in the sensitivity of poverty to growth in average incomes. Cross-country evidence provides relatively little guidance as to the policies and institutions that promote these other sources of pro-poor growth.Health Monitoring&Evaluation,Public Health Promotion,Poverty Reduction Strategies,Economic Conditions and Volatility,Services&Transfers to Poor,Achieving Shared Growth,Inequality,Governance Indicators,Economic Conditions and Volatility,Health Monitoring&Evaluation
Pro-Positions and higher education
higher education topics in the journal and its different approaches in articles it has published since
its creation. This analysis is based on a search for articles, identification of authors and contents in
the physical and digital archives of the journal from March 1990 to April 2017, and a dialog the
author tried to establish between this material and the field production of studies and research on
higher education in this period. The main results of this analysis include the journal’s
contemporaneity in an emerging research field in Brazil and its effort to address disciplinary diversity
and theoretical perspectives in higher education themes in the study perio

Law student attitudes towards pro bono and voluntary work: The experience at Northumbria University
This study considers whether participation in pro bono legal work during a programme of academic study at Northumbria University increases the likelihood of future participation in pro bono activity amongst law students. This was a quantitative study in which an online survey, measuring altruistic attitudes, was sent to students enrolled on the M Law Exempting degree programme at Northumbria University. The author analysed the data by comparing the attitudes of those students who had engaged in pro bono activity during the fourth year of the programme against those students who had yet to engage in pro bono activity, being those students in Years 1, 2 and 3 of the programme. The data suggests that whilst the students value engagement in pro bono activity, this is principally due to the personal benefits which they gain. In particular, respondents reported improvement in legal skills and enhanced employability as a consequence of participation in pro bono work. The data indicates that there is an increased awareness of social and economic issues whilst engaged in pro bono work but this does not translate into a desire to continue pro bono work after graduation. It was therefore concluded that participation in pro bono work during the course of academic study does not increase the likelihood of future participation in pro bono activity following graduation
