4 Years of EU Cookie Law: Results and Lessons Learned
Full text linkPersonalized advertisement has changed the web. It lets websites monetize the content they offer. The downside is the continuous collection of personal information with significant threats to personal privacy. In 2002, the European Union (EU) introduced a first set of regulations on the use of online tracking technologies. It aimed, among other things, to make online tracking mechanisms explicit to increase privacy aware- ness among users.
Amended in 2009, the EU Directive mandates websites to ask for informed consent before using any kind of profiling technology, e.g., cookies. Since 2013, the ePrivacy Directive became mandatory, and each EU Member State transposed it in national legislation. Since then, most of European websites embed a “Cookie Bar”, the most visible effect of the regulation.
In this paper, we run a large-scale measurement campaign to check the current implementation status of the EU cookie directive. For this, we use CookieCheck, a simple tool to automatically verify legislation violations. Results depict a shady picture: 49 % of websites do not respect the Directive and install profiling cookies before any user’s consent is given.
Beside presenting a detailed picture, this paper casts lights on the difficulty of legislator attempts to regulate the troubled marriage between ad-supported web services and their users. In this picture, online privacy seems to be continuously at stake, and it is hard to reach transparency
Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. The Design of GDPR-Abiding Drones Through Flight Operation Maps: A Win–Win Approach to Data Protection, Aerospace Engineering, and Risk Management
Full text linkRisk management is a well-known method to face technological challenges through a win–win combination of protective and proactive approaches, fostering the collaboration of operators, researchers, regulators, and industries for the exploitation of new markets. In the field of autonomous and unmanned aerial systems, or UAS, a considerable amount of work has been devoted to risk analysis, the generation of ground risk maps, and ground risk assessment by estimating the fatality rate. The paper aims to expand this approach with a tool for managing data protection risks raised by drones through the design of flight maps. The tool should allow UAS operators choosing the best air corridor for their drones based on the so-called privacy by design principle pursuant to Article 25 of the EU data protection regulation, the GDPR. Among the manifold applications of this approach, the design of fly zones for drones can be tailored for public authorities in the phase of authorization of new operations, much as for national Data Protection authorities that have to control the lawfulness of personal data processing by UAS operations. The overall aim is to present the first win–win approach to data protection issues, aerospace engineering challenges, and risk management methods for the threats posed by this technology
