No full textThe extraordinary outcrop conditions provide a unique opportunity to study the geology and tectonics of the Oman Mountains, which record a geological history of more than 800 million years. We provide a summary of the geological evolution of the Oman Mountains
with the emphasis on the Jabal Akhdar and Saih Hatat domes. This Memoir comprises seven chapters. This first chapter summarizes the former studies and the tectonic framework. This is followed by a comprehensive description of all geological formations/rock units (Scharf et al.
2021a, Chapter 2, this Memoir) including the famous Semail Ophiolite, the fault and fold pattern (Scharf et al. 2021b, Chapter 3, this Memoir) and the overall structure (Scharf et al. 2021c, Chapter 4, this Memoir). Chapter 5 (Scharf et al. 2021d) explains the varied tectonic evolution of

No full textThis paper deals with the problem of detecting a signal, known only to lie on a line in a subspace, in the presence
of unknown noise, using multiple snapshots in the primary data. To account for uncertainties about a signal's signature, we assume that the steering vector belongs to a known linear subspace. Furthermore, we consider the partially homogeneous case, for which the covariance matrix of the primary and the secondary data have the same structure but possibly different levels. This provides an extension to the framework considered by Bose and Steinhardt. The natural invariances of the detection problem are studied, which leads to the derivation of the maximal invariant. Then, a detector is proposed that proceeds in two steps. First, assuming that the noise covariance matrix is known, the generalized-likelihood ratio test (GLRT) is formulated. Then, the noise covariance matrix is replaced by its sample estimate based on the secondary data to yield the final detector. The latter is compared with a similar detector that assumes the steering vector to be known

Michael Scharf, former State Department official and current Co-Dean of Case Western Reserve University School of Law, will discuss international law and the Trump administration at the CWRU Case Downtown presentation at the Cleveland City Club. Mr. Scharf will frame the discussion by addressing the provocative statement by a Republican former high level Bush administration official, who recently said: “We are witnessing the beginning of the greatest presidential onslaught on international law and international institution in American history.” The presentation will examine both President Trump\u27s unique process and approach for addressing foreign policy issues, as well as discuss specific issues where there have been perceived major changes -- from trade law to national security, from human rights to global warming. This presentation will be especially relevant for attorneys working in international law, foreign policy, trade, human rights and national security.
Speaker Biography
Michael Scharf Dean of the Law School, Director of the Frederick K. Cox International Law Center, and host of Talking Foreign Policy, a radio program broadcast on WCPN 90.3 FM (Cleveland\u27s NPR station). In addition, he serves as Managing Director of the Public International Law and Policy Group, a Nobel Peace Prize-nominated NGO. During a sabbatical in 2008, Scharf served as Special Assistant to the Prosecutor of the Cambodia Genocide Tribunal. During the elder Bush and Clinton Administrations, Scharf served in the Office of the Legal Adviser of the U.S. Department of State, where he held the positions of Attorney-Adviser for Law Enforcement and Intelligence, Attorney-Adviser for United Nations Affairs, and delegate to the United Nations Human Rights Commission. A graduate of Duke University School of Law (Order of the Coif and High Honors), and judicial clerk to Judge Gerald Bard Tjoflat on the Eleventh Circuit Federal Court of Appeals, Scharf is the author of over 100 scholarly articles and 17 books, including The International Criminal Tribunal for Rwanda which was awarded the American Society of International Law\u27s Certificate of Merit for outstanding book in 1999, and Enemy of the State: The Trial and Execution of Saddam Hussein, which won the International Association of Penal Law\u27s book of the year award for 2009. His last three books have been published by Cambridge University Press. A past recipient of the Case Western Reserve University School of Law Alumni Association\u27s Distinguished Teacher Award and Ohio Magazine\u27s Excellence in Education Award, Scharf continues to teach International Law and was ranked as 17th most cited author in the field since 2010 by the Lieter study, issued in June 2016
