Democratic backsliding and public administration : how populists in government transform state bureaucracies

    No full text
Based on a conference held at the European Univeristy Institute in 2019.Liberal democracy is at risk. Its hallmark institutions – political pluralism, separation of powers, and rule of law—are coming under pressure, as authoritarian sentiment is growing around the globe. While liberal-democratic backsliding features prominently in social science scholarship, especially the branches concerned with political parties and political behavior, public administration research lags behind. However, without considering illiberal approaches towards the executive, efforts of actual and aspiring authoritarians remain only partly understood. State bureaucracies are, after all, important instruments of power. This timely and important volume addresses the administrative implications of liberal-democratic backsliding. It studies public administrations as objects and subjects in the context of illiberal dynamics. For this purpose, the volume brings together an international group of scholars to analyze authoritarian tendencies in several countries. The contributions combine theoretical with empirical work, providing the first comparative perspective on an overlooked aspect of one of the most important contemporary political trends.Introduction: Populists, Democratic Backsliding, and Public Administration, Michael W. ion and Modelling of Management Agents Graeme S. Perrow, James W. Hong, Hanan L. Lutfiyya, and Michael A. Bauer Department of Computer Science University of Western Ontario {graeme,jwkhong,hanan,bauer}@csd.uwo.ca Abstract Management agents play an important role in distributed systems and network management. Agents are used to gather information, create, delete, and change the state of managed objects, and forward notifications of events from managed objects to managers. All management agents perform the same basic operations, yet there is no precise specification of the capabilities and architecture of generic management agents. As a result, developing management agents at present is difficult and time-consuming. This paper presents the design of a generic management agent and describes the architecture and service interface of such an agent. We also present an implementation of a management agent creation tool for automating the creation of management agents (CMIP, SNMP and other..

The economic and fiscal impacts of Hurricane Sandy in New Jersey, a macroeconomic analysis

    No full text
This report estimates the macroeconomic and fiscal impacts of Hurricane Sandy on the economy of New Jersey using the R/ECON™ forecasting model of the state’s economy. The model consists of more than 250 quarterly time-series equations and 30 employment sectors. The analysis takes into account both the economic losses resulting from the hurricane and the offsetting positive economic impacts associated with recovery and reconstruction spending in the months and years following the storm. However, the estimates of impacts depend upon the restoration expenditures actually being made. If the funds for these restoration and recovery expenditures are not made available, the offsetting positive impacts to the economy will not occur and the New Jersey economy will be significantly damaged. See Section 3 for estimates of the negative impacts if restoration expenditures are not made. This report was published as Issue Paper Number 34, January 2013, in Rutgers Regional Report
