    The emigration poetry of Irina Odoyevtseva

    Irina Odoyevtseva in 1918 moved to Petrograd and she joined the Second Guild of Poets, was tutored by Nikolai Gumilyov and become his favourite student. In 1923 Odoevtseva with her husband Georgy Ivanov emigrated to Paris.     Shifting responsibility for social services as enterprises privatize in Belarus

    In Belarus, divestiture of social assets, a misnomer for fringe benefits that comprise a part of wages, is needed to transform enterprises so they can function appropriately in a market economy. Maintaining supply of these services after enterprise divestiture is an important public policy problem in transition economies. These fringe benefits, issued mainly in the form of housing and kindergarten services, were cut by at least two-thirds as a proportion of employee remuneration between 1994 and 1995 because of the economic downturn. This report debates whether most of these fringe benefits should continue to be subsidized or receive preferential tax treatment. A strong case is made for some government funding of the public health and kindergarten services, and public utility and housing services divested by enterprises. The reasons for assigning services such as education and health to local governments is debated and financing arrangements such as revenue sharing are examined. Among the problems cited with the latter are interregional imbalances caused by unequal resources distribution, tax breaks given to agriculture which has reduced payments to rural local governments, the absence of close links between beneficiaries and payers justifying extrabudgetary funding, and inadequate subnational government taxation raising insignificant amounts of revenue. This thesis contains detailed information about linear regression especially about the mean least squares method. The theoretical part is divided into two parts: general theoretical introduction of the first part explains parameters, abilities and usage of mean least squares method; several algorithms for numerical solving of linear equation systems. Three ordinally used statistical softwares are described in the last part of the diploma thesis: MatLab, software R, SPSS. These softwares were chosen to represent the whole spectrum of all existed statistical programs. Pētījuma teorētiskā daļa balstās uz Ļ. Vigotska, D. Dzinteres, E. Černovas, A. Vorobjova, I. Puškareva, R. Bošas, V. Suhomlinska, G. Svences, A. :Sponas, V. Krutiecka, T. Likonas, S. Gailumas atziņām. Teorētiskajā daļā tika analizēta pedagoģiskā metodika un psiholoģiskā literatūra par bērna kaprīzēm. Pētījuma praktiskajā darba daļā aprakstītas izmantotās metodes un pētījuma organizācija. Veikta rakstiska aptauja skolotājiem un vecākiem, pedagoģiskā novērošana, testu metode. Pētījuma rezultāti tika matemātiski apstrādāti, izanalizēti un izdarīts secinājums: 3-4 gadus veciem bērniem pirmsskolā kaprīzes vieglāk novērst izmantojot speciālos paņēmienus un pedagoģiskās metodes.     Modern democratic governance occurs only rarely via traditional Weberian hierarchies or pure ‘markets’. Rather, public policies are made via some kind of hybrid arrangement involving a range of different actors, including some representing private or non-governmental institutions. The concept of policy networks - clusters of actors, each with an interest, or ‘stake’ in a given policy sector and the capacity to help determine policy success or failure - has been developed and refined as a way to try to describe, explain and predict the outcomes of policy-making via such hybrid arrangements. Governance by policy network is rife at the level of the European Union because it is such a highly differentiated polity which is dominated (in important ways) by experts and highly dependent on ‘government by committee’. Research on EU policy networks has produced useful results but we remain some distance away from an agreed, plausible ‘theory’ of policy networks

    The shorthand diary of Anna G. Dostoevskaya, the writer's wife, comprises her notes on the creative and family life of the couple in 1867-68 during their stay in Europe. Scholars of Dostoevsky have looked at the diary of his wife as a source of biographic data, with little to no attention paid to its value as a literary text. In this article, we aim to analyse Anna Dostoevskaya's shorthand diary as a piece of literature, with a special emphasis on the history of its writing and publication, as well as on the diary's genre implications, structure, spatial and temporary features, its author and the main protagonist. This diary was the first in Russia to be written by the wife of a famous author. Since the diary was never intended for print, it was written in a very frank manner. Our conclusion is that Anna Dostoevskaya was the originator of the genre of personal shorthand diary

    Family altruism and incentives

    The author builds on the altruistic model of the family, to explore the strategic interaction between altruistic parents, and selfish children, when children's efforts are endogenous. If there is uncertainty about the amount of income the children will realize, and if parents have imperfect information, the children have an incentive to exert little effort, and to rely on their parent's altruistically motivated transfers. Because of this, parents face a tradeoff between the insurance that bequests implicitly provide their children, and the disincentive to work prompted by their altruism. The author shows that if parents can credibly commit to a pattern of transfers, they will choose not to compensate children in bad outcomes, as much as predicted by the standard (no uncertainty, no asymmetric information) dynastic model of the family. Alternatively, parents may choose to forgo any insurance, and offer a fixed level of bequest, to elicit greater effort from their children. The optimal transfers structure that the author derives, reconciles the predictions of the altruistic family model, with much of the existing evidence on inter-generational transfers, which suggests that parents compensate only partially, or not at all, for earnings differentials among their children.
