Perspectives on the Future of Public Private Partnership in the UK

    No full text
During the past two decades the UK has played a leading position in the development and application of Public Private Partnership (PPP) based infrastructure procurement through its Private Finance Initiative model. This model had been developed during the last years of the Major Government and expanded during the early years of the Blair Government. The banking and economic crisis of 2007-09 has created major challenges to the use of PPP in the UK, making the sustainability of past levels of PPP investment and the future direction of PPP based infrastructure procurement in that country uncertain. This chapter summarises key developments in UK PPP up to the crisis; reviews the economic issues that have led up to the crisis; discusses the immediate impact of the crisis on the UK PFI and PPP market together with the transition arrangements that were put into to place by the Brown government; and, lastly, looks at recent initiatives taken by Cameron’s Conservative-Liberal Coalition Government under the designation of Private Finance 2 (PF2)

The aim of this article is to investigate and explain how performativity, as defined by J.L. Austin and Judith Butler, can be viewed as an important element within the narrative framework of Lille Kung Mattias (Little King Mattias), as performed by Backa Theatre in Gothenburg, Sweden, during the 20092010 season. Lille Kung Mattias, directed by Mattias Andersson, is based on the novel Król Macius ́ Pierwszy (1923) by Polish author Janusz Korczak, and has been performed for children aged 11 upwards. I explore how class, age and gender are »made« (and also fail to be made) performatively, and show how being a king is revealed as a performative act precisely then, when Mattias receives all the attire and the title but doesn’t move or talk like an adult king. Thus he fails to fulfil expectations. But thereafter, in terms that Butler uses, Mattias pushes the borders of what a king can be and do by iteratively »making« a new kind of king. In the end, the audience also change their behaviour by becoming an active part of the performance

Käesoleva bakalaureusetöö eesmärgiks oli analüüsida OÜ Mattias Cafe kuluarvestuse olemust ja teha ettepanekuid ettevõtte kuluarvestuse täiustamiseks. Tulenevalt eesmärgist on käesolevas bakalaureusetöös täidetud järgmisi uurimisülesandeid: • Anda ülevaade kuluarvestuse teoreetilistest alustest • Anda ülevaade OÜ Mattias Cafe majandustegevusest • Iseloomustada ja analüüsida OÜ Mattas Cafe kuluarvestust. • Teha ettepanekuid OÜ Mattias Cafe kuluarvestuse täiustamiseks Bakalaureusetöö koosneb kahest peatükist. Töö esimeses peatükis on käsitletud kuluarvestuse teoreetilisi aluseid. Bakalaureusetöö teine peatükk sisaldab OÜ Mattias Cafe tutvustust, ülevaadet ettevõttes toimuvast kuluarvestusest ja kuluarvestuse täiustamistest OÜ Mattias Cafes, kus on töö autor teinud ettepanekuid ettevõtte kuluarvestuse täiustamise võimalustest. Ettevõte OÜ Mattias Cafe alustas oma tegevust 2005. aasta detsembris, avades Tartu linnas kohvik-restorani nimega Werner. Ettevõtte põhitegevusalaks oli toitlustamine. Praeguseks on sellest välja kujunenud Cafe-lounge Werner, mis koondab endasse järgmised kulukohad: kohviku, restorani, cateringi ja kondiitri. Ettevõttes töötab hetkel 47 inimest. Konkreetset kaasaegset kuluarvestussüsteemi OÜ Mattias Cafes tegelikult ei eksisteerigi. Kui vaadelda bakalaureusetöö peatükis 1. toodud kolme peamist funktsiooni, mida kulude arvestamise süsteem peaks täitma, siis OÜ Mattias Cafe kulude arvestamist silmas pidades on autor seisukohal, et Kaplani ja Cooperi toodud kolmest funktsioonist täidab ettevõtte kuluarvestus ainult esimest funktsiooni. Ehk praeguse seisuga on võimalik selgelt hinnata vaid varusid. Isegi tööjõukulud jaotatakse juhtkonna poolt kinnitatud koenfitsientide alusel. OÜ Mattias Cafes on siiani praegune kulude arvestamise praktika toiminud, kuid seoses planeeritud tootmismahu märkimisväärse suurenemisega on vajadus kuluarvestuse täiustamise järele. Praegune kuluarvestus ei võimalda saada detailset infot juhtimisotsuste langetamiseks, kuna sisaldab suure osa kulude kaudset jaotamist toodanguühikule. Ettevõttes ei arvestata kulusid kulukohtade ehk allüksuste lõikes. Kulukohti on hetkel ettevõttes vaid üks- ettevõte tervikuna. OÜ Mattias Cafes on oluline määratleda kulukohad, kinnistada kulukohtade koodid, mis annab juhtkonnale võimaluse saada infot selle kohta, millistes ettevõtte konkreetsetes osades kulutused tekivad ja milliste kulukandjatega antud kulukohad on seotud. Töö autori arvates võiks OÜ Mattias Cafe kulukohtadeks olla kohvik, restoran, pagar-kondiitri osakond, catering ja kontor. Kulukohtade arvestuse jaoks tuleb ettevõttes kasutusel olevas kontoplaanis muudatusi teha. The purpose of this study is to analyze the essence of OÜ Mattias Café cost accounting and make proposals for improvements of company’s cost accounting. Polaritonic nonlocality in light-matter interaction

    No full text
Sub-wavelength electromagnetic field localization has been central in photonic research in the last decade, allowing to enhance sensing capabilities as well as increasing the coupling between photons and material excitations. The strong and ultrastrong light-matter coupling regime in the THz range with split-ring resonators coupled to magnetoplasmons has been widely investigated, achieving successive world-records for the largest light-matter coupling ever achieved Ever shrinking resonators have allowed to approach the regime of few electrons strong coupling, in which single-dipole properties can be modified by the vacuum field. Here we demonstrate, theoretically and experimentally, the existence of a limit to the possibility of arbitrarily increasing electromagnetic confinement in polaritonic systems. Strongly sub-wavelength fields can excite a continuum of high-momenta propagative magnetoplasmons. This leads to peculiar nonlocal polaritonic effects, as certain polaritonic features disappear and the system enters in the regime of discrete-to-continuum strong coupling<br/

An engineered planar plasmonic reflector for polaritonic mode confinement

    No full text
It was recently demonstrated that, in deep subwavelength gap resonators coupled to two-dimensional electron gases, propagating plasmons can lead to energy leakage and prevent the formation of polaritonic resonances. This process, akin to Landau damping, limits the achievable field confinement and thus the value of light-matter coupling strength. In this work, we show how plasmonic reflectors can be used to create an artificial energy stopband in the plasmon dispersion, confining them and enabling the recovery of the polaritonic resonances. Using this approach we demonstrate a normalized light-matter coupling ratio of ΩR/ω0 = 0.36 employing a single doped quantum well with a resonator's gap size of 250 nm equivalent to λ/3000 in vacuum, a geometry in which the polaritonic resonances would not be observable in the absence of the plasmonic reflectors

Author: Mattias Olsson Title: “I think the time was right” A study of the decision making behind the needle exchange programme Supervisor: Eva-Malin Antoniusson Assessor: Mats Hilte The aim of this Bachelor thesis is to highlight the decision making process of the Scanian politicians regarding the local needle-exchange programme by using Kingdons agenda-setting theory. It is based upon interviews with five Scanian politicians. I have come to the conclusion that the HIV-epidemic was the one thing that enabled the making of the first programmes. The social services and doctors specialized in drug abuse were the two groups with the most influence on the political decision making

Hyperuniformity and Hyperfluctuations for Random Measures on Euclidean and Non-Euclidean spaces

In this thesis we study fluctuations of generic random point configurations in Euclidean and symmetric curved geometries. Mathematically, such configurations are interpreted as isometrically invariant point processes, and fluctuations are recorded by the variance of the number of points in a centered ball, the number variance. Hyperuniformity and hyperfluctuation of such configurations in the sense of Stillinger-Torquato is characterized in terms of large-scale asymptotics of the number variance in relation to that of an ideal gas, and equivalently by small-scale asymptotics of the Bartlett spectral measure in the diffraction picture. Appended to the Thesis are three papers: In Paper I we provide lower asymptotic bounds for number variances of isometrically invariant random measures in Euclidean and hyperbolic spaces, generalizing a result by Beck. In particular, we find that geometric hyperuniformity fails for every isometrically invariant random measure on hyperbolic space. In contrast to this, we define a notion of spectral hyperuniformity which is satisfied by certain invariant random lattice configura- tions. In Paper II we establish similar lower asymptotic bounds for number variances of automorphism invariant point processes in regular trees. The main result is that these lower bounds are not uniform for the invariant random lattice configurations defined by the fundamental groups of complete regular graphs and the Petersen graph. We also provide a criterion for when these lower bounds are uniform in terms of certain rational peaks appearing in the diffraction picture. In Paper III we prove the existence and uniqueness of Bartlett spectral measures for invariant random measures on a large class of non-compact commutative spaces, which includes those in Papers I and II. For higher rank symmetric spaces governed by simple Lie groups, we prove that there is a power strictly less than 2 of the volume of balls that asymptotically bounds the number variance of any invariant random measure from above. Moreover, we derive Bartlett spectral measures for invariant determinantal point processes on commutative spaces and define a notion of heat kernel hyperuniformity on Euclidean and hyperbolic spaces that is equivalent to spectral hyperuniformity
