The author on the basis of archival materials presents and analyzes a concrete example - two appeals, the first to the Bucharest authorities through the newspaper "Romany Libera", and the second on the occasion of the obituary dedicated to the historian Alexander Gonts. This is a convincing evidence of the personality of a man who was distinguished by courage and perseverance, such as Alexandru Boldur

RENEWABLE ENERGY EMERGENCE– OPPORTUNITIES FOR A RESILIENT WORKFORCE IN ROMANIA
Get PDFIn the last 20 years, two obvious changes that were faced by the Romanian labour market are the decline of industries demanding large energy consuming leaving tens of thousands of unemployed, but also the emergence of both new energy effective industries and renewable energy (RE) facilities which create jobs and collateral services. Adapting an internationally established methodology, our study estimates the sum of positive employment due to investments in renewable energy (gross new jobs). The jobs are less identified at manufacturing phase of the facilities (as they are usually made abroad) and more in construction, operating and maintenance phases. Using the available data on installed capacities distribution and generated energy from renewable sources, we try to assess the spatial differences in potential gross jobs creation. The purpose of this analysis is to highlight the areas were innovation by promoting renewable energy, but also reconversion of disposable active population by education and training could represent an engine towards a resilient labour market, economic development and a clean environment

Post-communist spatial restructuring in Bacau municipality (Romania)
Get PDFIn the last two decades the Romanian urban space faced major dimensional, structural and functional transformations. Our paper proposes the evaluation of urban dynamics in Bacău municipality analysing the overall territorial evolution and the changes of urban function by two opposite and complementary tendencies which fundamentally marked the habitation pattern. On the one hand we refer to the modification in urban form considering the extension of built-up area – often tentacular and without suitable regulations– by sprawl and by adding or captiously urbanising rural neighbour localities. On the other hand we have in mind the multiple phenomena linked to the restructuring and sometimes the dissolution suffered by the constructed area and which results into a heterogenous urban mosaic composed by adding or demolishing buildings or by changing the land use which is reflected in population and buildings densities and in the manifestation of urban flows. Finally, we intend to make a statement on the manner in which there has been or not a changing in the pattern of urban habitation in the post-communist period, taking into consideration the divergent effects of periurbanization, urban sprawl or the restructuring/dissolution of urban space of Bacau municipality.

His colleague, the Orthodox Bishop Andrei Şaguna, is the better known Transylvanian Romanian leader in this story, but Sterca-Şuluţiu made a unique contribution through his combative style that reflects his social origin as a member of the minor nobility of Transylvania's western mountain region

ABOUT OTHER KIND OF PRODUCTIVITY AND GROWTH (HOMO-SAPIENS TO HOMO-OECONOMICUS)
Get PDFPart of a larger research, this paper ranges among the matter of ideas confrontation concerning the causes of the economic crises and those keys to be passed. Paper aims at finding and praising the defining elements of our economy, in the purpose of better understanding the nowadays crisis, and at presenting certain conceptually different approaches. In this purpose, analytical presentations are focussed on the specific realities of the economic life that are in position in the last centuries, which are considered to be favouring the arriving to the critical states in the last years and to be promoting those maintaining, or which allow explaining certain effects and tendencies. The approach is made from the angle of the nature of the productivity that is had in view and highlighted in the market regulating mechanisms, and of the due growth. The paper is grounded on important analysis on the matter (including anterior researches of the author), but their dimensions does not allow their presentation in the abstract. Analysis starts from interpreting the very nowadays crisis, from different sites concerning the core (general) causes, by correlating with certain features of the industrialized consuming society. More recent references are made in the literature on the matter. Modern western economy is defined from the angle of focussing on material-quantitative productivity and growth. Analysis tries to explain certain effects concerning this kind of focus. Interesting effects and tendencies are noticed, that miss to the traditional approaches. Further on an opposed theoretic model is discussed. This is built and developed inside the service economy (on the case of two conceptually similar approaches, came from two different sources of economic thought in the field; original contributions of the author are involved). Adequately to the knowledge society, this last one is considered more favourable for homo sapiens, at least once the visible effects of the last two hundred years model are revealed, which are dominated by homo oeconomicus. This reference model being set up, a short foray is intuitively made in the perspectives of humanity on long run and on very long time, in the supposed maintain of the present economic model. In all those presentations and analyses, connections are made with other papers on the matter, in the purpose of more profound study. The conclusions concern the practical possibility of the model opposed to the industrialist economic crisis. The details highlighted from the analysis of the conceptual comparison between models and prospections bring, in the final, at proposing solutions, grounded on fundamental requirements on the line of humanityâ€(tm)s values, with didactic addressing to the young generation. Backyard burning of household waste in rural areas. Environmental impact with focus on air pollution.
Get PDFInternational audienceThe paper examines the environmental threats associated with the burning of household waste in open piles across rural communities with a focus on Neamt County (Romania) as a case study of uncontrolled waste disposal practice. This option derived from the lack of efficient municipal waste collection schemes, and on the other hand, it is a traditional disposal route for agricultural wastes besides open dumping on the surroundings. This study estimates the potential amounts of household waste uncollected by formal waste management services to be burnt by rural communities related to regional waste management features and how such bad practice interacts with geographical conditions. The paper performs a quantitative analysis of waste indicators and makes estimations on consequent environmental impact focusing on inventorying air pollutants. The spatial analysis provides an appropriate cartographic representation of the analyzed phenomenon. The conclusions converge towards two main ideas: 1) open burning of mixed household waste could be a significant air pollution source at the local scale, and 2) better rural waste management practices are needed to be implemented in the study area to mitigate environmental and public health threats
DELINEATING CATCHMENT AREAS FOR THE EASTERN EUROPEAN AIRPORTS IN 2010
Get PDFThis paper investigates the relation between the LAU2 centroids of selected countries in Eastern Europe and the closest airports, in terms of contribution to the construction of the theoretical catchment areas for these air nodes. Using time distances calculated in the road network and demographic mass of 2010, the methodology we propose is a reproductible guideline for the estimation of the relation between different geographical objects that match on an administrative geometry, at local level. Taking a conceptual distance to notions such as spatial accessibility or potential of interaction, we delineated the catchment areas based on the relative demographic contribution of the LAU2 to the construction of the airports' territorial service areas. The main challenge we faced is not the complexity of the model, but the proper estimation of the time distances in the road network and the implementation of cumulated population functions that can be mapped, in order to decline our objective - the territorial catchment areas of the airports
