    Deployment of MOOCs in Virtual Joint Academic Degree Programs

    This research paper investigates the readiness of students to opt for MOOC courses in universities offering a joint master degree international programme. A study is conducted on two joint academic study programs offered by the University of Hasselt in Belgium and Princess Sumaya University for Technology in Jordan. The study examines the readiness of students to take MOOC courses and their acceptance by universities' management staff and professors. The study reveals promising results as the results suggest that such virtual study programs are readily accepted in both universities by professors and students.     Background:The purpose of the study was to establish the relationship between local government conflicts and service delivery in Iganga District Local Government by examining the relationship between political conflicts and service delivery, assessing the relationship between administrative conflicts and service delivery, and establishing the relationship between procurement conflicts and service delivery. Methodology:The researcher used a case study correlational and cross-sectional survey design characterized by both qualitative and quantitative methods. The population of the study was 75 participants but only 62 were selected as respondents using Krejcie & Morgan (1970). Results:The response rate for the study was 96.7%. Findings identified procurement process conflicts, contract award conflicts, contract management conflicts, budget allocation conflicts, human resource conflicts, oversight conflicts, and protests by political leaders and citizens as common conflicts in Iganga District, There was (r=-0.751, sig=0.001) a negative significant relationship between political conflicts and service delivery in the Iganga District.The correlation between administrative conflicts and the quality of service was -0.244 with a significance value of 0.084. Therefore, there is a weak negative insignificant relationship between administrative conflicts and service delivery in the Iganga district local government. The correlation between procurement conflicts and service delivery was 0.782 with a significance value of 0.001. Conclusion:Therefore, there was a good negative significant relationship between procurement conflicts and service delivery in Iganga District local government. This means that conflicts cause a delay in service delivery as well as limit the quality of services provided by the Iganga District Local Government. Recommendation:The researcher recommends that; political leaders should come up with bylaws that streamline the roles and responsibilities of political and technical staff, administrators should work within given guidelines, and contracts committees should always seek the technical guidance of the technocrats for timely, effective, and quality services

    Fast Pump Scheduling Method for Optimum Energy Cost and Water Quality in Water Distribution Networks with Fixed and Variable Speed Pumps

    Supplying high-quality water at competitive cost is a major challenge for water utilities worldwide, especially with ever increasing water quality standards and energy prices. A number of pump scheduling methods for optimizing simultaneously water quality and energy cost have been developed already. However, none of these methods is ideal because of the complexity of water networks and the nonlinear behavior of water flow. In this research, a new optimization method named iterative extended lexicographic goal programming (iELGP) is developed to optimize energy cost and water quality (residual chlorine) in water networks with a mixture of fixed speed pumps (FSPs) and variable speed pumps (VSPs). Two different approaches were used to indirectly improve chlorine. The new method was tested on the C-Town water network and compared with the graph theory method from the literature. The results obtained show the ability of the iELGP method to optimize energy cost and water quality in water networks in a computationally very efficient manner. They also show that the iELGP method can identify lower energy cost pump schedules and do this faster than the comparison method. Using VSPs instead of FSPs improves the water quality and decreases the related energy and maintenance cost in water networks.Accepted Author ManuscriptSanitary Engineerin

    In the early nineteenth century, the term “avant-garde” began to capture greater semantic territory. Once purely a military phrase used to distinguish crack troops, it then assumed a high-ranking position within cultural expression, marking out art work that forged ahead and broke new ground. What can it mean to conjoin this French phrase with the word “Arab”? French forces, along with other imperial intruders, are no strangers to Arab terrain. The colonisation of Algeria, Tunisia, Morocco and Greater Syria followed in the wake of the brief Napoleonic “mission” to Egypt between 1798 and 1801. It was during this military foray that some of modern Europe’s most expansive data on Egyptian music was collected, information that comprised two whole volumes of Guillaume André Villoteau’s Description de l’Egypte. The Napoleonic campaign gathered not only military, but also cultural intelligence, if the two can be so easily separated
