    Hari Pekerja tahun 2002 adalah hari yang penting bagi golongan pekerja dan kesatuan sekerja. 1 Mei 2002 adalah hari yang paling bahagia dan diraikan oleh golongan pekerja dan juga kesatuan sekerja dari seluruh dunia. Oleh itu, pihak majikan,kesatuan sekerja, para pekerja dan juga kerajaan perlu mengimbas kembali segala perkara yang berlaku dalam abad ke-20 yang Iepas. Abad ke-21 ini juga menandakan abad yang paling mencabar kepada kesatuan sekerja kerana beberapa fenomena baru berlaku seperti sindrom globalisasi, kepesatan syarikat multinasional, konsep fleksibiliti di tempat kerja, pekerja sambiIan, kesan teknologi (Balakrishnan 2001b; Ray Markey 2001, Balakrishnan dan Goodijk 2002 a), dan kemerosotan , keahlian kesatuan sekerja kebangsaan (Jackson 1991; Anil Verma 2002; Manfred Weiss 2002; Gatchalian 2000, Binghay 2002; Saini 1997) Semua isu ini perlu diambilkira oleh kesatuan sekerja dan golongan pekerja dalam menghadapi alaf ini. Oleh itu, perjuangan dan tanggungjawab kesatuan sekerja terhadap kebajikan pekerja amat berat sekali. Fokus perbincangan kertas kerja ini ialah membincangkan beberapa sindrom globalisasi melalui perkembangan syarikat multinasional dan kesannya terhadap kesatuan seketja kebangsaan. Beberapa kajian kes sama ada dari negara maju atau negara Dunia Ketiga akan diberi perhatian dalam kertas kerja ini

Oleh itu, skop penulisan dalam kertas kerja ini dibahagikan kepada tiga bahagian. Bahagian pertama akan membincangkan perdebatan dalam kajian empirik dan metodologikal terutamanya dalam kajian sains sosial. Dalam bahagian ini, penyelidik akan menumpukan perdebatan dalam kajian sains sosial, bukannya sains tulen. Pengalaman penyelidik sebelum dan semasa membuat kajian doktor falsafah (Doctor of Philosophy-PhD) akan diberi perhatian dalam bahagian kedua. Tumpuan dalam bahagian ini ialah bagaimana peralihan penyelidik yang pada mulanya dipengaruhi dengan paradigma positivist dan akhirnya menghargai paradigma non-positivist semasa beliau berada di University of Wollongong, Australia.     Analysing the relationship between unions and joint consultation committee: case studies of Malaysian and Indonesian postal industries

    There has been a considerable degree of interest in the notion of joint consultation committee (JCC). In this paper, we examine process of JCC in Malaysian and Indonesian postal industries. The research focused on the implementation of JCC as a form of employee participation, followed by an evaluation of the model that best explained the practices in the postal industries. Both analysis were based on the work of Marchington (19921994). Research findings indicate the adjunct model best explains the practices of JCC, whereas both JCC and collective bargaining (CB) have an integrative relationship for the beneficial of management and employees

    Malaysian industrial relations (IR) were commented by both foreign and local researchers in the literature (Bahari, 1989, Arudsothy, 1990, Arudsothy and Littler, 1993, Jomo and Todd, 1994, Kuruvilla, 1996, Bhopal and Todd, 2000, Ramasamy, 2000, Todd and Peetz, 2001, Ayadurai, Yahaya and Zainuddin, 2002, Bhopal and Rowley, 2002, Suhanah, 2002, Mellahi and Wood, 2004, Parasuraman, 2004, Todd, Lansbury and Davis, 2004). Many of them commonly agreed that the role of the state on industrial relations policies is rather repressive to the union and favour employers. Therefore, in this paper the author will use Sharma’s (1996) theoretical model on the extent of industrialisation and patterns of IR (1996:26) to analyse the emerging pattern of IR in Malaysia. The paper argues that currently the pattern of IR in Malaysia is rather conflictual than concession accommodating even though Malaysia is already in the advanced level of a semi-industrialised country and is to be considered as newly industrialised country (NICs) such as Taiwan, Singapore, and Korea very soon. Regarding labour policies, it strikes that some labour laws that have their origin in colonial and the post-colonial governments are applied up to the present day. This paper is divided into four parts. In the first part the theoretical model of Sharma on the extent of industrialisation and the patterns of IR will be presented. Second, the economic development of Malaysia will be highlighted briefly. Third, the issues on economic development and IR policies in Malaysia are discussed. Fourth, Malaysian IR policies are examined on the basis of Sharma’s model, which was explained in Section One. The paper will conclude with the emerging pattern of IR in Malaysia

    Communication and consultation in Malaysia: Impact of the 1975 Code of Conduct

    Employee participation through communication and consultation was one of the intended outcomes of the Code of Conduct for Industrial Harmony 1975 in Malaysia (hereafter referred as the 'Code'). The Code is subdivided into sections on employment policy, training, payment policy, redundancy and retrenchment, collective bargaining and collective agreements, procedures for resolving disputes, procedures for disciplinary action, and communication and consultation. Since 1975 there has been no examination of whether or not the communication and consultation section of the Code has been effective in promoting employee participation in the Malaysian workplace. Government, employers and unions appear to be interpreting the Code in differing ways. This research investigates the issues pertaining to the Code and employee participation in Malaysia from the perspective of employers, union and the government

    In this article the author provides an overview and a retrospective analysis of his over three-decade-long academic career and the evolution of his research during the course of that career. Within the broad overview and analysis of his career, he singles out and elaborates on his fifteen-year collaborative research on service quality (with colleagues Valarie Zeithaml and Len Berry), in order to illustrate the nature of a programmatic research stream on an important topic and the significant impact that such a research stream can have on a discipline’s knowledge base and practice. The author also derives a number of personal lessons from his reflections about his career and research, and discusses the implications of those lessons for researchers. He concludes the article with some general observations and recommendations about making significant contributions to a field

    Qualitative case study research: a research project on employee participation in the Malaysian private sector

    Employee participation is one of the important fields in industrial relations. Research on employee participation in Malaysia is usually conducted through large-scale surveys and quasi-experiments and only focuses on the public sector. Therefore, this research instead uses a qualitative case study approach in investigating employee participation practices in private sector companies in Malaysia. This paper discusses aspects of the methodology of case study research and qualitative data collection and the theory and arguments affecting the choice of research and data gathering strategy in this research. Concludes that carrying out qualitative case study research, in the author's experience, is first and foremost a matter of learning by doing
