    Purpose - To provide an overview of, the relationship between the British Library and higher education libraries in the 1990s, with particular relation to document supply. It also goes on to explore current developments in scholarly communication. Design/methodology/approach - The author played a role in several of the events described and uses the available literature to enlarge on a personal view of that decade. Findings - The paper shows that the relationship was a strained one caused in part by a mismatch of resources, but is in any case dwarfed by the larger external forces and changing opportunities and technologies for scholarly communication.     Seabed foraging by Antarctic krill: Implications for stock assessment, bentho-pelagic coupling, and the vertical transfer of iron

    A compilation of more than 30 studies shows that adult Antarctic krill (Euphausia superba) may frequent benthic habitats year-round, in shelf as well as oceanic waters and throughout their circumpolar range. Net and acoustic data from the Scotia Sea show that in summer 2-20% of the population reside at depths between 200 and 2000 m, and that large aggregations can form above the seabed. Local differences in the vertical distribution of krill indicate that reduced feeding success in surface waters, either due to predator encounter or food shortage, might initiate such deep migrations and results in benthic feeding. Fatty acid and microscopic analyses of stomach content confirm two different foraging habitats for Antarctic krill: the upper ocean, where fresh phytoplankton is the main food source, and deeper water or the seabed, where detritus and copepods are consumed. Krill caught in upper waters retain signals of benthic feeding, suggesting frequent and dynamic exchange between surface and seabed. Krill contained up to 260 nmol iron per stomach when returning from seabed feeding. About 5% of this iron is labile, i.e., potentially available to phytoplankton. Due to their large biomass, frequent benthic feeding, and acidic digestion of particulate iron, krill might facilitate an input of new iron to Southern Ocean surface waters. Deep migrations and foraging at the seabed are significant parts of krill ecology, and the vertical fluxes involved in this behavior are important for the coupling of benthic and pelagic food webs and their elemental repositories

    This thesis uses an in depth examination of documents and other archeological finds in order to give an accurate description of military life at Fort Atkinson from 1819-1827.During the summer of 1956, the Nebraska State Historical Society Field Party, conducted by Marvin F. Kivett, Director of the Museum, excavated a portion of the site of the fort, near Fort Calhoun, Nebraska.The author was granted access to the material recovered by this archeological field party for the writing of this thesis. The author first gives an examination of the background behind For Atkinson, including a description of the Yellowstone Expedition and the expedition for Council Bluffs.The author then goes on to discuss the construction of the fort, the general routines of those who lived at Fort Atkinson, the quartermaster and their duties, the medical department and even details of the musicians and band that worked at the fort.The author also wrote of the relations Fort Atkinson had with neighboring Indian tribes and finally discusses the reasons behind the decision to abandon Fort Atkinson and the overall significance of Fort Atkinson.     Bounded Sequential Dominance Criteria

    In the spirit of Fleurbaey et al. (2001), it is tempting to introduce more reasonable lower and upper bounds in Atkinson and Bourguigon’s (1987) sequential generalized Lorenz dominance procedure. Unfortunately, our proposal leads, at best, to an average household income criterion, which is unsuited to make heterogeneous welfare comparisons. We therefore restrict attention to imposing either lower or upper bounds, resulting in two new sequential dominance criteria.

    Government expenditures as a citizens'evaluation of public output : public choice and the benefit principle of taxation

    Combining elements from the theories of public choice and benefit taxation, the author develops a framework in which private citizens can evaluate public activities. Why, and under what circumstances, do bureaucrats increase the size of the public sector and the amount of public spending in their own self interest? What does the private sector think public output should be, what is actual public output, and how does the private sector evaluate that output? The author applies the theoretical results of an attempt to answer these questions in four Central European countries (Czechoslovakia, Hungary, Poland, and Slovenia), using actual data for 1989-91 and projections for 1992. Interpreting indirect evidence, he shows that the private sector would prefer less government activity in all countries, from a low of 5 percent less public spending (in Poland) to a high of one-third less (in Slovenia). If those governments were to follow those guidelines, their spending-to-GDP ratios would more closely resemble the 1987-89 average for a selected group of European market economies. The author also introduces a more rigorous, if not necessarily more objective, approach to determining optimal government spending. This approach requires little information, but uses a static model and requires faith in the direction of causality for some key variables.     The desire to create automatons is a familiar theme in human history, and during the age of the Enlightenment mechanical automatons became not only an “emblem of the cosmos”, but a symbol of man’s confidence that he would unlock nature’s greatest mysteries and fully harness her power. And yet only a century later, automatons had begun to represent human repression and servitude, a theme later picked up by writers of science fiction. Man’s confidence undeterred, the endgame of the modern scientific and technological mindset, or MSTM, seems to be increasingly coming into view with the rise of “information technology” in general and “Big data” in particular. Along with those who wield them, these can be seen as functioning together as a “mechanical muse” of sorts – surprisingly alluring – and, like a physical automaton can serve as a symbol – a microcosm – of what the MSTM sees (at the very least in practice) as the cosmic machine, our “final frontier”. And yet, individuals who unreflectively participate in these things – giving themselves over to them and seeking the powers afforded by the technology apart from technology’s rightful purposes – in fact yield to the same pragmatism and reductionism those wielding them are captive to. Thus, they ultimately nullify themselves philosophically, politically, and economically – their value increasingly being only the data concerning their persons, and its perceived usefulness. Likewise libraries, the time-honored place of, and symbol for, the intellectual flowering of the individual, will, insofar as they spurn the classical liberal arts (with the idea that things are intrinsically good, and in the case of humans, special as well) in favor of the alluring embrace of MSTM-driven “information technology” and Big data - unwittingly contribute to their irrelevance and demise as they find themselves increasingly less needed, valued, wanted.     Evaluating re-introduction methods for the gulf of Saint Lawrence aster (Symphyotrichum laurentianum) on Prince Edward Island

    The Gulf of St. Lawrence aster (SLA; Symphyotrichum laurentianum (Fernald) G.L. Nesom) is an annual plant species endemic to the Gulf of St. Lawrence region. Owing to the dynamic nature of the environment that the SLA inhabits, severe and major threats to both the aster and its habitat exist. The Committee on the Status of Endangered Wildlife in Canada listed the species as threatened in Canada in 2004. This status was assigned based on the species' limited distribution, fluctuating population size, and continued pressures on its habitat. Surveys have revealed that both site and population numbers have been further and drastically reduced on Prince Edward Island. In 2007, only one populated site of 482 individuals remained. It is possible that this species has been extirpated from Prince Edward Island. Recovery of this species on Prince Edward Island is feasible. Promising results related to seeding and the transplantation of greenhouse-grown seedlings at four in situ sites demonstrated that SLA plantlets have the potential to serve as seed stock to re-establish populations. Over the 2 years of the transplantation experiment, the pooled overall survivorship was 52.8%. Specific site manipulations that were tested may also increase the potential survivorship of the transplants and facilitate second-generation germination
