    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     ABSTRAKPancasila yang telah disepakati oleh rakyat Indonesia sebagai ideologi negara dalam mengatur kehidupan berbangsa dan bernegara seringkali menghadapi berbagai tantangan dan ujian pada situasi sosial-politik dan kondisi zaman yang terus berubah. Sebagai ideologi terbuka, Pancasila menyiratkan bahwa nilai-nilai dasar Pancasila diharapkan dapat berkembang dan membentuk dasar perumusan kebijakan pemerintah sesuai dengan dinamika kehidupan masyarakat dan bangsa untuk mencapai tujuan negara. Dalam praktik negara dan pemerintahan sejak orde lama, orde baru dan era reformasi, nilai-nilai filosofis Pancasila yang ada dipandang belum cukup untuk memiliki indeks penilaian untuk diimplementasikan dalam operasionalisasi aturan dalam merumuskan kebijakan pemerintahan, di mana interpretasi nilai-nilai Pancasila selalu berbeda -Berbeda dalam merumuskan kebijakan pemerintahan untuk setiap rezim pemerintah. Bahkan Pancasila selalu hanya digunakan sebagai “jargon” oleh setiap rezim yang berkuasa dalam mempertahankan kekuasaannya terhadap pihak-pihak yang kritis atau tidak sejalan dengan politik rezim yang berkuasa. Akibatnya, Pancasila selalu kehilangan esensinya, karena setiap rezim pemerintahan selalu membangun wacana sendiri tentang esensi makna Pancasila, yang disesuaikan dengan kepentingan politiknya. Bahkan dalam masa-masa reformasi di Indonesia sejak 1998, Indonesia telah menjadi negara “Pancasila” yang berkedok Kapitalisme Liberal. Penerapan kebijakan pemerintahan neoliberal tidak pernah dipertanyakan, apakah sesuai atau tidak dengan nilai-nilai Pancasila. Meskipun kemudian, masalah otoriterisme gaya baru dankorupsi gaya baru di era liberal muncul, sekali lagi nilai dan makna Pancasila kembali diinterrpretasikan untuk mengadaptasi sistem kapitalisme liberal saat ini. Metode dengan proses koalisi antara eksekutif dan partai politik di legislatif ditambah dengan dukungan “politik” dari pemegang modal kapitalis melahirkan koalisi untuk mengamankan kepentingan masing-masing, sebagai akibat dari legislatif dan eksekutif (Presiden) yang dipilih langsung oleh rakyat sebagai perwakilan dari kekuasaan pemegang pemerintahan menjadi tidak efektif dalam menjamin kesejahteraan rakyat karena konflik kekuasaanpemerintah dengan kepentingan kapitalis yang telah mendukungnya. Lalu di manakah konsep dan implementasi keadilan sosial untuk seluruh rakyat Indonesia? Kata kunci: ideologi Pancasila, kebijakan pemerintahanABSTRACTThe Pancasila that has been agreed upon by the Indonesian people as a state ideology in regulating the life of the nation and state always experiences challenges and tests on the socio-political situation and the conditions of the times which are constantly changing. As an open ideology, Pancasila implies that the basic values of Pancasila are expected to be developed and form the basis of formulating government policies in accordance with the dynamics of life in society and nation to achieve the goals of the country. In the practice of state and government since the old order, the new order and the reform order, the existing philosophical values of Pancasila are considered not enough to have an assessment index to be implemented in the operationalization of rules in formulating government policies, where the interpretation of Pancasila values is always different -different in formulating government policies for each government regime. Even Pancasila is always only used as a “jargon” by every regime in power in maintaining its power against parties that are critical or not in line with the politics of the ruling regime. As a result, Pancasila always loses its essence, because every government regime always builds its own discourse about the essence of the meaning of Pancasila, which is adjusted to its political interests. Even in the course of reform in Indonesia since 1998, Indonesia has become a “Pancasila” state under the guise of Liberal Capitalism. The application of neoliberal government policy has never been questioned, whether it is appropriate or not with the values of Pancasila. Even though later, the problem of new style authoritarianism and new style corruption in the liberal era arose, again the value and meaning of Pancasila was again interpreted to adapt the current liberal capitalism system.. The method with the coalition process between the executive and political party parties in the legislature coupled with “political” support of capitalist holders of capital gave birth to a coalition to secure the interests of each party, as a result of the legislative and executive (President) directly elected by the people as representatives of government power holders, become ineffective, in guaranteeing the welfare of the people because of the hostility of government power with the interests of capitalists who have supported it.     ABSTRACT Since the reformation in 1998, has undergone a change in all the arrangements of state life in Indonesia. Changes that occur make the restructuring of government administration including the administration of regional government (the format of regional autonomy). The meaning of this change provides a new awareness to strengthen people’s participation and power and empower regional communities through the democratization of government and the empowerment of people’s economy. The implementation of regional autonomy is an important focal point in order to improve people’s welfare. The development of an area can be adjusted by the local government with the potential and distinctiveness of each region. So that in the implementation of local government, it is necessary to empower local communities that demand allocation and distribution of power (authority of power) and authority (authority) and discretion in the determination of public policies and the allocation of funding sources fairly between the central and regional. Therefore, the wide-ranging issue of regional autonomy has become a public debate that has pushed the change in the new format of local government into an unavoidable.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
