    Thesis(Master) --KDI School:Master of Public Management,2016As nations of the world have gradually opened their borders for trade and investment, FDI is increasingly becoming an impeccable engine for economic growth and development for developed, emerging market economies as well as developing countries such as Zimbabwe. In light of this fast paced global economy which has become a borderless society, a nation’s comparative advantage is no longer only confined to God given natural resources, but also to knowledge advantage. Today’s dynamic world calls for strategic agility, implying that there is need for a competitive, nimble and agile IPA team to beat competition. More importantly, FDI is vital to the host country since it brings technological and managerial know-how to the recipient country. Furthermore, it brings fresh capital and liquidity into the host economy. The issue of liquidity is of fundamental importance in dollarized economies such as Zimbabwe whose economy thrives on a basket of multiple currencies dominated by the US dollar. The fresh capital is used to increase economic production and create employment for the host populace as well as generating revenue for government. In addition, FDI capital also “crowds in” domestic investors through creating forward and backward linkages in the host economy. However, the flow of FDI across borders happens in a global FDI market characterized by “cut throat” competition, in which nations fiercely compete amongst one another for FDI capital. To assess Zimbabwe’s performance in attracting FDI for her economic development, this research has benchmarked Zimbabwe’s performance against that of its neighbors Zambia and Mozambique, against that of two global FDI attracting success stories – South Korea in Asia and Ireland in Europe as well as against the world average performance for the twenty five (25) year period 1990 – 2014. Regression analysis of FDI inflows data for the twenty five (25) year period 1990 – 2014 and individual country policy analysis revealed that Zimbabwe, Zambia, Mozambique, South Korea and Ireland attract approximately 3%, 20%, 40%, 136% and 300% of mean world FDI inflows, respectively. Individual country policy analysis and primary data also revealed the following as factors impeding FDI capital inflows to Zimbabwe – economic sanctions, macro-economic policy inconsistency, unfavorable ease of doing business and economic freedom indicators as well as lack of robust FDI marketing and promotion policies.     The author analyses problems of disease, dying, and death addressed in a play by Margaret Edson entitled Wit. Special attention is paid to the structure of meta-theatre and the function of wit in the play. The author investigates limitations of reason in the approach adopted by the doctors who take care of Vivian Bearing, and who subject her to an excruciating experiment in order to achieve a potential research success. She also discusses the protagonist’s attitude to literary works, dealing with her own disease, to other people and to God. This offers an opportunity to ruminate on the exact meaning of irretrievable loss involved in suffering. She also concentrates on the attitude of the nurse who – thanks to her emotional intelligence and empathy – accompanies Vivian on her way to death

    Sustainable Frameworks of Public-Private-Partnerships in Zimbabwe: A Holistic, Sector-Wide Review

    In the wake of increasing calls for open governments amid declining external and domestic financial support, Public-Private Partnerships (PPPs) are emerging as viable models of financing infrastructural development and service delivery across the globe. The main goal of this study is to present a holistic, sector-wide review of the genesis, etymology, forms, impact and constraints in the implementation of PPPs in Zimbabwe. In Zimbabwe, the case of PPPs is particularly imperative in view of the recent change in political leadership. The study answered the questions: What measures are being taken to attract-in PPPs? What are the constraining factors? What should be done to mainstream PPP best practices towards increasing private participation towards investment in Zimbabwe? Through desk-research and key informant interviews, the study found that PPPs assist in: sourcing finance, risk management, improving efficiency through technology, employment creation and reduction due to technology. Among its key recommendations are: the revamping of the legislative framework, harnessing the demographic dividend, roll-out PPPs in-basket training workshops, formulate policy documents on PPPs, incentives for risk, ensure community participation through roping-in the traditional leaders as well as systemizing policy consistency and predictability to build investor confidence as framework for sustainable implementation of PPPs in the new dispensation

    Exploring the Genesis, Nature, Etymology and Efficacy of Austerity Policies: Drawing Lessons for Austerity Policy Initiatives in Africa

    This article presents a diagnosis of the concept of austerity and its evolution as a policy tool in public affairs in a bid to sniff out sustainable factors for the implementation of austerity policies in Africa and beyond. To this end, experiences in Greece, the three European Baltics, Portugal, Italy, Argentina and Spain were reviewed to draw lessons for Zimbabwe and Africa in general. The term austerity, whose intellectual roots lie in neo-classical school of economics, denotes economy, frugality, thriftiness, stinginess, prudence in the use of resources by an individual, corporate or nation. Austerity becomes a national policy where governments create restrictive and difficult economic conditions in order to revive economies in crises by cutting public expenditure, debt and deficits. In recent years, austerity policies have become the dominant global wisdom for solving economic and fiscal stress. Cuts in social welfare budgetary allocations, cuts and freezing of posts in the public service and state enterprises—generally characterise countries under austerity policies. For austerity policies to be effective, the article proposes an interplay of factors such as strong political will, buy-in and ownership of the policy by business, labour and civic society; bailouts to support the reform; strong regulatory frameworks for the supervision and surveillance of the banking and financial services sector towards market stability; institutional policy consistency and coherence, and embedded institutional fiscal discipline, among others
