The tale of the Philaeni brothers in Sall. Iug. 79 not only brings the description of the war to a halt, it also pleases the reader. Moreover, it is used by the author as a reflection point, when it comes to Marius appealing to his audience only six chapters after the digression. Marius’ concept of virtus as well as that of Sallust himself as shown in the prooemium is illustrated by the heroic feat of the two Carthaginians who give their life for their people.

Grid-based virtual laboratory experiments for a graduate course on sensor networks

    No full text
This paper presents the pedagogical and technical challenges the authors faced in developing a distributed laboratory for the execution of virtual scientific experiments (VSEs) superimposed on a Grid infrastructure, for a course on sensor networks that is part of the Master's in Information Networking (MSIN) program jointly offered by Carnegie Mellon University (CMU), USA and Athens Information Technology (AIT), Athens, Greece. The MSIN program utilizes virtual classroom technologies because of its strong distance learning component. Courses taught by CMU faculty are attended in real-time by students in Athens, Greece, via video-wall teleconferencing sessions. Vice versa, visiting CMU faculty to AIT teach classes that are attended by students at CMU. Students in both institutions enjoy full interactivity with their classmates on the other side of the Atlantic Ocean. A distributed shared virtual laboratory is needed for many of the more empirical courses. This paper describes the challenges and issues the authors faced in developing such a lab

During the 2003 rainy season, the clinical and serologic incidence of Rift Valley fever was assessed in small ruminant herds living around temporary ponds located in the semi-arid region of the Ferlo, Senegal. No outbreak was detected by the surveillance system. Serologic incidence was estimated at 2.9% (95% confidence interval 1.0-8.7) and occurred in 5 of 7 ponds with large variations in the observed incidence rate (0%-20.3%). The location of ponds in the Ferlo Valley and small ponds were correlated with higher serologic incidence (p = 0.0005 and p = 0.005, respectively). Rift Valley fever surveillance should be improved to allow early detection of virus activity. Ruminant vaccination programs should be prepared to confront the foreseeable higher risks for future epidemics of this disease

Estimating the Value of Human Capital within the World Bank Wealth Accounting Framework

    No full text
The purpose of this paper is to come up with an estimate for the value of human capital with the World Bank wealth accounting framework for the Latin American and Caribbean Region. The proposed approach draws connections between wealth accounting and the development accounting literature that explores the effects of education and health on human capital, building on previous work by Arrow and coauthors (2012), UNU-IHDP and UNEP (2012), Farreira and Hamilton (2010), Weil (2007), and others. The approach is extended to value the loss of human capital due to air pollution and lack of access to clean water and sanitation. The wealth accounting framework is underpinned by the notion that total wealth is equal to the present value of current and future consumption in a competitive economy with constant returns to scale. The author uses a series of calculations representing the framework for and methodology of his framework. Later in this paper the author breaks down the variables in determining the value of human capital into the following categories: schooling, wages, returns to education, returns to health, survival rate, time period, social discount rate, and volatility. Each variable is accompanied by an explanation of its relevance to the equation. The results are quantified in a series of tables paying attention to each individual variable including comparisons to like studies over different time periods with previously collected data to show emphasis

The book "Überlebenskunst in Übergangswelten" [The Art of Surviving in Transitional Worlds] is the first of two recent publications from the Ethnological-Psychological Centre in Zurich. The branch of the Asylum-Organisation of the Canton Zurich offers people who have fled their home country and who are now suffering from psychological crisis, inpatient or in-house or ambulatory treatment. The refugees physically escaped war, torture and/or imprisonment. However, they are unable to master the difficult process of migration and gradual arrival integration into the new, cultural and social contexts in Switzerland. As a result they have psychological problems, which make it impossible for them to live a "normal" everyday life. In three houses of the Centre, the so-called Foyers, they can find potential help. The migrants meet with a team of five ethno-psychologists, which uses ethnological and psychological approaches in order to understand the newcomers' problems. Within their work, the professionals of the Centre have developed a theoretical and methodological repertoire, which is of model-character not only within Switzerland but also for other countries. David SIGNER focuses in his article on characteristic conflicts and patterns of interaction in everyday life in the Foyers. The author emphasises the need to be open for all sorts of perception and communication. Furthermore, he sheds light on the various "pitfalls" in trying to create interaction. Elena WERTLI's text concentrates on refugees suffering from suicidal crisis. She explicates that a continued dialog is sometimes of more help for people in extreme psychological situations than a fast intervention. Daniel STUTZ' approach towards the problems of a Kurdish family is to first reconstruct the latter's individual life histories. The method enables him to explain the ongoing physical problems and the family's growing fear to get infected by bacteria as an expression of the couple's fear of anything that is "foreign" as well of their problems in getting used to the new social and cultural context. Heidi SCHÄR SALL discusses the Centre's method to institutionalise "transitional space" within its work. She describes the "heart" of the theoretical as well as methodological repertoire of the Foyers. The author also places emphasis on the problems of all forms of "culturalising" the migrants' behavioral standards. Moreover, Heidi SCHÄR SALL uses cultural characteristics that are within the norm- and value system of refugees. She hence romantisizes as well as "exoticises" the "Other". Finally, Dorothée NINCK GBEASSOR draws attention to the difficulties of children within exiled families where at least one family member suffers psychological problems. The text impresses by the author's sensitive analysis of the difficulties to intervene. Still, Dorothée NINCK GBEASSOR follows a rather "ethnisising" approach in her interpretation, e.g. allocating a "Roma Identity" in order to explain the behaviour of a family from Ex-Yugoslavia.
